10/08/2009 Special Meeting1 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN ROOM 102, DES PLAINES CIVIC CENTER, THURSDAY, OCTOBER 8, 2009 CALL TO ORDER: The Special meeting of the City Council of the City of Des Plaines was called to order by Mayor Martin J. Moylan at 6:30 PM in Room 102, Des Plaines Civic Center on Thursday, October 8, 2009. ROLL CALL: Roll call indicated the following Aldermen present: Haugeberg, Robinson, Bogusz, Higgason, Brookman, Walsten, Wilson, Argus. Also present were: City Manager Bajor, Assistant City Manager Slowinski, Director of Finance Wisniewski, Assistant Director of Finance Raymond, Assistant Director of Finance Bromber, Financial Analyst Fundament, Director of Public Works & Engineering Oakley, Deputy Director of Engineering Duddles, Police Chief Prandini, Deputy Police Chief Kozak, Deputy Police Chief Burton, Fire Chief Wax, Deputy Fire Chief Eilken, Assistant Director of Public Works Boeche, Director of Emergency Communications Ornberg, Director of Information Technology Duebner and City Attorney Wiltse. FINANCE COMMITTEE - Alderman Higgason, Chair 2010 Alderman Higgason introduced City Manager Bajor who BUDGET: presented an overview of the remaining 2010 General Funds of Police, Fire, Board of Fire & Police, Public Works and Engineering. Discussions were held with the Aldermen and residents regarding each of the departments and responses were made by Staff during the discussion for each department or fund. General Fund - Police - Police Chief Prandini presented and answered questions from the Aldermen. No changes were made to the budget as presented. Mr. Brian Burkross, 2133 Webster Lane, addressed the Committee of the Whole asking why the wages for each of the departments are listed as a lump sum and not broken down by sick time, vacation, holiday, etc.; how are the City's contributions made to the Pension Funds. City Manager Bajor explained the salary and benefit portion of the budget and the Pension Fund contributions. 1 1 10/08/09 PAGE 2 2010 Mr. Dion Kendrick, 943 Webster Lane, addressed the BUDGET: Committee of the Whole with questions regarding the Police and Fire Pension Funds, which Director of Finance Wisniewski addressed. Alderman Brookman stated that over $509,000 was cut from the Police Department's budget. Fire - Fire Chief Wax and Deputy Fire Chief Eilken presented and answered questions from the Aldermen. No changes were made to the budget as presented. Mr. Brian Burkross, 2133 Webster Lane, addressed the Committee of the Whole and asked questions of Staff regarding the Retirement Health Savings (RHS) Plan, trend analysis, health insurance rate increases. Mr. Wayne Woodworth, 486 Debra Drive, addressed the Committee of the Whole and asked questions of Staff regarding salary breakdowns and the Pension Funds. Mr. Dion Kendrick, 943 Webster Lane, addressed the Committee of the Whole stating that there are no penalties in place for the Pension Funds if they make bad investments. Emergency Management Agency - Deputy Police Chief Kozak presented and answered questions from the Aldermen. No changes were made to the budget as presented. Fire & Police Commission - Deputy Fire Chief Eilken presented and answered questions from the Aldermen. No changes were made to the budget as presented. Public Works & Engineering - Director of Public Works & Engineering Oakley presented and answered questions from the Aldermen. No changes were made to the budget as presented. Mr. Dion Kendrick, 943 Webster Lane, addressed the Committee of the Whole stating that some thought should be given to outsourcing positions as was done with the custodial services. Ms. Barbara Van Slambrouck, 286 Stratford Road, addressed the Committee of the Whole with questions regarding the tool allowance provided to some Public Works employees; she is very happy with the services provided by the Public Works department. 10/08/09 PAGE 3 2010 Mr. Phil Schloss, 1264 Dennis Place, addressed the BUDGET: Committee of the Whole stating that he is the President of MECCA, the Public Works union; layoffs are devastating; he is meeting with union personnel tomorrow and they are willing to cooperate with the City in any way they can to reduce costs. Mr. Brian Burkross, 2133 Webster Lane, addressed the Committee of the Whole requesting a list of the combined divisions; City Manager Bajor will supply; the unions should be given as much time as possible to come back to the City with cost saving measures. Geographic Information Systems (GIS) - Assistant Director of Public Works & Engineering Duddles presented and answered questions from the Aldermen. No changes were made to the budget as presented. Moved by Walsten, seconded by Haugeberg, to go into Executive Session to discuss personnel. Motion declared carried. The City Council recessed at 8:51 p.m. The City Council reconvened at 10:59 p.m. The next Special meeting of the City Council to discuss the 2010 budget is scheduled for October 13, 2009 at which time the Non -General Funds will be discussed. ADJOURNMENT: Moved by Bogusz, seconded by Walsten, to adjourn the Committee of the Whole Meeting of the City Council. Motion declared carried. Meeting adjourned at 11:00 PM.
