CIVIC CENTER, MONDAY, OCTOBER 17, 1988
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor
John E. Seitz at 8:04 P.M. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on
Monday, October 17, 1988.
ROLL CALL:
Roll Call indicated the following Aldermen present:
Muehlenbeck, Childers, Christiansen, Bonk, Wetter,
Schneck, Hardiman, Gebert, Sarlo, Chiropolos, Hervas,
Haupt. Aldermen Healy, Kisslinger, Adams, and Schiro
were absent.
Alderman Adams arrived at 8:10 P.M.
Alderman Kisslinger arrived at 8:11 P.M.
Also present were: City Manager Asaro, City Comptroller Peters,
Commissioner of Public Works Matula, ire Chief Clark, Police Chief
Kozenczak, Municipal Development Director Pagones, City Engineer Oakley,
Human Resources and Services Director Donahue, and City Attorney Smith.
PRAYER AND
PLEDGE:
The opening prayer was given by Father Patrick Cecil,
St.Zachary Catholic Church, followed by the Pledge of
Allegiance to the Flag.
PRESENTATION: Mr. Roy Sherwan, representing the Des Plaines Chamber
of Commerce, presented a bronze plaque to the City
commemorating the Vietnam Memorial Wall which was on
display in Des Plaines this past summer. The plaque
will be permanently placed in a large stone that will
be placed on the site of the display.
MINUTES:
Moved by Sarlo, seconded by Bonk, to approve Minutes
of the regular meeting of the City Council held
October 3, 1988, as published. Motion declared
carried.
BILLS PAYABLE: Moved by Schneck, seconded by Muehlenbeck, to adopt the
following resolution: BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING
BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY
CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR
SAME. Total: $953,460.57. Upon roll call, the vote
was:

City Clerk be authorized to bid for Lift Station
modifications at Algonquin Road and River Road at
Harding Avenue pumping station, returnable by 3 P.M.,
Thursday, November 17, 1988. Motion declared carried.
SANITARY Moved by Chiropolos, seconded by Christiansen, to
SEWER SYSTEM adopt recommendation of Engineering Committee that
REHAB.: Mayor and City Clerk be authorized to execute Amendment
#1 to agreement with RJN Environmental Services, Inc.,
(ICAP) 213 S. Wheaton, Wheaton, IL 60187, to provide construc-
tion engineering services during construction of the
remaining public sector improvements for Sanitary
Sewerage System Rehabilitation, at a cost not to exceed
$29,300, Sewer Bond Funds. Upon roll call, the vote
was:

adopt recommendation of Engineering Committee that
City Clerk be authorized to sign Supplemental Resolu-
tion in the amount of $2,000, MFT Section 88-00152-00WR
for Engineering Services, Phase I and Phase II for the
Central Road Improvements Project (Rand Road to Wolf
Road), and Mayor and City Clerk be authorized to
execute agreement between the Village of Mt. Prospect,
City of Des Plaines and Triton Consulting Engineers,
Ltd., 6333 N. Milwaukee Avenue, Chicago, IL 60646, to
perform consulting services for Phase II - Design
Engineering Services for this project. Upon roll call,
the vote was:

recommendation of Public Safety Committee to approve
Purchase Order #55054 to Motorola Communications and
Electronics, Inc., 1301 E. Algonquin Road, Schaumburg,
IL 60196, for three (3) Syntor X Mobile Radios with
accessories for Fire Department in the amount of
$6,869, Illinois State net bid. Upon roll call, the
vote was:

APPEAL FOR Moved by Sarlo, seconded by Hervas, to adopt the
RELIEF/ recommendation of the Building Code Committee to
1938 S. WOLF: concur:with-recommendation of -Electrical Commission to
grant request from Cloud Corporation, 1938 S. Wolf
Road, for relief from requirement that equipment must
be UL labeled under the following conditions:
1. Effective January 1, 1994, all packaging machines
shall be approved and labeled by Underwriter's Lab-
oratories or other recognized testing laboratory
listed in the Electrical Code.
2. All packaging machines which are to be put in
operation prior to January 1, 1994 shall be equipped
with Ground Fault Interruptors (G.F.I). In addition,
the Electrical Inspector shall be provided a complete
list of control panel components, identifying those
components which are labeled by Underwriter's Labor-
atories or other recognized testing laboratory. No
packaging machine shall be operated until inspected
and approved by the Electrical Inspector.
3. Each packaging machine shall be identified by a
serial number and a sequential machine number. A
description of each packaging machine with its serial
and machine number shall be provided to the Electrical
Inspector.
4. Packaging machines or other equipment to be
shipped and operated outside of the City of Des
Plaines are not subject to conformance with the Elec-
trical Code.

Resolution R-16-88 opposing the Northwest Municipal
Conference's construction of an addition on Oakton
Community College's Campus. Motion declared carried.
