10/13/2009 Special MeetingMINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN ROOM 102, DES PLAINES CIVIC CENTER, TUESDAY, OCTOBER 13, 2009 CALL TO ORDER: The Special meeting of the City Council of the City of Des Plaines was called to order by Mayor Martin J. Moylan at 6:31 PM in Room 102, Des Plaines Civic Center on Tuesday, October 13, 2009. ROLL CALL: Roll call indicated the following Aldermen present: Haugeberg, Robinson, Bogusz, Higgason, Walsten, Wilson, Argus. Alderman Brookman was absent. Alderman Brookman arrived at 6:33 PM. Also present were: City Manager Bajor, Assistant City Manager Slowinski, Director of Finance Wisniewski, Assistant Director of Finance Raymond, Financial Analyst Fundament, Director of Human Resources Earl, Director of Public Works & Engineering Oakley, Deputy Director of Engineering Duddles, Police Chief Prandini, Fire Chief Wax, Assistant Director of Public Works Boeche, Director of Emergency Communications Ornberg, Director of Community Development Conlan, Director of Information Technology Duebner and City Attorney Wiltse. FINANCE COMMITTEE - Alderman Higgason, Chair 2010 Alderman Higgason introduced Director of Finance BUDGET: Wisniewski who presented an overview of the 2010 budget's Non -General Funds: TIF's, MFT, Grant Funded Projects, Capital Projects, Debt Service, Building Replacement, Equipment Replacement, IT Replacement, Parking, Water/Sewer, Risk Management, Health Benefits and Library. Discussions were held with the Aldermen and residents regarding each of the departments and responses were made by Staff during the discussion for each department or fund. Non -General Fund - TIF #1 - No changes were made to the budget as presented. Mr. Dion Kendrick, 943 Webster Lane, addressed the Committee of the Whole and presented a TIF summary statement (see file); TIF's should be self-sustaining. 1 1 f 10/13/09 PAGE 2 2010 Ms. Barbara Van Slambrouck, 286 Stratford Road, addressed BUDGET: the Committee of the Whole stating that budgeting the holiday decorations out of the TIF seems odd; why is $7K budgeted out of the TIF funds for cleaning the train station; pay for the right things out of the right funds. TIF #3 - No changes were made to the budget as presented. Mr. Dion Kendrick, 943 Webster Lane, addressed the Committee of the Whole and stated that Cook County has to approve 6b's; a forensic audit of the TIFs cannot come soon enough; the investigation needs to continue. Mr. Dick Sayad, 290 Shannon Court, addressed the Committee of the Whole and stated that none of the Aldermen put this TIF together; Staff put the TIF together and the outside attorneys approved it; in hindsight it was not a good idea. Ms. Candee Cole, 1520 Pennsylvania Avenue, addressed the Committee of the Whole asking if the holiday decorations are rented or if the City purchases and stores them. Director of Public Works & Engineering Oakley stated that some of the decorations are purchased and some are rented. TIF #4 - No changes were made to the budget as presented. Mr. Dion Kendrick, 943 Webster Lane, addressed the Committee of the Whole and stated that this public money; we don't need to clean up other property's environmental hazards. TIF #6 - No changes were made to the budget as presented. Mr. Dion Kendrick, 943 Webster Lane, addressed the Committee of the Whole and asked if the project does not take place within a set period of time, does the redevelopment agreement include a penalty. City Manager Bajor stated that the redevelopment agreement does include penalties for non-compliance. Motor Fuel Tax Fund - Director of Public Works & Engineering Oakley presented and answered questions from the Aldermen. No changes were made to the budget as presented. Grant Funded Projects - Director of Finance Wisniewski presented and answered questions from the Aldermen. No changes were made to the budget as presented. 1 1 10/13/09 PAGE 3 2010 Capital Projects - Director of Public Works & Engineering BUDGET: Oakley presented and answered questions from the Aldermen. No changes were made to the budget as presented. Alderman Argus stated that there is flooding in all Wards in Des Plaines; accelerate the Storm Water Master Plan; we need to do something about the flooding now; advance the CIP; who wants to purchase a house that floods. Alderman Brookman stated that the gas tax is not a good idea; we should not impose permanent taxes when the casino is coming. Ms. Monica Brandt, 1068 Seymour, addressed the Committee of the Whole and presented petitions from the residents requesting that the City look into the flooding problem in her area. The following residents spoke to the Committee of the Whole and asked that the Storm Water Master Plan be accelerated: Richard Storto, 151 Jeffrey Lane Halina Kraszewski, 685 Devonshire Halina Gumulka, 1505 Marshall Drive Mike Cimbalo, 410 Cordial Drive Pauline Kubiniec, 680 Devonshire Drive Joan Wright, 1329 Phoenix Drive Bob Terracina, 248 Denver Drive Bob Furst, 126 Roxbury Lane Candee Cole, 1530 Pennsylvania Avenue Jim Vinci, 1482 Marshall Drive Dick Sayad, 290 Shannon Court Mr. Dion Kendrick, 943 Webster Lane, addressed the Committee of the Whole and stated that the Storm Water Master Plan has $12M left in projects; had we not done the TIFs, we would have enough money for these projects. Mr. Brian Burkross, 2133 Webster Lane, addressed the Committee of the Whole stating that a discussion needs to take place; there are areas that now flood that didn't flood 11 years ago. Moved by Higgason, seconded by Brookman, to take a five (5) minute recess. Motion declared carried. The Council recessed at 9:49 p.m. The Council reconvened at 10:05 p.m. 10/13/09 PAGE 4 2010 Debt Service - Director of Finance Wisniewski presented BUDGET: and answered questions from the Aldermen. No changes were made to the budget as presented. Building Replacement - City Manager Bajor presented and answered questions from the Aldermen. No changes were made to the budget as presented. Equipment Replacement - City Manager Bajor presented and answered questions from the Aldermen. No changes were made to the budget as presented. IT Replacement - Director of Information Technology Duebner presented and answered questions from the Aldermen. No changes were made to the budget as presented. Metra Leased Parking - City Manager Bajor presented and answered questions from the Alderman. No changes were made to the budget as presented. City -Owned Parking Fund - Director of Public Works & Engineering Oakley presented and answered questions from the Aldermen. No changes were made to the budget as presented. Water/Sewer - Director of Public Works & Engineering presented and answered questions from the Aldermen. No changes were made to the budget as presented. Risk Management - Director of Finance Wisniewski presented and answered questions from the Aldermen. No changes were made to the budget as presented. Mr. Dick Sayad, 290 Shannon Court, addressed the Committee of the Whole stating that we should not pay for the Library in our budget; please review this. Mr. Brian Burkross, 2133 Webster Lane, addressed the Committee of the Whole stating that the Library has a budget with a line item on the tax bill; they are in our Risk Management pool; it should be cheaper for the taxpayer because it is now a larger pool. Health Benefits - City Manager Bajor presented and answered questions from the Aldermen. No changes were made to the budget as presented. 1 1 2010 BUDGET: 10/13/09 PAGE 5 Library - Library Board President Lake presented and answered questions from the Aldermen. Mr. Dick Sayad, 290 Shannon Court, addressed the Committee of the Whole stating that when the Library comes back to the City Council with their updated budget, it will have to be approved by the Library Board of Trustees at their October 20th meeting. After further discussion with the Aldermen and residents, it was agreed that the Library would come back before the Committee of the Whole at a later date to discuss, clarify and answer questions.
