MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
DES PLAINES, ILLINOIS, HELD IN
THE COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, May 21, 1979.
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H.
Volberding at 8:05 P.M. in the Council Chambers, Des
Plaines Civic Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Kolinski, Dwiel, Kehe, Ensign, Henkes, Prellberg,
Kisslinger, Birchfield, Erbach, Tomaszewski, Sarlo, Seitz.
Ward, Egan. Absent was Alderman Meyer.
Also present were: City Comptroller Blietz, Commissioner of Public Works
Schwab, City Treasurer Swanson, City Attorney Hug, Traffic Engineer Crowley,
City Engineer Bowen, Director of Planning and Zoning Richardson, Building
Commissioner Trost, Fire Chief Gedroic, Police Chief Alfano, Health
Director Branding, Environmental Officer Lindahl, Superintendent of Streets.
Matula, and Police Captain Clark.

MINUTES:
The meeting opened with prayer by Father Andrew Koufopoulas
of the St. John's Greek Orthodox Church, followed by the
Pledge of Allegiance to the flag.
Moved by Kehe, seconded by Birchfield, to approve the
Minutes of the Regular and Adjourned Meeting held
May 7, 1979, as published. Motion declared carried.
BILLS Moved by Ward, seconded by Seitz, to adopt the following
PAYABLE: resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND
PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE

Scher Rental & Leasing Enterprises, Inc. in the amount of
$30., and Mufich Buick in the amount of $1,935.00. for
total amount of $2336.45. Upon roll call, the vote was:

LEGAL ZONING Moved by Seitz, seconded by Kisslinger, to adopt the
East River Road recommendation of the City Code and Judiciary Committee
Central Road to grant request for the rezoning of property located at
the southwest corner of East River Road and Central Road
in Unincorporated Cook County for eight units per acre
in multi -family district, with provision that units do
not exceed over two stories in height, and to authorize
the Mayor and City Clerk to execute necessary documents.
Motion declared carried.
SUIT Moved by Seitz, seconded by Kisslinger, to adopt the
Chicago Midwest recommendation of the City Code and Judiciary Committee,
Meat Dealers that City of Des Plainesjoin the City of Evanston in
continuing litigation before the United States Supreme
Court in Suit of Chicago Midwest Meat Dealers, and
authorized issuance of $250. to City of Evanston as City's
share in said litigation. Upon roll call, the vote was:

SUIT Moved by Seitz, seconded by Kisslinger, to adopt the
Robert D. recommendation of the City Code and Judiciary Committee
Ornberg to engage Attorney Patrick Lucansky of Klein, Thorpe,
and Jenkins, Ltd., 180 N. LaSalle Street, Chicago, Illinois
to defend City in Suit of Robert D. Ornberg. Upon roll
call, the vote was:
AYES: - 16 - Koplos, Kolinski, Dwiel, Kehe, Ensign, Henkes,
Prellberg, Kisslinger, Birchfield, Erbach,
Tomaszewski, Sarlo, Seitz, Ward, Mayor
Volberding.

Des Plaines recommendation of the City Code and Judiciary Committee
Professional that City Attorney draft the necessaryamendment to present
Firemen's ordinance to indicate that ordinance supersedes State
Asso. Statutes having to do with arbitration.

MUSEUM Motion as follows deferred at last meeting was brought
DIRECTOR to floor: "Moved by Ensign, seconded by Leer, to adopt
the recommendation of the Library and Historical Society
Committee that the position of Museum Director be retained
and the status of this position be evaluated again pre-
ceding the next budget preparation."

BID Moved by Kehe, seconded by Erbach, to adopt the recommenda-
ENLOADER tion of the Streets and Traffic Committee to award the bid
for Enloader to Howell Tractor and Equipment Company in
the net amount of $52,447., and authorize City Clerk to
return all bid bonds and or checks to the unsuccessful
bidders. Aldermen Sarlo abstained as he is employed at
International Harvester Company and Aldermen Ensign
abstained as he has stock in company. City Attorney Hug
requested that awarding of bid be withdrawn until additional
information is obtained due to possible conflicts of interest

Moved by Sarlo, seconded by Kehe, to adopt the recommenda-
tion of the Streets and Traffic Committee, that the City
of Des Plaines accept responsibility for the maintenance
of Mt. Prospect Road between Touhy Avenue and Northwest
Highway upon completion of necessary improvement
by Cook County Highway Department; Village of Mount
Prospect to reimburse City for incurred costs or
renovations. Motion declared carried.
Moved by Sarlo, seconded by Kehe, to adopt the recommenda-
tion of the Streets and Traffic Committee, that City
Clerk be authorized to advertise for bids returnable
June 13, 1979, for improvement and widening of
northwest quadrant at intersection of Thacker and
Lee Streets. Motion declared carried.
Moved by Sarlo, seconded by Henkes, to adopt the
recommendation of the Streets and Traffic Committee,
to authorize the City Attorney draft the necessary
ordinance for two-way stop signs at the intersection of
Forest Avenue and Oxford Road. Motion declared carried.
Moved by Sarlo, seconded by Birchfield, to adopt the
recommendation of the Streets and Traffic Committee,
that the City Attorney be authorized to draft ordinance
prohibiting parking on the North side of Everett Avenue
from Mannheim Road to Ash Street. Motion declared
carried.
Moved by Erbach, seconded by Tomaszewski, to adopt the
recommendation of the Public Buildings, Grounds and
Parking Lots Committee, to grant permission to the
Jaycees for use of the Herbert H. Behrel Parking Deck
for Oktoberfest on August 17, 18, 19, 1979. Motion
declared carried.
Moved by Erbach, seconded by Tomaszewski, to adopt the
recommendation of the Public Buildings,. Grounds and
Parking Lots Committee, that City Attorney Hug be
authorized to draw contract for use of Chicago and
Northwestern Railway parking facilities for term of
five years. Motion declared carried.
Moved by Kehe, seconded by Prellberg, to adopt the
recommendation of the Police and Finance and Insurance
Committees, to award contract for Car Wash of City
automobiles to Des Plaines Car Wash, 1580 Oakton Street,
at cost of $60 per vehicle per year, per bid. Upon
roll call, the vote was:
AYES: - 16 - Koplos, Kolinski, Dwiel, Kehe, Ensign,
Henkes, Prellberg, Kisslinger, Birchfield,
Erbach, Tomaszewski, Sarlo, Seitz, Ward,

Fender Maintenance to: low bidder, Ridge Motors, Inc.
in the amount of $12 per hour plus 15% above cost for

OFF-STREET Moved by Kehe, seconded by Prellberg to adopt the
TRAFFIC recommendation of the Police Committee, that City
ENFORCEMENTS enter into Off -Street Traffic Enforcement Agreements
with owners for properties located at 2200, 2250, 2300,
2350, and 2400 E. Devon Avenue, and 2720, 3150, 3158,
and 3166 Des Plaines Avenue. Motion declared carried.
RESOLUTION
FIRE ACADEMY
Moved by Sarlo, seconded by Tomaszewski, to adopt
a Resolution requesting permission from the State of
Illinois to close certain highways through Des Plaines
for a 10,000 meter run June 10, 1979. Motion declared
carried.
Moved by Dwiel, seconded by Koplos, to adopt the
recommendation of the Fire and Civil Defense Committee
to issue purchase order in the amount of $3600. for six
firemen to attend Fire Academy, Arlington Heights, i.
Illinois. Upon roll call, the vote was:

and authorize the City Attorney to draft the necessary
ordinance.

the No Fee Parking be extended for thirty day period.

Avenue, presented by Alderman Koplos, requesting three
hour parking restriction in the 1300 block of Evergreen
Avenue - 8 a.m. to 5 p.m. Monday through Friday, was
