CALL TO ORDER: ROLL CALL: MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN ROOM 102, DES PLAINES CIVIC CENTER, THURSDAY, OCTOBER 22, 2009 The Special meeting of the City Council of the City of Des Plaines was called to order by Mayor Martin J. Moylan at 6:31 PM in Room 102, Des Plaines Civic Center on Thursday, October 22, 2009. Roll call indicated the following Aldermen present: Haugeberg, Robinson, Bogusz, Higgason, Walsten, Wilson, Argus. Alderman Brookman arrived in Executives Session at 6:36 p.m. Also present were: City Manager Bajor, Assistant City Manager Slowinski, Director of Finance Wisniewski, Assistant Director of Finance Raymond, Assistant Director of Finance Bromber, Financial Analyst Fundament, Director of Public Works & Engineering Oakley, Deputy Director of Engineering Duddles, Police Chief Prandini, Fire Chief Wax, Deputy Fire Chief Eilken, Assistant Director of Public Works Boeche, Director of Human Resources Earl, Director of Information Technology Duebner and City Attorney Wiltse. FINANCE COMMITTEE - Alderman Higgason, Chair 2010 BUDGET: Moved by Higgason, seconded by Bogusz, to go into Executive Session to discuss personnel. Motion declared carried. The City Council recessed at 6:32 p.m. The City Council reconvened at 8:45 p.m. Roll call indicated the following aldermen present: Haugeberg, Robinson, Bogusz, Higgason, Brookman, Walsten, Wilson, Argus. Moved by Bogusz, seconded by Haugeberg, to suspend the rules to permit public input on any of the motions being reported out of Executive Session regarding Personnel. Motion declared carried. 10/22/09 PAGE 2 2010 BUDGET: Moved by Higgason, seconded by Robinson, to concur with majority agreement in Executive Session that the following positions in the City Manager's Department not be funded and removed from the 2010 budget pursuant to the provisions of the early retirement incentive program and/or the applicable collective bargaining agreement and the City's personnel policies: Assistant City Attorney, Director of Health and Human Services and Secretary of Health and Human Services. Upon roll call, the vote was: AYES: 7-Haugeberg, Robinson, Bugusz, Higgason, Brookman, Walsten, Wilson NAYS: 1 -Argus ABSENT: 0 -None Motion declared carried. Moved by Bogusz, seconded by Higgason, to concur with consensus in Executive Session that the following positions in the Community and Economic Development Department be removed from and not be funded for the 2010 budget pursuant to the provisions of the early retirement incentive program and/or the applicable collective bargaining agreement and the City's personnel policies: Senior Planner and Intermediate Clerk. Upon roll call, the vote was: AYES: 8-Haugeberg, Robinson, Bogusz, Higgason, Brookman, Walsten, Wilson, Argus NAYS: 0 -None ABSENT: 0 -None Motion declared carried. Moved by Higgason, seconded by Robinson, to concur with consensus in Executive Session that the following positions in the Fire Department not be funded and removed from the 2010 budget, pursuant to the provisions of the early retirement incentive program and/or the applicable collective bargaining agreement, Board of Fire and Police Commission Rules and the City's personnel policies: Six (6) Firefighter/Paramedics. Upon roll call, the vote was: AYES: 8-Haugeberg, Robinson, Bogusz, Higgason, Brookman, Walsten, Wilson, Argus NAYS: 0 -None ABSENT: 0 -None Motion declared carried. Upon roll call, the vote was: AYES: 8-Haugeberg, Robinson, Bogusz, Higgason, Brookman, Walsten, Wilson, Argus NAYS: 0 -None ABSENT: 0 -None Motion declared carried. Moved by Argus, seconded by Higgason, to concur with consensus in Executive Session that the following positions in the Public Works and Engineering Department not be funded and removed from the 2010 budget, pursuant to the provision of the early retirement incentive program and/or the applicable collective bargaining agreement and the City's personnel policies: Eleven (11) Crew Leaders and Maintenance Operators, Two (2) Water Plant Operators, One (1) Mechanic and One (1) Senior Clerk. Upon roll call, the vote was: AYES: 8-Haugeberg, Robinson, Bogusz, Higgason, Brookman, Walsten, Wilson, Argus NAYS: 0 -None ABSENT: 0 -None Motion declared carried. Mr. Brian Burkross, 2133 Webster Lane, addressed the City Council stating that an investigation needs to take place regarding overtime in the Fire Department. Mr. Dion Kendrick, 943 Webster Lane, addressed the City Council and asked questions of Staff regarding the layoffs and savings to the City. MAYOR MOYLAN DECLARED THAT THE CITY COUNCIL WAS NOW RESOLVED INTO A COMMITTEE OF THE WHOLE FINANCE & ADMINISTRATION - Alderman Higgason, Chair Alderman Higgason stated that each of the Departments in the General Fund and Internal Service Funds would be reviewed and possibly voted on, along with a discussion and possible vote on Revenues in the General Fund. 10/22/09 PAGE 4 2010 BUDGET: Mr. Dion Kendrick, 943 Webster Lane, addressed the 1 1 1 Committee of the Whole and read a statement (in file) regarding Financial/Budget Observations; Mr. Kendrick is a representative of the Citizens Financial Commission which was established by Alderman Higgason and consists of Brian Burkross, Barbara Van Slambrouck, John Chemers, Wayne Woodworth and himself. Expenditures - General Fund (Non -Personnel) - Elected Offices - Moved by Haugeberg, seconded by Argus, to concur with Staff recommendation and approve the 2010 Elected Offices budget as presented. Motion declared carried. City Manager - Moved by Bogusz, seconded by Haugeberg, to concur with Staff recommendation and approve the 2010 City Manager budget as presented. Motion declared carried. Alderman Higgason abstained (conflict of interest) from the Health & Human Services (0639) budget line item (920545) for the Senior Center Intergovernmental Agreement amount of $40,000; she is a member of the Senior Center Board of Trustees. Finance - Moved by Brookman, seconded by Argus, to concur with Staff recommendation and approve the 2010 Finance budget as presented. Motion declared carried. Police - Moved by Argus, seconded by Haugeberg, to concur with Staff recommendation and approve the 2010 Police Department budget as presented. Motion declared carried. Fire - Moved by Walsten, seconded by Bogusz, to concur with Staff recommendation and approve the 2010 Fire Department budget as presented. Motion declared carried. Emergency Management Agency - Moved by Argus, seconded by Walsten, to concur with Staff recommendation and approve the 2010 Emergency Management Agency (EMA) budget as presented. Motion declared carried. Fire & Police Commission - Moved by Haugeberg, seconded by Argus, to concur with Staff recommendation and approve the 2010 Fire & Police Commission budget as presented. Community Development Block Grants - Moved by Bogusz, seconded by Haugeberg, to concur with Staff recommendation and approve the 2010 Community Development Block Grants budget as presented. Motion declared carried. Public Works & Engineering - Moved by Walsten, seconded by Walsten, to concur with Staff recommendation and approve the 2010 Public Works & Engineering budget as presented. Geographic Information Systems (GIS) - Moved by Argus, seconded by Haugeberg, to concur with Staff recommendation and approve the 2010 Geographic Information Systems (GIS) budget as presented. Motion declared carried. General Fund Overhead - Mr. John Burke, 1351 Evergreen Avenue, addressed the Committee of the Whole and read a statement (in file) in support of the funding for the History Center; consider funding the History Center to allow us to continue to do what we do so well, to function as a valuable cultural resource for our residents and as a regional tourist attraction, and to contribute to the quality of life in our community. Mr. Dick Sayad, 290 Shannon Court, addressed the Committee of the Whole stating that he applauds the City Council for making the tough decisions tonight; there are no cuts proposed at the History Center; consider only being open three days a week. Ms. Laura Maya, 1653 Oakwood Avenue, addressed the Committee of the Whole stating that she is a 16 year resident; she loves the History Center; the Arlington Heights Historical Society is only open one day a week for three hours. Mr. Wayne Serbin, 835 Pearson, addressed the Committee of the Whole stating that he was in Washington, D.C. and they are in a terrible mess; they have reduced the ,,.urs in the main Libraries to cut costs. • 1 1 10/22/09 PAGE 6 2010 BUDGET: Moved by Brookman, seconded by Walsten, to concur with Staff recommendation and approve the 2010 General Fund Overhead budget except for the Subsidy to the History Center in the amount of $166,000.00; place the History Center funding line item on the October 29, 2009 Special City Council meeting Agenda for further discussion and action. Motion declared carried. Expenditures - Internal Service Funds - Equipment Replacement - Moved by Haugeberg, seconded by Argus, to concur with Staff recommendation and approve the 2010 Equipment Replacement budget as presented. Motion declared carried. Information Technology Replacement - Moved by Bogusz, seconded by Haugeberg, to concur with Staff recommendation and approve the 2010 Information Technology Replacement budget as presented. Motion declared carried. Risk Management - Mr. Dick Sayad, 290 Shannon Court, addressed the Committee of the Whole asking if the Library is included in the Risk Management portion of the City's budget. City Manager Bajor stated that it is a part of the City's budget. Mr. Brian Burkross, 2133 Webster Lane, addressed the Committee of the Whole asking if the Library budget will be revisited at a later date. City Manager Bajor stated that the Library budget will be discussed during the October 29, 2009 Special City Council meeting. Moved by Robinson, seconded by Haugeberg, to concur with Staff recommendation and approve the 2010 Risk Management budget as presented. Motion declared carried. Health Benefits - Moved by Haugeberg, seconded by Robinson, to concur with Staff recommendation and approve the 2010 Health Benefits budget as presented. Motion declared carried. Recess - Moved by Haugeberg, seconded by Robinson, to take a five (5) minute recess. Motion declared carried. The Committee of the Whole recessed at 10:21 p.m. 1 10/22/09 PAGE 7 2010 BUDGET: The Committee of the Whole reconvened at 10:35 p.m. Revenues - General Fund - Director of Finance Wisniewski reviewed the two (2) recommended revenue increases recommended by Staff; Staff is recommending a 3% property tax increase for an addition of $660,000 of revenue; a Municipal Use Tax increase from 3.09% to 5.15%; a General Use Tax increase from .025 per therm to .05 per therm; the Municipal Use Tax and General Use Tax increases would generate an estimated $650,000 of additional revenue. Moved by Brookman, seconded by Walsten to POSTPONE discussion on Revenues - General Fund until the October 29, 2009 Special City Council meeting. Motion declared carried. Alderman Argus voted no. MAYOR MOYLAN ASSUMED THE CHAIR AND DECLARED THE CITY COUNCIL BACK IN SESSION 'Expenditures - General Fund (Non -Personnel) Moved by Higgason, seconded by Haugeberg, to concur with recommendation of Committee of the Whole to approve all of the 2010 General Fund Departments with the exception of the General Fund Overhead funding of the History Center in the amount of $166,000. Moved by Argus, seconded by Brookman, to adopt a substitute motion, to concur with recommendation of Committee of the Whole to approve the following 2010 General Fund Departments (Non -Personnel) as presented: Elected offices, Finance, Police, Fire, Emergency Management Agency, Fire & Police Commission, Community & Economic Development, Community Development Block Grants, Public Works & Engineering and Geographic Information Systems.
