07/05/198814. -MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, TUESDAY, JULY 5, 1988 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor John E. Seitz at 8:05 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Tuesday, July 5, 1988. ROLL CALL: Roll Call indicated the following Aldermen present: Muehlenbeck, Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Hardiman, Gebert, Sarlo, Chiropolos, Schiro, Hervas, Haupt. Alderman Adams was absent. Also present were: City Comptroller Peters, Public Works Administrative Assistant Tozzo, Police Chief Kozenczak, Fire Chief Clark, Municipal Development Director Pagones, Acting City Engineer Kaszuba, Human Resources and Services Department Director Donahue, and City Attorney Smith. PRAYER AND PLEDGE: MINUTES: The opening prayer was given by Associate Pastor Mark Wiberg, Trinity Lutheran Church, followed by the Pledge of Allegiance to the Flag. Moved by Bonk, seconded by Sarlo, to approve Minutes of the regular meeting of the City Council held June 20, 1988, as published. Motion declared carried. BILLS PAYABLE: Moved by Schneck, seconded by Muehlenbeck, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total: $893,779.62. Upon roll call, the vote was: AYES: 15-Muehlenbeck, Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Hardiman, Gebert, Sarlo, Chiropolos, Schiro, Hervas, Haupt NAYS: 0 -None ABSENT: 1 -Adams Motion declared carried. EASEMENT/ Moved by Gebert seconded by Kisslinger, to adopt the LECHNER LANE recommendation of the Municipal Development Committee AND LYMAN AVE.: that width of Lechner Lane from Bellaire Avenue to Lyman Avenue be reduced from 28' back to back of curb to 21' back to back of curb; width of Lyman Avenue from Lechner Lane to Church Street be reduced to 23' back to back of curb; Lechner Lane be one way eastbound with no parking on the south side from Bellaire Avenue to Lyman .:Avenue; and Lyman Avenue be two way with no parking on either side of street from Lechner Lane to Church Street; and City Attorney be authorized to draft necessary ordinance. COUNTRYSIDE Moved by Gebert, seconded by Kisslinger, to adopt the SUBDIVISION/ recommendation of Municipal Development Committee to 2461-2501 concur with recommendation of Des Paines Plan Commission BALLARD RD.: to approve plat of Countryside Subdivision, 2461-2501 Ballard Road, and Mayor and City Clerk be authorized to execute same. Motion declared carried. INTERLOCAL AGREEMENT, HISTORICAL SOCIETY/PARK DISTRICT/CITY: RESURFACING OF PARKING LOTS: COST SHARING PARKWAY TREE REPLACEMENT PROGRAM: LOAD LIMITS/ LINCOLN AVE. AND WICKE AVE.: ORDINANCES/ ROUTE 83 AND OAKTON TRAFFIC SIGNAL IMPROV.: TRUCK LOAD LIMITS: 15. 7/5/88 PAGE TWO Moved by Wetter, seconded by Haupt, to adopt the recommendation of the License & Judicial Committee that Mayor and City Clerk be authorized to execute Interlocal Agreement between the Historical Society, Park District and the City for a period of three years effective August 20, 1988. Moved by Bonk, seconded by Childers, to adopt the recommendation of the Public Works Committee to award contract for repair, patching and resurfacing of two (2) parking lots located at 405 S. River Road (Fire Station #1) and 2555 S. Maple Street (Maple Street water pumping station) to the low bidder, Accu -Paving Company, 1741 N. California Avenue, Chicago, IL 60647, in the amount of $24,342 plus a not -to -exceed 15% contingency, and bid bonds/checks be returned to unsuccessful bidders. Moved by Bonk, seconded by Childers, to adopt recommen- dation of the Public Works Committee that the cost to residents for parkway tree replacement be changed from $35.00 to $50.00 for a 2" parkway tree, and City Attorney be authorized to draft necessary ordinance. Motion declared carried. Moved by Chiropolos, seconded by Christiansen, to adopt recommendation of the Engineering Committee that "Load Limit 5 Tons" signs be erected on Lincoln Avenue and on Wicke Avenue from Des Plaines/River Road to Center Street upon completion of road construction, and City Attorney be authorized to draft necessary ordinance. Moved by Chiropolos, seconded by Christiansen, to adopt recommendation of Engineering Committee that in con- junction with agreement with Illinois Department of Transportation (IDOT) re Route 83 and Oakton Street Traffic Signal Improvement,certain ordinances re prohibiting encroachments, prohibiting discharge of sanitary and industrial waste into storm sewers, and restricting parking along Route 83 be adopted, and City Attorney be authorized to draft necessary ordinances (M-21-88, M-22-88, and M-23-88 on First Reading this evening). At the request of Alderman Bonk, Mayor Seitz referred the matter of restricting truck loads on Jeannette Street, Margret Street and Second Avenue to the Engineering Committee. Letter from Des Plaines Zoning Board of Appeals re Case 88-29-R, rezoning from R-2 to R-4, 1771 Rand Road was referred to the Municipal Development Committee. Letter from Des Plaines Zoning Board of Appeals re Case 88-30-R, rezoning from C-2 to R-5, 1215 Harding Avenue, was referred to the Municipal Development Committee. Moved by Sarlo, seconded by Chiropolos, to concur with Mayor Seitz's appointment of Darlene Heidlauf to the Youth Commission, replacing Carol Bending, term to expire December 31, 1991; and Larry Di Giannantonio to the Clean Community/Beautification Commission, replacing Cal Bonnivier, term to expire January 1, 1990. Motion declared carried. Letter from Mayor Seitz re appointment of Sarah T. McConnell, Susan Burrows and Nancy Uszler to the Library Board will come before the Council on July 18, 1988. Alderman Bonk relayed a message of appreciation and thanks for the tremendous volunteer cooperation while the Vietnam Veterans Memorial Wall was in our community, July 2 - 7 , 1988 to: CITY - Mayor John Seitz, Ronald Sharringhausen, Joe Dumovich, Captain Robert Sturlini, Sgt.
