MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE ELEANOR ROHRBACH
MEMORIAL COUNCIL CHAMBERS, DES PLAINES
CIVIC CENTER, TUESDAY, FEBRUARY 20,
1990
CALL TO ORDER: The regular meeting of the City Council of the City
of Des Plaines, Illinois, was called to order by
Mayor D. Michael Albrecht at 8:37 P.M. in the
Eleanor Rohrbach Memorial Council Chambers,
Des Plaines Civic Center on Tuesday, February 20,
1990.
ROLL CALL:
Roll call indicated the following Aldermen present:
Childers, Christiansen, Wetter, Schneck, Hardiman,
Sarlo, Chiropolos, Haupt.
Also present were: City Treasurer Fredricks, City Manager Asaro, City
Comptroller Peters, Commissioner of Public Works Matula, Fire Chief
Clark, Police Chief Storm, Municipal Development Director Pagones,
City Engineer Oakley, Human Resources and Services Director Panouses,
and City Attorney Kolman.
PRAYER AND
PLEDGE:
The opening prayer was given by Father Robert Setmeye:
St. Martin's Episcopal Church, followed by the Pledge
of Allegiance to the Flag.
PRESENTATION: Mayor Albrecht introduced Alderman Christiansen,
Chairman of the 1989 Des Plaines City Officials'
Golf Outing, who presented a check in the amount of
$2,200 for the Des Plaines Police Boys Club to Dr.
Tom Fahey, Chairman of Fundraising for the Boys Club,
and Police Sargeant Larry Zumbrock, Youth Bureau;
and a check in the amount of $2,200 for the Des
Plaines Explorers Scout Post #142 to Police Officers
Neil Loewe and Nick Chiaro, who supervises and
administers the Police Explorers Program. These
monies were proceeds from the golf outing. Also
present was Police Chief Storm.
MINUTES:
Moved by Sarlo, seconded by Chiropolos, to approve
Minutes of regular meeting of the City Council held
February 5, 1990, as published. Motion declared
carried.
BILLS PAYABLE: Moved by Schneck, seconded by Sarlo, to adopt the
following resolution: BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING
BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY
CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT
FOR SAME. Total: $898,364.37. Upon roll call, the
vote was:
AYES: 8 -Childers, Christiansen, Wetter, Schneck,
Hardiman, Sarlo, Chiropolos, Haupt

TRANSFER OF
FUNDS:
Moved by Schneck, seconded by Sarlo, to adopt the
recommendation of Finance Committee that Ordinance
M-8-90 regarding the Transfer of Funds be adopted at
appropriate time this evening. Motion declared
carried.

TIF Moved by Schneck, seconded by Sarlo, to adopt the
CONSULTANTS: recommendation of the Finance Committee that Kane,
McKenna and Associates, Inc., 150 N. Wacker Drive,
Suite 1600, Chicago, IL 60606, be retained to provide
financial consulting services for Otis and Prime
Projects with the associate fees to be paid as
follows: $5,000 per month for financial advisory
fees for the re -development agreements if TIF re-
development bonds are not issued; if bonds are issued,
the firm would receive the $5,000 per month up to the
time of issuance plus 3/4 of 1% of the total bonds
issued; in addition, if the City elects to add genera]
obligation street improvement bonds to the issue, an
additional $10,000 would be paid; this proposal to
be in effect until June 30, 1990. Upon roll call,
the vote was:

NIPC Moved by Schneck, seconded by Sarlo, to adopt the
FUNDING: recommendation of the Finance Committee that a con-
tribution be made to Northeastern Illinois Planning
Commission for the year 1990 in the amount of $5,541
based on a formula of .0003 of local government
adjusted revenues, subject to an annual limit on
resulting increases over the previous year. Upon rol]
call, the vote was:

ZONING CASE

1771 RAND:
Moved by Sarlo, seconded by Childers, to adopt the
recommendation of the Municipal Development Committee
that request for Text Amendment to Section 3.1.2.19
of the Zoning Ordinance to permit a parking lot on a
non -adjacent zoning lot at 1771 Rand Road to serve
an existing commercial use in the C-2 District at
555 Wilson Lane, to add "and non -adjacent within
200' of the property it is serving and used as
Special Use only" be denied re Case 90-6-A.
Moved by Haupt, seconded by Schneck, to adopt
substitute motion to concur with the Des Plaines
Zoning Board of Appeals re Case 90-6-A that request
for Text Amendment to Section 3.1.2.19 of the Zoning
Ordinance to permit a parking lot on a non -adjacent
zoning lot at 1771 Rand Road to serve an existing
commercial use in the C-2 District at 555 Wilson Lane
be granted with the following amendment "and non-
adjacent within 250' of the property it is serving
and used as Special Use only," and City Attorney be
authorized to draft necessary ordinance.
Moved by -Childers, seconded by Schneck, to allow
public input onthis matter. Motion declared
carried.
Forest Hospital attorneys, Dan Dowd and Bob
DiLeonardi, clarified the hospital's position on
several concerns the Aldermen had. They said they
had petitions signed by over 300 residents in the
area who supported this request.
William Burrows, 1733 Junior Terrace and Patricia
Haugeberg, 1779 Rand Road, addressed the Council in
opposition of this request.

700 W. Oakton Street, and Mayor and City Clerk be
authorized to execute plat of resubdivision. Motion
declared carried.

Moved by Sarlo, seconded by Childers, to adopt the
recommendation of Municipal Development Committee
to concur with recommendation of Des Plaines Plan
Commission to approve plat of Gavin's Resubdivision,
2211 Elmira Avenue, and Mayor and City Clerk be
authorized to execute plat of resubdivision. Motion
declared carried.
KYLEMORE-GREENS Moved by Sarlo, seconded by Childers, to adopt the
SUBDIVISION/ recommendation of Municipal Development Committee
WOLF & CENTRAL: to concur with recommendation of Des Plaines Plan
Commission to approve plat of Kylemore-Greens
Subdivision, Wolf and Central Roads, and Mayor and
City Clerk be authorized to execute plat of sub-
division. Motion declared carried.

MAINTENANCE:
Moved by Chiropolos, seconded by Christiansen, to
adopt recommendation of Engineering Committee that
City Clerk be authorized to sign Supplemental
Resolution in the amount of $810,000, MFT Funds,
Section 90-00000-00 GM, for 1990 Street Maintenance
as follows:
Snow & Ice Control (road salt to be bid through
Northwest Municipal Conference) - $ 85,000
Traffic Signal Maintenance - $ 20,000
Electrical Energy (street lighting & traffic signals)

recommendation of Building Code Committee that con-
struction or replacement of a full driveway now
require a permit at a cost of $25.00, any violation
will result in a $500 fine or double the permit fee,
whichever is greater, per violation, and/or removal
of the driveway, and City Attorney be authorized to
draft necessary ordinance. Motion declared carried.
Moved by Christiansen, seconded by Chiropolos, to
adopt recommendation of Building Code Committee that
on construction of new ranch -type homes, face brick
or masonry must go up to eye height; on construction
of new 2 -story -type homes, face brick or masonry must
go up one story or top of windows, with the second
story optional; masonry is to exclude plane concrete
block and common brick; the Architectural Commission
be given the authority to grant any requests for
variations; and City Attorney be authorized to draft
necessary ordinance. Motion declared carried.
Moved by Sarlo, seconded by Wetter, to adopt Ordinanc(
M-3-90, AN ORDINANCE AMENDING SECTION 5-5-25.28 OF
THE DES PLAINES CITY CODE, IN ITS ENTIRETY, TO REFLECT
A 50INCREASE IN TAXI FARES FOR SENIOR CITIZENS.

CITY CODE (PERTAINING TO FEES TO BE PAID WITH
APPLICATION) TO REFLECT A SEPARATE $50.00 NON-
REFUNDABLE LICENSE APPLICATION PROCESSING FEE PLUS
REASONABLE ADDITIONAL COSTS TO BE TENDERED WITH EACH
LICENSE APPLICATION.
