12/17/19791 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CIVIC CENTER, Monday, December 17, 1979 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Volberding at 8:00 P.M. in the Council Chambers, Des Plaines Civic Center, on December 17, 1979. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Kolinski, Dwiel, Kehe, Ensign, Henkes, Prellberg, Kisslinger, Birchfield, Erbach, Tomaszewski, Sarlo, Meyer, Seitz, Ward. Alderman Egan arrived at the meeting following the approval of Minutes Also present were: City Treasurer Swanson, Acting Commissioner of Public Works Tiernan, City Comptroller Blietz, City Engineer Bowen, Director of Zoning and Planning Richardson, Building Commissioner Trost, Police Chief Alfano, Fire Chief Gedroic, Health Director Branding, Environmental Officer Lindahl, Traffic Engineer Crowley, Supt. of Streets Matula, and City Attorney Smith. PRAYER AND The meeting opened with prayer by Rev. Aeron Davies of PLEDGE Hebron Welsh Westminister Presbyterian Church, followed by the Pledge of Allegiance to the flag. MINUTES: UNIFORM RENTAL Moved by Sarlo, seconded by Tomaszewski, to approve the Minutes of the regular meeting held December 3, 1979, as published. Corrections: Page one, last paragraph change "Sarli" to "Sarlo"; Page four, paragraph two following ABSENT - change "o" to "1" and add Alderman Erbach as being absent; Page six, paragraph six, change Ordinance M-49-79 to Ordinance M-45-79; page six, paragraph 4, change "President's holiday" to "Lincoln's Birthday". Following corrections, motion to approve as corrected declared carried. Moved by Ward, seconded by Seitz, to adopt the recommenda- tion of Finance and Insurance Committee to award the contract for Uniform Rental to the second lowest bidder, Unitog Rental System, at a yearly rate of $37,060.40, due to unsatisfactory service from the low bidder. Upon roll call, the vote was: AYES: - 16 - Koplos, Kolinski, Dwiel, Kehe, Ensign, Henkes, Prellberg, Kisslinger, Birchfield, Erbach, Tomaszewski, Sarlo, Meyer, Seitz, Ward, Egan NAYS: 0 - None ABSENT: 0 - None Motion declared carried. EMPLOYEE Moved by Ward, seconded by Seitz, to adopt the recommendation HOLIDAY of Finance and Insurance Committee, to grant an additional Christmas Eve half-day holiday to City employees on Christmas Eve. BILLS Moved by Ward, seconded by Seitz, to adopt the following PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $1,171,831.66. City Attorney to draft necessary ordinance for text Off -Street amendment to the Zoning Ordinance, Case 79-70-A, having Parking to do with off-street parking and loading. Wolf Rd., to grant special use of property. Motion declared carried. ZONING CASE Moved by Meyer, seconded by Tomaszewski, to adopt the recom- 79-5-A mendation of Municipal Development Committee to agree 2200-2400 to an amendment to the Restrictive Covenant to reduce Devon Ave. the size of the lake area from the required 15 acres to 14 acres in "C-1 Commercial" district - Zoning Case 79-5-A 2200-2400 E. Devon Avenue, with the further restriction that no request for variation is to be allowed for the term of the covenant by any subsequent Council action. Motion declared carried. LEE -FOREST Moved by Meyer, seconded by Kehe, to adopt the recommenda- SUBDIVISION tion of Municipal Development Committee to deny request Sidewalk of owners of Lee -Forest Subdivision to waive the subdivision requirements having to do with sidewalk installation. Motion declared carried. TAXICAB Deferred motion to adopt the recommendation of License and SURCHARGE Inspection Committee to amend the City Code to allow for a 25 surcharge for each passenger load to taxicabs operating in the City, until June 30, 1980, unless extended by City Council, City Attorney to draft necessary ordinance. Motion declared carried. EMPLOYEE HOLIDAY Moved by Kolinski, seconded by Meyer, to adopt the recommenda tion of Health and Welfare Committee to authorize City Attorney to draft an ordinance amending Titlt 1, Chapter 15, Section 9 of the City Code substituting the day following Thanksgiving as an official holiday and therefore deleting Lincoln's Birthday as a holiday. Motion declared carried. LEASE Moved by Kolinski, seconded by Prellberg, to adopt the AGREEMENT recommendation of Health and Welfare Committee to HENRICH HOUSE enter into a Lease Agreement with the Housing Authority of the County of Cook for the multi purpose community room and arts and crafts room, located in Senior Citizens' Project III. 25-20 located at 1301 Ashland Avenue. Moved by Ensign, seconded by Tomaszewski, to adopt the recommendation of Building Control and Inspection Committee to accept 8th Addition to McKay Nealis Subdivision, located at Stockton Street and River Road and authorize release of subdivision bond in the amount of $27,912.00. Moved by Seitz, seconded by Erbach, to adopt the recommenda- tion of City Code and Judiciary Committee to authorize City Attorney to take necessary legal action in lawsuit brough against the city as co-defendant by Mr. and Mrs. Stryker of 1933 Tures Lane relative to a shed built at 1927 Tures Lane. Alderman Sarlo requested that the Administration inspect and investigate the shoring of banks by the Village of Rosemont of Higgins Willow Creek to determine impact to area lying within City limits. Moved by Koplos, seconded by Sarlo, to limit the number of licenses issued for taxicabs to the number of vehicles in actual operation, until such time as the License and Inspection Committee makes their recommendations to the City Council.
