DES PLAINES, ILLINOIS, HELD IN THE
COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, June 2, 1980
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor Herbert
H. Volberding at 8:13 P.M. in the Council Chambers,
Des Plaines Cicic Center on Monday, June 2, 1980.

Roll Call indicated the following aldermen present:
Koplos, Kolinski, Dwiel, Kehe, Ensign, Whetstone, Prellberg,
Kisslinger, Birchfield, Erbach, Tomaszewski, Sarlo, Meyer,

Also present were: City Treasurer Swanson, City Comptroller Blietz, Acting
Public Works Commissioner Matula, Fire Chief Gedroic, Police Chief Alfano,
Building Commissioner Trost, Director of Zoning and Planning Richardson,
City Engineer Bowen, Traffic Engineer Crowley, Environmental Officer
Lindahl, Police Lt. Scheskie, and City Attorney Smith.

MINUTES:
The meeting opened with prayer by Rev. David Jones, pastor
of First Presbyterian Church, followed with the Pledge of
Allegiance to the flag.
Moved by Sarlo, seconded by Meyer, to approve the Minutes
of the regular meeting held May 19, 1980, as published.
Correction, page one, last paragraph, add "one four wheel
drive low -mounted truck"to line 4 following the word "plows".
Following correction, motion declared carried.

tion of Water and Sewer Committee to pass Resolution R-22-80
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, AMENDING RESOLUTION R-14-74 HAVING TO DO WITH
SCHEDULE OF PRICES FOR WATER METERS SOLD BY THE CITY TO
WATER CONSUMERS PURSUANT TO SECTION 3-4-13 OF THE CITY
CODE. Motion declared carried.
Moved by Ensign, seconded by Egan, to adopt .the recommendation
Rd.of Building Control and Inspection Committee to grant
variation for a seven foot privacy fence along the rear
lot line at 634 Millers Road. Motion declared carried.
Moved by Ensign, seconded by Tomaszewski, to adopt the
recommendation of Building Control and Inspection Committee
to grant variation to extend a four foot high see-through
cyclone fence westward along the south property line
from the front building line to the sidewalk at 3051
Scott Street. Motion declared carried. Ald. Sarlo abstained
from voting as this is his property.

a variation for 6 foot solid fence from the rear corner
of the house extending into the sideyard in an easterly
direction to the sidewalk and then south along the sidewalk
to the rear property line on property located at 619 Debra
Drive. Motion declared carried.
ADV. BIDS Moved by Ensign, seconded by Sarlo, to adopt the recommenda-

Moved by Meyer, seconded by Sarlo, to adopt the recommenda-
tion of Municipal Development Committee to concur with
Zoning Board of Appeals and Plan Commission in Case 80 -18 -SU,
and authorize City Attorney to prepare necessary ordinance
adding the following covenants - (1) sidewalk required
along Touhy Avenue when sidewalk is placed on Touhy Avenue,
and (2) Dedication of 20 feet to widen Birch Street on the
east side when it is improved. Motion declared carried.
Moved by Meyer, seconded by Egan, to adopt the recommenda-
tion of Municipal Development Committee to concur with
Zoning Board of Appeals and Plan Commission in Case 80 -20 -SU,
property located at 1199 S. Elmhurst Road, and authorize
necessary ordinance be prepared. Motion declared carried.
Moved by Meyer, seconded by Tomaszewski, to adopt the
recommendation of Municipal Development Committee to
concur in Zoning Case 80-24-V, 1421 Everett Street, and
authorize City Attorney to draft necessary ordinance.
Motion declared carried. Alderman Dwiel voted No.
Moved by Meyer, seconded by Sarlo, to adopt the recommenda-
tion of Municipal Development Committee to require that
signatures of property owners (A. Rogers) at 2200-2400
E. Devon Avenue be affixed to covenant agreement as
approved previously by City Council no later than June 12,
1980, in connection with request for variation, Case
79-5-A., and if not affixed, previous action by the City
Council be rescinded and covenants presently on subject
property be upheld. Motion declared carried.
Moved by Seitz, seconded by Kisslinger, to adopt the recom-
mendation of City Code and Judiciary and Building Control
and Inspection Committee that the Mayor and City Clerk be
authorized to execute agreement with owners of First
National Bank Building at 701 Lee Street, to allow for
the installation of a Fire Antenna and radio transmitter i
on top of said building.

tion of City Code and Judiciary Committee that the City
Attorney be authorized to prepare an ordinance having to
do with Subpeona powers of the Building Control and
Inspection Committee in the Windy Point Subdivision
matter. Motion declared carried.
Moved by Seitz, seconded by Koplos, to adopt the recommenda-
tion of City Code and Judiciary Committee that the City
Attorney be authorized and directed to prepare an ordinance
requiring the Mayor to notify, in writing, all members
of the City Council of proposed appointment to public
office at least one Council meeting prior to the voting
on of such appointment. Motion declared carried.
Alderman Kolinski voted no.
Moved by Sarlo, seconded by Prellberg, to adopt the recom-
mendation of Streets and Traffic Committee grant variation
for driveway approach to twenty-two feet, at 250 Westmere
Road, upon payment of permit fees. Motion declared carried.
Moved by Sarlo, seconded by Kehe, to adopt the recommendation
of Streets and Traffic Committee to approve expenditure
of $3,857.25 for installation of apron at the Public
Works Building for a brush chipper. Moved by Koplos,
seconded by Meyer to defer action.
ENVIRONMENTAL Moved by Tomaszewski, seconded by Kisslinger, to adopt
recommendation of Environmental Control Committee to
authorize the expenditure of $187.50 to allow Mr. Cosme
0. Lozano, Jr., a senior at Maine Township High School
West to attend an Environmental Workshop Course sponsored
by Southern Illlnois University, a recommendation of
the Environmental Control Commission. Upon roll call,
the vote was:

tion of Police Committee to authorize advertising for bids
returnable June 27, 1980 at 3 p.m. for Closed Circuit TV

Alderman Seitz reported that the City Code and Judiciary
Committee will be discussing a possible alternate to
litigation in the Metropolitan Sanitary District Sewage
Treatment matter, wherein the City enter into an agreement
to purchase aerosole devices on a shared cost basis,
addressing the health and safety concerns of citizens in
the area.
Moved by Ensign, seconded by Whetstone, to waive First
Reading and place on passage Ordinance T-8-80, AN ORDINANCE
AMENDING SECTION 10-7-3 OF THE DES PLAINES CITY CODE,
THEREBY ADDING THE INTERSECTIONS OF WALNUT & THIRD AND
OAKWOOD & THIRD, AS ONE WAY STOP STREETS. Motion declared
