MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
DES PLAINES, ILLINOIS, HELD IN THE
COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, May 7, 1979
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Volberding
at 8:00 P.M. in the Council Chambers, Des Plaines Civic
Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Sullivan, Kehe, Ensign, Leer, Brannigan, Kisslinger,
Birchfield, Erbach, Sarlo, Meyer, Seitz, Ward. Absent was
Alderman Szabo
Also present were: City Comptroller Blietz, Commissioner of Public Works
Schwab, City Treasurer Swanson, City Attorney Hug, Traffic Engineer Crowley,
City Engineer Bowen, Director of Zoning and Planning Richardson, Building
Commissioner Trost, Police Chief Alfano, and Fire Chief Gedroic.
PRAYER AND
PLEDGE
Des Plaines Corsairs posted the colors, followed by the
Pledge of Allegiance to the flag and the prayer presented
by Rev. Ernest Grant, Associate pastor of First Congregational
Church.
PUBLIC City Attorney announced the Public Hearing, proper legal
HEARING notice published, upon the agreement to annex certain lands
ANNEXATION at the southwest corner of Wille and Mt. Prospect Roads.
S. W. Corner Attorney Samuelson, representing the Yellow Freight System,
Wille & Inc. described breifly the proposed use of the property
Mt. Prospect and in answer to inquiries from City Council stated that
sewer and water improvements would be extended to the
property sufficient to serve additional lands in the future.
Following the brief hearing, at which there was no public
desiring to be heard, it was moved by Erbach, seconded by
Kisslinger, to enter into the Annexation Agreement and
authorize Mayor and City Clerk to execute same.

SALT STORAGE
TANKS
Moved by Erbach, seconded by Seitz, to adopt the recommenda-
tion of Public Buildings, Grounds and Parking Lots
Committee that the present salt storage tanks be dismantled
by Public Works Department and removed and that the
Commissioner of Public Works obtain additional information
on a structure to replace the tanks. Motion declared
carried.
WEED CONTROL Moved by Erbach, seconded by Brannigan, to adopt the
Creek Areas recommendation of Environmental Control Committee to
authorize Commissioner of Public Works to contract for the
weed control program for all required creek areas, at a
cost not to exceed $2,500, with supervision provided by
the Forestry Department and Environmental Officer.

City Clerk to sign Grant of Easement by Des Plaines Park
District for public utilities upon Park District land
located in Longacres Subdivision, between Algonquin Rd.
and Thacker Street, west of Alfini Drive. Motion declared
carried.
Alderman Leer addressed the City Council, stating that as
a senior member in attendance this evening he wanted to
recall a few things that have happened during the last
sixteen years, such as voting for one-way streets; urging
improvement of the Orchard Place Area with a system of
curbs, gutters, and street improvements by Special
Assessment, downtown redevelopment. He urged the newly
elected council members to express their new ideas and
stated he will be observing them and will turn over the
3rd ward to the now Senior Alderman in that ward, Ald.
Ensign. He received a standing applause for his years
of service to the City of Des Plaines.

PUBLIC Moved by Meyer, seconded by Erbach, to concur with Mayor's
EMPLOYEES LABOR appointment of Mr. Robert W. Birchfield, 2045 Spruce Street
RELATIONS to the Public Employees Labor Relations Board to fill
BOARD vacancy created by resignation of Mr. Dennis Voss,
term to expire November 15, 1980. Motion declared carried.
Alderman Birchfield abstained from voting.
CONSUMER Moved by Dwiel, seconded by Sarlo, to concur with Mayor's
PROTECTION appointment of MR. Morgan J. O'Brien III to the Consumer
COMMISSION Protection Commission, to fill the vacancy created by
Mr. Dwiel's election to the City Council, term to expire
April 18, 1981. Motion declared carried.
