MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL CHAMBERS, CIVIC
CENTER, Monday, January 7, 1980
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H.
Volberding at 8:00 P.M. in the Council Chambers, Des Plaines
Civic Center, on January 7, 1980.
ROLL CALL:"
Roll Call indicated the following aldermen present:
Kolinski, Dwiel, Kehe, Ensign, Henkes, Prellberg, Kisslinger,
Birchfield, Erbach, Tomaszewski, Sarlo, Seitz, Ward, Egan.
Absent was Alderman Koplos and Meyer.
Also present were: Commissioner of Public Works Schwab, City Comptroller
Blietz, City Engineer Bowen, Director of Zoning and Planning Richardson,
Building Commissioner Trost, Police Chief Alfano, Fire Chief Gedroic,
Health Director Branding, Environmental Officer Lindahl, Traffic Engineer
Crowley, Supt. of Sewers Tiernan, and City Attorney Smith.
PRAYER AND The meeting opened with prayer by Rev. Fr. R. C. Setmeyer
PLEDGE of St. Martin's Episcopal Church, followed by the Pledge
of Allegiance to the flag.
MINUTES:
Moved by Kehe, seconded by Dwiel, to approve the Minutes
of the regular meeting held December 17, 1979, as published.
Motion declared carried.
ILLINOIS Moved by Ward, seconded by Seitz, to adopt the recommenda-
MUNICIPAL tion of Finance and Insurance Committee to remit increased
LEAGUE DUES dues to the Illinois Municipal League, in the amount of
$1,831.50 for the year 1980. Upon roll call, the vote was:

Prellberg, Kisslinger, Birchfield, Erbach,

UNIFORM Moved by Ward, seconded by Sarlo, to adopt the recommenda-
ALLOWANCE tion of Finance and Insurance Committee to authorize City
POLICE DEPT. Attorney to draft necessary ordinance to increase uniform
allowance for Police Department to $320 for the year 1980.
Motion declared carried.
BILLS Moved by Ward, seconded by Seitz, to adopt the following
PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY
AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $192,841.92.
Upon roll call, the vote was:

YOUTH ACTIVITY Alderman Egan, Chairman of Youth Activity Committee,
outlined the activities for youth proposed for 1980.
STRATFORD Moved by Ensign, seconded by Erbach, to adopt the recommenda-
MANOR tion of Building Control and Inspection Committee to
SUBDIVISION accept the Stratford Manor Subdivision and release the
Letter of Credit in the amount of $8,158.63. Motion
declared carried.
FENCE

Moved by Ensign, seconded by Prellberg, to adopt the recom-
mendation of Building Control and Inspection Committee
to grant request of Meyer Material Company to install
a solid 8 foot wood fence according to drawings submitted
to Building Department. Motion declared carried.

CROSSING Moved by Seitz, seconded by Kisslinger, to adopt the recom-
GUARD mendation of City Code and Judiciary Committee to
ORDINANCE authorize City Attorney to draft necessary ordinance
to provide that violation of the direction of a duly -
appointed crossing guard be a misdemeanor, with minimum
fine of $50 and maximum fine of $500. Motion declared
carried.
SALARIES Moved by Seitz, seconded by Tomaszewski, to adopt the recom-
ELECTED mendation of City Code and Judiciary and Finance and
OFFICIALS Insurance Committees that salaries of all public officials
whose office shall be open for election be determined
not later than December 1 of the year prior to said election.
Motion declared carried.
ORDINANCE Moved by Seitz, seconded by Tomaszewski, to adopt the
T-1-80 recommendation of City Code and Judiciary Committee that
Parking & Chapter 13, Title X, sub section be amended pertaining
Traffic to posted parking or traffic regulations on private
Private Prop property and that Ordinance T-1-80 be place on First
Reading at this meeting. Motion declared carried.
N.O.I.S.E.
Moved by Tomaszewski, seconded by Sarlo, to adopt the
recommendation of Environmental Control Committee to
remit $100 to the O'Hare Area N.O.I.S.E. Chapter for
postage to mail the newsletter, transferrring funds from
the Environmental Control funds. Upon roll call, the
vote was:

Prellberg, Kisslinger, Birchfield, Erbach,

recommendation of Environmental Control Committee to
renew membership in N.O.I.S.E. and make payment of
annual dues in the amount of $750. Upon roll call, the

RESOLUTION Moved by Kolinsky, seconded by Ensign, to adopt Resolution
R-1-80 R-1-80, RESOLUTION AUTHORIZING EXPENDITURES UNTIL 1980
Expenditures APPROPRIATION ORDINANCE IS ADOPTED. Motion declared
carried.
RESOLUTION Moved by Seitz, seconded by Sarlo, to adopt Resolution
R-2-80 R-2-80, expressing deep sorrow at the passing of former
John D. Alderman John D. (Jack) Callaghan and extending sympathy
Callaghan to the Callaghan family. Motion declared carried.
Moved by Seitz, seconded by Sarlo, to have the resolution
in printed form, framed, and delivered to Mrs. Callaghan.

PHILIP Moved by Ward, seconded by Ensign, to adopt a resolution
LINDAHL endorsing the nomination of Mr. Philip Lindahl for the
Nomination National Service Award of the American Institute of
Chemical Engineers, stressing his professional approach
to environmental problems of noise, air pollution and
solid waste; stressing his continuing involvement with
his church; and stressing his 47 years of continuous
service to the Boy Scout movement. Motion declared carried.
PETITION Petition received from residents of Fifth Court apartments
Fifth Ct. Apt. requesting City Council to order the Building Commissioner
Parking Lot to bring the parking lots serving the Fifth Court Apartments
into compliance with the City Code was referred to
