MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
DES PLAINES, ILLINOIS, HELD IN THE
COUNCIL CHAMBERS, CIVIC CENTER
MONDAY, August 1$, 1980
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Volberding
at 8:00 P.M. in the Council Chambers, Des Plaines Civic Center,
on Monday, August 19, 1980
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Kolinski, Dwiel, Kehe, Ensign, Whetstone, Prellberg,
Kisslinger, Birchfield, Erbach, Tomaszewski, Sarlo, Meyer,
Seitz, Ward, Egan
Also present were: City Comptroller Blietz, Acting Commissioner of Public
Works Matula, Health Director Branding, Fire Chief Gedroic, Police Captain
Clark, Building Commissioner Trost, Director of Zoning and Planning Richardson,
Traffic Engineer Crowley, City Engineer Bowen, Environmental Officer Lindahl,
License Officer Hinde, and City Attorney Smith.
PRAYER AND
PLEDGE
MINUTES:
The meeting opened with prayer by Rev. David Jones from the
First Presbyterian Church, followed by the Pledge of Allegiance
to the flag.
Moved by Kehe, seconded by Sarlo, to approve the Minutes of
the regular meeting held August 4, 1980, as published.
Correction: Page three, paragraph two, strike "$3,556.50"
and insert "$3,566.50". Following correction, motion
declared carried.
LIABILITY Moved by Ward, seconded by Seitz, to adopt the recommendation
CLAIM of Finance and Insurance Committee to settle the Liability
Mrs. 0. H. Claim of Mrs. 0. H. Melchert in the amount of $1,000.00, and
iliMelchert authorize issuance, of check therefor. Upon roll call, the
vote was:
AYES: - 15 - Koplos, Kolinski, Dwiel, Kehe, Ensign, Whetstone,
Prellberg, Kisslinger, Birchfield, Erbach,

LIABILITY Moved by Ward, seconded by Seitz, to adopt the recommendation
CLAIM of Finance and Insurance Committee to settle the Liability
Clara Gong Claim of Clara Gong, in the amount of $830.00 and authorize
issuance of check therefor. Upon roll call, the vote was:

WORKMEN'S Moved by Ward, seconded by Seitz, to adopt the recommendation
COMPENSATION of Finance and Insurance Committee, to settle the Workmen's
Bruce Williams Compensation claim of Police Officer Bruce Williams, in the
amount of $19,289.60, with the provisions that the medical
be left open for one year with the stipulation that Dr. Fahey
will be the only treating doctor during this year. Upon roll
call, the vote was:

recommendation of Building and Grounds Committee to approve
the Engineering Department soliciting proposals from qualified
consultants to draw specifications for demolition of
property located at 1496-1500 Miner Street, for review by
Committee. Motion declared carried.
Alderman Kolinski and Egan voted No.
Moved by Kehe, seconded by Sarlo, to adopt the recommendation
of Police Committee to award the contract for Closed Circuit
Television Equipment for the Police Department to Video and
Sound Service, Inc., in the amount of $12,942.00, which
includes installation. Upon roll call, the vote was:

Moved by Ensign, seconded by Sarlo, to adopt the recommendation
of Building Control and Inspection Committee to grant variation
to construct a six foot side yard fence at 407 Tracy Terrace
, fence to match house and stay back from sidewalk far
enough to plant evergreens in front of fence. Motion
declared carried.
Moved by Sarlo, seconded bh Whetstone, to adopt the recommenda-
tion of Streets and Traffic Committee to authorize Mayor and
City Clerk to sign resolution authorizing ERA Walkathon
through the City of Des Plaines. Motion declared carried.
Moved by Meyer, seconded by Sarlo, to adopt the recommendation
of Municipal Development Committee to authorize the payment
of invoice in the amount of $800 to Richard Beebe, as final
payment for Phase I of work in connection with Transportation
Center. Upon roll call, the vote was:
AYES: - 12 - Koplos, Kehe, Ensign, Whetstone, Kisslinger,
Birchfield, Erbach, Tomaszewski, Sarlo, Meyer,
Seitz, Ward.

Request of owners for acceptance of Holiday Lane Dedication
was withdrawn, as reported by Ald. Meyer.
Moved by Kisslinger, seconded by Kehe, to adopt the recommenda-
tion of License and Inspection Committee that the City
increase the annual inspection fee for inspection of gasoline
dispensing pumps at service stations to $4 to comply with
State of Illinois mandated fee, City Attorney to draft necessary
ordinance revision. Motion declared carried.

REDEKER ROAD, FOR APPROXIMATELY 300 FT. BEGINNING AT A POINT
805 FEET WEST OF THE CENTER LINE OF RIVER ROAD AND CONTINUING
WESTWARDLY FOR A DISTANCE OF 165 FEET. Upon roll call, the

by City of Des Plaines personnel in connection with clean
up,and overtime for police officers, for total amount of
$1,434.00. Motion declared lost. Alderman Egan abstained
from voting as he is a member of the Jaycees.
Placed on First Reading was Ordinance M-36-80, AN ORDINANCE
LEVYING TAXES FOR THE CITY OF DES PLAINES, COOK COUNTY,
ILLINOIS FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1980 AND
ENDING DECEMBER 31, 1980.

AUTHORIZING THE TRANSFER OF FUNDS FROM THE GENERAL CORPORATE

Request of Elk Grove Rural Fire Protection District requesting
permission to use the City's water supply system in an
emergency situation was referred to Fire and Civil Defense
Committee.

Ald. Kisslinger's request regarding the parking of commercial
vehicles on the street overnight in residential areas and
control of the maximum number of commercial vehicles parked
on residential property was referred to Streets and Traffic
Committee.
