CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE ELEANOR ROHRBACH
MEMORIAL COUNCIL CHAMBERS, DES PLAINES
CIVIC CENTER, MONDAY, DECEMBER 19, 1988
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor
John E. Seitz at 7:08 P.M. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on
Monday, December 19, 1988.
ROLL CALL:
Roll Call indicated the following Aldermen present:
Muehlenbeck, Childers, Christiansen, Bonk, Healy,
Wetter, Schneck, Adams, Hardiman, Gebert, Sarlo,
Chiropolos, Schiro, Hervas, Haupt. Alderman Kisslinger
was absent. Alderman Kisslinger arrived at 7:59 P.M.
Also present were: City Manager Asaro, City Comptroller Peters,
Superintendent of Water & Sewer Tiernan, Fire Chief Clark, Police Chief
Kozenczak, Municipal Development Director Pagones, City Engineer Oakley,
Human Resources and Services Director Donahue, and Corporate Attorney
Lucansky.

MINUTES:
The opening prayer was given by Mayor Seitz, followed
by the Pledge of Allegiance to the Flag.
Moved by Bonk, seconded by Chiropolos to approve
Minutes of the regular meeting of the City Council
held December 5, 1988, as published. Motion declared
carried.
BILLS PAYABLE: Moved by Schneck, seconded by Muehlenbeck, to adopt the
following resolution: BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING
BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY
CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR
SAME. Total: $2,097,057.32. Upon roll call, the vote

FOR LOW INCOME recommendation of the Finance Committee that the City's
HOUSING: unused low and moderate income housing Federal tax
credits be transferred to the Illinois Housing
Development Authority in the amount of $70,213, and
that Ordinance M-32-88 be adopted at appropriate time
evening. Motion declared carried.
AGREEMENT/ Moved by Schneck, seconded by Muehlenbeck, to adopt the
NORTHWEST recommendation of the Finance Committee that City
MUN. DATA enter into agreement with Village of Arlington Heights
SVS. RE and the City Park Ridge regarding the employment
PERSONNEL: arrangements for the remaining members of Northwest
Municipal Data Services and providefor the termina-
tion of NMDS on December 31, 1990. Upon roll call, the
vote was:

(Safety) for a total fee of $33,900, effective January
1, 1989 to December 31, 1989. Upon roll call, the vote

1984 for Holy Family Hospital Project and that
Ordinance M-34-88 be adopted at appropriate time this

recommendation of the Municipal Development Committee
to grant request to rezone from R-2 Residential
District to C-2 Commercial District on property located

Rudawsky), and City Attorney be authorized to draft
necessary ordinance. Motion declared carried.
ADVERTISE Moved by Hardiman, seconded by Healy, to adopt the
FOR BIDS: recommendation of the Public Safety Committee that
City Clerk be authorized to advertise for bids for
purchase of one (1) 1500 GPM Class "A" Fire Engine
Pumper, returnable be 3 P.M. on Wednesday, February 1,

BIRCHWOOD- Moved by Chiropolos, seconded by Christiansen, to adopt
MAPLE STORM recommendation of Engineering Committee to accept
SEWER REHAB: proposal from Gewalt Hamilton Associates, Inc., 3100
Dundee Road, Suite 404, Northbrook, IL 60062, to pro-
vide Design Engineering Services for the Birchwood
Avenue -Maple Street Storm Sewer Rehabilitation project
in the amount of $9,600, funds from Federal Pacific
Electric Company -City of Des Paliens Escrow Account.

TRAFFIC Moved by Chiropolos, seconded by Christiansen, to adopt
REGULATIONS/ recommendation of Engineering Committee to approve the
ALGONQUIN RD.: following traffic regulations on Algonquin Road:
1. No parking on the north side of Algonquin Road from
Fifth Avenue/Southwest Place to Wisonsin Central Rail
Road tracks.
2. No parking on the south side of Algonquin Road from
200' west of centerline of Lee/Mannheim Road to
Wisconsin Central Rail Road tracks.
3. No parking for busesand no parking student pick-
up and drop-off during school hours, 7:30 A.M. to
3:30 P.M. on the south side of Algonquin Road fronting
Algonquin Junior High School.
4. No parking on the south side of Algonquin Road
from a point 300' east of Fifth Avenue/Southwest Place
to 500' east of Fifth Avenue/Southwest Place to be
posted as buses only during school hours when children
are present.
5. Load limit on Algonquin Road between Lee/Mannheim
Road and Wolf Road be increased from 3 tons to 5 tons
gross weight
6. Speed limit on Algonquin Road between Lee/Mannheim
Road and Wolf Road remain at 25 M.P.H.
And City Attorney be authorized to draft necessary
