MONDAY, May 5, 1980
The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Volberding
at 8:10 P.M. in the Council Chambers, Des Plaines Civic
Center on Monday, May 5, 1980.
Roll Call indicated the following aldermen present:
Koplos, Kolinski, Dwiel, Kehe, Ensign, Prellberg, Kisslinger,
Birchfield, Erbach, Tomaszewski, Sarlo, Meyer, Seitz, Egan.
Absent was Alderman Ward
Also present were: City Treasurer Swanson, City Comptroller Blietz, Acting
Commissioner of Public Works Matula, Health Director Branding, Police Chief
Alfano, Fire Chief Gedroic, Building Commissioner Trost, Director of Planning
and Zoning Richardson, Traffic Engineer Crowley, Police Lt. Scheskie,
Environmental Officer Lindahl, License Officer Hinde, and Attorney Lucansky.
PRAYER AND The meeting opened with prayer by the Mayor followed by
PLEDGE the Pledge of Allegiance to the flag.

of the regular meeting as published. Correction, Paragraph
three, last line, change "City Attorney Hug" to "City
Attorney Smith'. Motion to approve as corrected declared

Moved by Koplos, seconded by Sarlo, to adopt the recommenda-
tion of Water and Sewer Committee that the City Clerk be
authorized to advertise for bids for the Proposed Watermain
Improvements Contract No. 1, 1980, returnable May 28, 1980.

tion of Water and Sewer Committee that City Council ratify
previous emergency action authorized by the Mayor on
March 27, 1980, to make all the necessary emergency repairs
to the Central Road Pumping Station, and further to
authorize payment for same in the amount of $3,857.00 to
Adlite Electric Co., waiving the usual bid procedure.

mendation of Streets and Traffic Committee to award the
bid for one new 1980 Frameless Steel Dump Trailer to the
only bidder, R. G. Smith Equipment Co., in the amount of

tion of Street and Traffic Committee to -authorize the
preparation of an ordinance to eliminate parking on Brown
Street, between Alles and Lee Streets, with the exception
of the first 100 feet of Brown Street
on the southeast quadrant at Alles Street. Motion declared
carried.
JAYCEES Moved by Erbach, seconded by Ensign, to adopt the recommenda-
OKTOBERFEST tion of Buildings and Grounds Committee that City Council
Herbert H. approve the use of the Herbert H. Behrel Parking Plaza by
Behrel Plaza the Des Plaines area Jaycees for the Oktoberfest, August
14 thru 17, upon the following conditions:
1. Clean up crew be provided by Jaycees to handle basic
clean up each morning of the Oktoberfest and the following
Monday
2. Jaycees will adhere to all requirements regarding the
sale of beer and wine as set forth by the Mayor as
Liquor Commissioner
3. Jaycees will provide liability insurance coverage as in
the past year.

City Council reject all bids received for Painting/and/or
Washing and Repair of the Police Building and authorize
advertising again for bids based on new specifications
to be developed by Police Department and Public Works
Department. Motion declared carried.

of all properties upon which municipal buildings exist,
City Clerk to advertise for bids upon completion of specifi-

ZONING CASE Moved by Meyer, seconded by Kolinski, to adopt the recommenda-
80-14-SU tion of Municipal Development Committee to concur with
1488 1/2 Miner Zoning Board of Appeals in Case 80 -14 -SU, 1488 1/2 Miner
Street, to grant petition for special use of property in
the C-4 Commercial District to permit a sheltered care center,
City Attorney to prepare the necessary ordinance.

of Municipal Development Committee to concur with ZOning
Board of Appeals in Case 80-12-V, property located at 1105
Arnold Court to grant variation to exceed 30% maximum
permanent structure coverage by approximately 400 square
feet in the C-4 Multiple Family Residence District, City
Attorney to draft the necessary ordinance and further to
waive fee for second variation request to be heard by the
Zoning Board of Appeals. Motion declared carried.

that an Administrative Review Appeal be filed before the

Moved by Seitz, seconded by Koplos, to adopt the recommenda-
tion of City Code and Judiciary Committee that the City
require the owner to provide acceptable driveway and parking
plan within fifteen days and removal of the front building
within 30 days, City of Des Plaines VS owners of the Rio
Rand motel, and if said building is not removed, the building
be removed by the City and lien placed against the property
for all costs involved. Motion declared carried.
Moved by Prellberg, seconded by Erbach, to adopt the recom-
mendation of Sanitation Committee that bills submitted by
Des Plaines Park District for pickup of garbage at Rand
Park by Standard Disposal Co., be returned to the Park
District for payment, as the amount exceeds the agreement
with Des Plaines Park District. Motion declared carried.
Moved by Kehe, seconded by Prellberg, to adopt the recommenda-
tion of Police Committee that the City enter into Off -Street
Traffic Enforcement agreements with owners of property at
1912 Touhy Avenue and 2020 S. Mannheim Road. Motion
declared carried.
Moved by Kehe, seconded by Sarlo, to adopt the recommendation
of Police Committee to authorize City Attorney to draft
necessary ordinance to increase uniform allowances for
Police Dept. personnel and all other provisions of the
contract. Motion declared carried.
FIRE DEPT. Moved by Dwiel, seconded by Sarlo, to adopt the recommendation
EQUIPMENT of Fire Committee to authorize City Clerk to advertise for

THIRD WARD Mayor's appointment of Mrs. Charlotte Whetstone as Alderman
of Third Ward until the next general election, 1981, to
fill the vacancy created by resignation of Mark Henkes.
