CHAMBERS, DES PLAINES CIVIC CENTER,
MONDAY, DECEMBER 5, 1988
CALL TO ORDER: The public hearing was called to order by City Manager
Lawrence Asaro at 6:11 P.M. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on
Monday, December 5, 1988.
Those in attendance at some point during the public hearing were:
Aldermen Muehlenbeck, Bonk, Schneck, Gebert, Sarlo, Chiropolos, Haupt
and City Attorney Smith. Also, Rita Athas, Assistant Director, North-
west Municipal Conference, Norman Samelson, attorney for Northwest
Municipal Conference, and Se Yuen Moy, Director of Facilities, Oakton
Community College.
PURPOSE:
City Manager Asaro announced that a public hearing is
being held as required under Section 147(f) of the
Internal Revenue Code of 1986, as amended, with respect
to the Village of Glenview, Illinois, limited obliga-
tion revenue bonds in the principal amount not to
exceed $400,000 to assist the Northwest Municipal Con-
ference, a not for profit Illinois corporation, in
financing a two-story addition to an existing building
located at 1600 East Golf Road, Des Plaines, Illinois,
on the campus of Oakton Community College. This
facility will be owned by Oakton Community College and
leased, in part, to the Northwest Municipal Conference
for use as a general office and training center. The
bonds will be a limited obligation of the Village of
Glenview and will not constitute a debt or a pledge of
the full faith and credit or the taxing power of the
Village of Glenview, Illinois, the City of Des Plaines,
Illinois, the State of Illinois, or any political sub -
,division thereof.
City Manager Asaro further announced that this public
hearing would be concluded during the regular City
Council meeting to begin at 8:00 P.M. later this
evening during which the City Council would consider
the adoption of Resolution R-24-88 giving the approval
required by Section 147(f) of the Internal Revenue
Code.
PRESENTATIONS: Representatives from the Northwest Municipal Confer-
ence, Rita Athas and Norman Samelson, gave an overview
of the project and along with Se Yuen Moy, Director
of Facilities at Oakton Community College, addressed
the many questions from the aldermen.

Residents John J. Nitz, 685 Lyman Avenue, and Chuck
Tilley, 1994 Big Bend Drive, voiced strong objection
to this project because of the possible flooding prob-
lems that might result. Alderman Chiropolos also
expressed his concern.
City Manager recessed this public hearing at 7:00 P.M.
and again announced that it would reconvene during the
regular City Council meeting at 8:00 P.M. later this
evening.
