MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, DECEMBER 19, 1988 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor John E. Seitz at 7:08 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, December 19, 1988. ROLL CALL: Roll Call indicated the following Aldermen present: Muehlenbeck, Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Adams, Hardiman, Gebert, Sarlo, Chiropolos, Schiro, Hervas, Haupt. Alderman Kisslinger was absent. Alderman Kisslinger arrived at 7:59 P.M. Also present were: City Manager Asaro, City Comptroller Peters, Superintendent of Water & Sewer Tiernan, Fire Chief Clark, Police Chief Kozenczak, Municipal Development Director Pagones, City Engineer Oakley, Human Resources and Services Director Donahue, and Corporate Attorney Lucansky. PRAYER AND PLEDGE: MINUTES: The opening prayer was given by Mayor Seitz, followed by the Pledge of Allegiance to the Flag. Moved by Bonk, seconded by Chiropolos to approve Minutes of the regular meeting of the City Council held December 5, 1988, as published. Motion declared carried. BILLS PAYABLE: Moved by Schneck, seconded by Muehlenbeck, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $2,097,057.32. TAX CREDITS Moved by Schneck, seconded by Muehlenbeck, to adopt the FOR LOW INCOME recommendation of the Finance Committee that the City's HOUSING: unused low and moderate income housing Federal tax credits be transferred to the Illinois Housing Development Authority in the amount of $70,213, and that Ordinance M-32-88 be adopted at appropriate time evening. No parking on the north side of Algonquin Road from Fifth Avenue/Southwest Place to Wisonsin Central Rail Road tracks. 2. No parking on the south side of Algonquin Road from 200' west of centerline of Lee/Mannheim Road to Wisconsin Central Rail Road tracks. 3. No parking for busesand no parking student pick- up and drop-off during school hours, 7:30 A.M. to 3:30 P.M. on the south side of Algonquin Road fronting Algonquin Junior High School. 4.
