IN THE COUNCIL CHAMBERS, CIVIC
CENTER, Monday, February 18, 1980
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H.
Volberding at 8:05 P.M. in the Council Chambers, Des Plaines
Civic Center, on February 18, 1980
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Kolinski, Dwiel, Kehe, Ensign, Henkes, Prellberg,
Kisslinger, Birchfield, Erbach, Tomaszewski, Sarlo, Meyer,
Seitz, Ward, Egan
Also present were: City Treasurer Swanson, City Comptroller Blietz,
Superintendent of Streets Matula, Environmental Officer Lindahl, License
Officer Hinde, Police Capt. Clark, Traffic Engineer Crowley, Health
Director Branding, Fire Chief Gedroic, Police Chief Alfano, Building
Commissioner Trost, Director of Zoning and Planning Richardson, and
City Attorney Smith.

The meeting opened with prayer by Rev. Donald Hobbs,
Associate pastor of Christ Church, followed by the Pledge
of Allegiance to the flag.
Moved by Erbach, seconded by Sarlo, to approve the Minutes
of the regular meeting held February 4, 1980 and the
adjourned meeting held February 13, 1980.
Correction: Page Three, Feb. 4th meeting, paragraph 7,
substitute the following: "Moved by Prellberg, seconded by
Erbach, to adopt the recommendation of Sanitation Committee
to request Standard Disposal Service of Illinois, Inc. to
pick up litter baskets in the downtown area with an
additional one (1) pickup per week at an additional cost
of $15 per week."
Following correction, motion declared carried.
Moved by Ward, seconded by Seitz, to adopt the following
resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY
AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $327,787.53.
Upon roll call, the vote was:

Moved by Koplos, seconded by Sarlo, to adopt the recommenda-
tion of Water and Sewer Committee that the Mayor and City
Clerk be authorized to sign the Memorandum of Understanding
submitted by the Lower Des Plaines Tributaries Watershed
Steering Committee pertaining to the implementation of the
Lower Des Plaines Tributaries Watershed Plan. Upon roll
call, the vote was:

Prellberg, Kisslinger, Birchfield, Erbach,

Moved by Erbach, seconded by Ensign, to adopt the recommenda-
tion of Building and Grounds and Building Control and
Inspection Committees to approve the request of Maine West
High School to place a sign temporarily on the Herbert
H. Behrel Parking Plaza to promote the school play. Motion
declared carried.

CITY Moved by Erbach, seconded by Tomaszewski, to adopt the
PROPERTY recommendation of Building and Grounds Committee that
SALE Council authorize City Clerk to advertise for sealed bids
THEREOF for sale of properties owned by the City located at
Sunset and Stillwell, Maple Street, south of the pumping
station and a parcel at Linden and Prospect Avenue,
returnable March 21, 1980, at 3 P.M. Motion declared carried
Moved by Erbach, seconded by Ensign, to authorize securing
appraisals on these three parcels of property not to
exceed a maximum of $1,000. Upon roll call, the vote was:

1980 MFT Moved by Sarlo, seconded by Kehe, to adopt the recommenda-
STREET tion of Streets and Traffic Committee that the City Engineer
MAINTENANCE submit the necessary papers, specifications and maps to
the Illinois Department of Transportation for approval
of the 1980 Street Maintenance program for approval and
setting of bid date. Motion declared carried.
Moved by Sarlo, seconded by Tomaszewski, to adopt a
resolution appropriating $350,000 MFT Funds for the 1980
Street Maintenance Program. Upon roll call, the vote was:

Prellberg, Kisslinger, Birchfield, Erbach,
Tomaszewski, Sarlo, Meyer, Seitz, Ward, Egan

TEMPORARY Moved by Meyer, seconded by Koplos, to deny request of
BUILDING Transcontinental Development Corporation for approval to
Rand Rd. allow a temporary sales office building on the north side
of Rand Road between North Elk Boulevard and Grove Avenues.
Motion declared carried.
ZONING CASE Moved by Meyer, seconded by Koplos, to adopt the recommenda-
80-3-R tion of Municipal Development Committee to concur with
1710 Rand Rd. Zoning Board of Appeals in Case 80-3-R, to deny rezoning
at 1710 Rand Road. Motion declared.
BAKE -LINE Moved by Meyer, seconded by Erbach, to adopt the recommenda-
PROPERTIES tion of Municipal Development Committee to approve Plat
SUBDIVISION of Bake -Line Properties Subdivision, located at 305
305 Wieboldt Wieboldt Drive, and authorize execution thereof. Motion
declared carried.

Moved by Kehe, seconded by Prellberg, to adopt the recom-
mendation of Police Committee to authorize advertising for
bids for 10 marked vehicles for the Police Department
Patrol Division, returnable March 7, 1980 at 3 P.M.,
specifications to be drawn by Police Department. Motion
declared carried.
LITIGATION Moved by Seitz, seconded by Meyer, to adopt the recommenda-
WINDY POINT tion of City Code and Judiciary Committee to engage the
SUBDIVISION services of Attorney Patrick Lucansky as co -counsel in
defending the City in the Windy Point Subdivision litigation.

Moved by Seitz, seconded by Kisslinger, to adopt the recom-
mendation of City Code and Judiciary Committee to conduct
an election for selection of two alternates to attend
Northwest Municipal Conference meetings as delegates in
the Mayor's absence, by secret ballot. Motion declared
carried.
Alderman Kehe and Alderman Prellberg received the highest
number of votes.
Moved by Seitz, seconded by Egan, to appoint Alderman Kehe
and Alderman Prellberg as alternates to the Northwest
Municipal Conference. Motion declared carried.
Moved by Koplos, seconded by Erbach, to pass Ordinance M-5-80
AN ORDINANCE PROVIDING FOR THE TRANSFER OF APPROPRIATION
WITHIN FUNDS. Upon roll call, the vote was:

regarding courts ruling on PUD ordinances was referred to

Request of the Village of Mount Prospect to purchase
water from the City of Des Plaines was referred to the
Water and Sewer Committee.
Moved by Sarlo, seconded by Meyer, to adopt the Yearly
Resolution for Construction on State Highways, as requested
by the Illinois Department of Transportation. Motion
declared carried.
Plat of Lechmbeck Subdivision, located at 1640 Morse Avenue,
as approved by the Plan Commission was referred to the
Municipal Development Committee.
Placed on First Reading was Ordinance M-8-80, AN ORDINANCE
MARKING APPROPRIATIONS TO DEFRAY THE EXPENSES OF THE CITY
OF DES PLAINES FOR MUNICIPAL PURPOSES DESIGNATED THE "ANNUAL
APPROPRIATION BILL" FOR THE FISCAL YEAR ENDING DECEMBER 31,
1980. Moved by Dwiel, seconded by Kehe, to amend line item
9110.110 to read Salary of Permanent Senior Clerk with
salary as recommended in Salary Ordinance. Upon roll call,
the vote was:
AYES: - 5 - Kolinski, Dwiel, Kehe, Prellberg, Egan
NAYS: 11 - Koplos, Ensign, Henkes, Kisslinger, Birchfield,
Erbach, Tomaszewski, Sarlo, Meyer, Seitz, Ward

to $1,020,571 (thus deleting funding for five new patrolmen),

Communication Clerks to read $103,098 (thus deleting funding
for one additional Communication Clerk). Moved by Ensign,
seconded by Erbach, to divide the question. Motion to
