CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H.
Volberding at 8:00 P.M. in the Council Chambers, Des Plaines
Civic Center, on December 3, 1979
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Kolinski, Dwiel, Kehe, Ensign, Henkes, Prellberg,
Kisslinger, Birchfield, Tomaszewski, Sarlo, Meyer, Seitz,
Ward, Egan
Also present were: City Treasurer Swanson, Superintendent of Water and
Sewer Tiernan, City Comptroller Blietz, City Engineer Bowen, Director of

PRAYER AND The meeting opened with prayer by Rev. James Bouman, of
PLEDGE Immanuel Lutheran Church, followed by the Pledge of
Allegiance to the flag.
MINUTES:
Moved by Kehe, seconded by Tomaszewski, to approve the
Minutes of the meeting held November 19, 1979, as published.
Correction: Page one, last paragraph, change "Air
Comfort Corporation" to "Comfort Systems, Inc."
Page two, paragraph three - Ellinwood St. Parking Lot,
change AYES; to "12" and add the vote of Mayor Volberding.
Following correction, motion declared carried.
BUSINESS FOR Mr. Nick Chiropolos, Chairman of the Beautification
BEAUTY AWARDS Commission, presented the following Business for Beauty
Awards: Austin Co, Rand Rd.; Van's Art Supplies, Northwest
Highway; Northwest Federal and Loan Association, Dempster
Street, east of tollroad; and Des Plaines Historical
Society.
ENVIRONMENTAL Environmental Officer Lindahl presented Scout Troop #6
PATCHES and Boy Scout Troop #114 with Environmental Patches for
members who assisted the City in connection with Des Plaines
River Clean Up.

contract for the purchase of necessary coagulant aid,
to the low bidder, Nalco Chemical Company at the rate of

in the amount of $41,800 for the Weller Creek Bank Erosion
Retaining Wall project, as the Schless Construction Co., Inc.
has agreed to cancel this contract at no expense to the City.

the Dexter Sanitary Sewer Improvement totaled $5,966.00,
which brings the tap on fee to $2,237.75 for owner of
real estate at 1850 Dexter Lane and 1847 Dexter Lane.

authorizing the owners to connect to the existing Short
Terrace sanitary sewer previous to confirmation of Special

PARKING to install a magnetic and reader access system for the
PLAZA elevators in the Herbert H. Behrel Parking Plaza, at a
cost of $3,440, Mayor and City Clerk authorized to sigh

Ordinance Z-26-79, rezoning 850 East Oakton Street, was
held on Second Reading until Plat of Subdivision of
property is approved by City Council.
Ald. Kolinski requested a legal opinion from City Attorney
relative to Zoning Case 79-79-V having to do with a
public hearing for variation at 535 Webford Ave.
Ald. Koplos's request for study whether or not it is
necessary to have twenty (20) active licenses for taxicabs
and his further request to set standa..rds for cab rate
increases and surcharges was referred to License and
Inspection Committee.
Ald. Koplos's request to allow for an employee holiday
on the day following Thanksgiving, exchanging it for the
