06/06/19881 • MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, JUNE 6, 1988 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor John E. Seitz at 8:14 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, June 6, 1988. ROLL CALL: Roll Call indicated the following Aldermen present: Muehlenbeck, Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Sarlo, Chiropolos, Addante, Hervas, Haupt. Also present were: City Treasurer Fredricks, City Comptroller Peters, Superintendent of Water & Sewer Tiernan, Deputy Fire Chief Albrecht, Police Chief Kozenczak, Municipal Development Director Pagones, Acting City Engineer Kaszuba, Human Resources and Services Department Staff Liaison Boho, and City Attorney Smith. PRAYER AND PLEDGE: The opening prayer was given by Rev. David Muir, Jr., Alliance Bible Church, followed by the Pledge of Allegiance to the Flag. PRESENTATIONS: Police Chief Kozenczak presented a Departmental Commen- dation to Patrolman Christopher Terrazzino for his courageous action on April 19, 1988 while apprehending a man with a gun. Police Chief Kozenczak presented an Award of Valor to Ptn Michael Erbach for his heroic actions on May 4, 1988 when he helped rescue Norb Wrobel from his burning home. Police Chief Kozenczak presented a Departmental Commen- dation and an Award of Valor to Patrolman Kevin Boyd for his heroic and courageous actions on April 19, 1988 while apprehending a man with a gun, and on May 4, 1988 when he helped rescue Norb Wrobel from his burning home. Deputy Fire Chief Albrecht presented Awards of Valor to Patrolmen Kevin Boy and Michael Erbach for their courageous and heroic actions on May 4, 1988 while rescuing Norb Wrobel from his burning home. Julie Wrobel, representing the Wrobel family, expressed gratitude to Patrolmen Kevin Boyd and Michael Erbach and presented a check in their names to the Des Plaines Police Association in the amount of $100. Mayor Seitz expressed words of appreciation to these patrolmen on behalf of the citizens of Des Plaines. RECESS: Moved by Sarlo, seconded by Childers, that the Council recess at 8:29 P.M. CITY EMPLOYEES' Moved by Schneck, seconded by Muehlenbeck, to adopt the GROUP HEALTH recommendation of the Finance Committee to renew 1988/ INSURANCE 1989 City employees' medical insurance contract as RENEWAL: follows: 1. Employee Benefit Claims, Inc. rates to be $121.51 for single coverage; $399.39 for family coverage; $47.02 for single Medicare; $168.53 for 1 single/ 1 Medicare; $94.04 for family Medicare; and $243.02 for two singles. 2. PruCare rates to be $113.93 for single; $349.12 for family; and $78.54 for Medicare. 3. Maxicare rates to be $107.22 for single; $296.57 for family; and $56.35 for Medicare. 4. HMO Illinois rates to be $100.03 for single; $265.86 for family; and $89.75 for Medicare. 5. An overall increase of 3% in self-funded health plan. Motion declared carried. ZONING CASE Moved by Gebert, seconded by Kisslinger, to adopt the 88 -20 -R -V recommendation of the Municipal Development Committee to 2950 D.P. AVE.: concur with Des Plaines Zoning Board of Appeals re Case 88 -20 -R -V to grant request to rezone from M-2 Manufactur- ing District to C-2 Commercial District and grant request to allow height variation from 45' to 53' for property located at 2950 Des Plaines Avenue, and City Attorney be authorized to draft necessary ordinance.
