Rand Road was referred to Municipal Development Committee.
Request of Maine West High School to place a sign temporarily
on the Herbert H. Behrel Parking Plaza was referred to
Building Control and Inspection Committee and Building and
Grounds Committee.
Liquor License Application of Frankie's Two, 769 Holiday
Lane, was referred to License and Inspection Committee.
Moved by Koplos, seconded by Seitz, to hold the next regular
meeting of the City Council on a holiday, February 18, 1980.
Motion declared carried.
Moved by Koplos, seconded by Meyer, to concur with Mayor's
reappointment of Mr. Ira Feldman to the Human Relations
Commission, term to expire December 31, 1982. Motion
declared carried.
ADJOURNMENT: Moved by Meyer, seconded by Seitz, to adjourn this meeting
until 7:30 P.M., Wednesday, February 13, 1980. Motion
declared carried. Meeting adjourned at 10:20 P.M.

CALL TO ORDER: The adjourned meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H. Volberding
at 7:30 P.M. in the Council Chambers, Des Plaines Civic Center,
on February 13, 1980.

Roll Call indicated the following aldermen present:
Koplos, Kolinski, Dwiel, Kehe, Ensign, Henkes, Prellberg,
Kisslinger, Birchfield, Erbach, Tomaszewski, Sarlo, Meyer,
Seitz, Ward. Alderman Egan arrived later in the meeting
Moved by Kehe, seconded by Dwiel, to adopt the Budget for
1980 as presented by the Mayor. Alderman Ward made a
Point of Order and was ruled out of order by the Mayor
Moved by Ward, seconded by Meyer, to amend the motion to
adopt the Budget as presented to delete five (5) patrolmen
from the budget, in the amount of $84,128.00
(Alderman Egan arrived during discussion)
Alderman Koplos called for Point of Order, and Mayor ruled
the preceding two motions "Out of Order"
Moved by Koplos, seconded by Ward, to remove from the table
the motion to adopt the recommendations of the Finance
Committee relative to the 1980 budget.
Moved by Dwiel, seconded by Prellberg, not to concur with
the recommendation of the Finance Committee, relative to
deleting five (5) patrolmen, transfer of two (2) Sergeants,
deleting one (1) additional Police Communication Clerk and
retaining the additional parking enforcement officer.
Upon roll call, the vote was:
AYES: - 6 - Kolinski, Dwiel, Kehe, Henkes, Prellberg, Egan
NAYS: 10 - Koplos, Ensign, Kisslinger, Birchfield, Erbach,
Tomaszewski, Sarlo, Meyer, Seitz, Ward
ABSENT: 0 - None
Motion declared lost.

submitted a petition signed by 8th ward residents in favor)
SERGEANTS Moved by Kehe, seconded by Henke, to delete from the
recommendation of Finance Committee the item having to do
with reconsider transfer of two Sergeants from patrol
division to perform administrative functions in the support
division. Motion declared carried.
COMMUNICA- Moved by Kehe, seconded by Henkes, not to concur with
TION Finance Committee recommendation to delete from the 1980
CLERK Budget the one (1) additional Communication Clerk in the
amount of $15,978. Upon roll call, the vote was:

NAYS: 7 - Koplos, Birchfield, Tomaszewski, Sarlo, Meyer,

PARKING Moved by Dwiel, seconded by Egan, to amend the Committee
ENFORCEMENT recommendation that the additional parking enforcement
OFFICER officer position be a permanent position. Upon roll call,

NAYS: 10 - Koplos, Ensign, Kisslinger, Birchfield, Erbach,

Committee's recommendation to retain the additional parking
enforcement officer as temporary personnel. Motion declared

PUBLIC Moved by Meyer, seconded by Birchfield, to adopt the
INFORMATION recommendation of Finance Committee to delete from the 1980
CLERK Budget the temporary personnel position of Public Information
Clerk, in the amount of $12,666. Motion declared lost.

tion of Finance Committee to delete Planning Intern from
the 1980 Budget, in .the amount of $12,090. Motion declared

Moved by Dwiel, seconded by Kehe, not to concur with Finance
Committee's recommendation to delete full-time temporary
Consumer Clerk from the 1980 budget, in the amount of
$11,521. Upon roll call, the rote was:

Erbach, Tomaszewski, Egan
NAYS: 7 - Koplos, Ensign, Birchfield, Sarlo, Meyer, Seitz,

PERSONNEL Moved by Koplos, seconded by Ward, to adopt the recommenda-

the temporary Personnel Clerk in the amount of $11,060.

of Housing Commission within the existing category of

LIBRARY Moved by Seitz, seconded by Henkes, to adopt the recommenda-
INVENTORY tion of Finance Committee to recommend approval of $19,000
for a Library Inventory from the General Category of
Federal Revenue Sharing Funds. Motion declared carried.
SERVICES Moved by Kolinski, seconded by Dwiel, not to concur with
FOR AGED Finance Committee's recommendation pertaining to Services
for the Aged, thus retaining Senior Center, $2,000,
Henrich House, $6700, and Program Development, $2500 for
a total of $11,200 in Revenue Sharing Fund. Motion
declared carried. Moved by Kolinski, seconded by Kehe,
to include an additional $300 for travel expenses for
Senior Citizen Assistant. Motion declared carried.
City Council recessed from 9:50 P.M. to 10:12 P.M.
EQUIPMENT Moved by Dwiel, seconded by Henkes, to adopt the recommenda-
tion of Finance Committee to delete the following from
the. 1980 budget:
1 Compact Automobile for Building Department, $5,500
1 4 -Wheel Drive low mount and 1 -ton dump truck for
the Forestry Department, $10,500
1 low boy dump truck with plow for Sewer Dept., $10,500
1 grass cutter, $10,500
1 grass cutter transporter, $1,500
1 line striper, $1,700
1 Heavy Duty 5 ton dump truck, $61,500

BICYCLE Moved by Seitz, seconded by Koplos, to adopt recommendation
SAFETY of Finance Committee to delete Bicycle Safety Program
PROGRAM from the 1980 budget, in the amount of $17,320. Motion
declared carried.
HIGGINS Moved by Sarlo, seconded by Tomaszewski, to amend the
WILLOW CREEK recommendation of Finance Committee to increase the 050,000
to $160,000 for Higgins -Willow Creek Improvements.
Motion declared carried. Moved by Erbach, seconded by Sarlo
to accept the recommendation as amended. Motion declared
carried. Alderman Koplos voted No. (Roll call below)
SUBDIVISION Moved by Koplos, seconded by Ensign, to adopt the recommenda-
LIGHTING tion of Finance Committee to delete Subdivision Lighting,
in the amount of $80,000. Motion declared lost. Moved
by Kolinski, seconded by Koplos, to increase the Subdivision
Lighting to $92,000. Motion declared carried.
FIRE DEPT Moved by Kolinski, seconded by Seitz, to concur with recom-
SALARY mendation of the Finance Committee to reduce the Fire
ADJUSTMENT Department Salary Adjustment by $90,949 pn Page 40 of the
1980 Budget and $7,640 on Page 42 of the 1980 Budget, as
monies have been disbursed. Motion declared carried.

Editor. Motion declared carried.
Moved by Egan, seconded by Meyer, to delete $15,000 from the
Forestry Department, Contractual Services, and insert
$15,000 for personnel. Motion declared lost.
Moved by Dwiel, seconded by Erbach, to adopt the 1980 budget
as amended at this meeting. Motion declared carried.
Alderman Koplos voted No.
Moved by Dwiel, seconded by Seitz, that the adjourned meeting
of the City Council adjourn. Motion declared carried.
