MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
DES PLAINES, ILLINOIS, HELD IN THE
COUNCIL CHAMBERS, CIVIC CENTER
MONDAY, April 16, 1979
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Volberding
at 8:00 P.M. in the Council Chambers, Des Plaines Civic
Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Sullivan, Kehe, Ensign, Brannigan, Kisslinger,
Birchfield, Erbach, Sarlo, Meyer, Seitz, Ward. Absent was
Alderman Leer.
Also present were: City Comptroller Blietz, Commissioner of Public Works
Schwab, City Attorney Hug, Traffic Engineer Crowley, Environmental Officer
Lindahl, Captain Clark, Deputy Chief Buckley, Fire Chief Gedroic, Police
Chief Alfano, Building Commissioner Trost. Director of Zoning and Planning
Richardson, City Engineer Bowen, and License Officer Hinde.
PRAYER AND"
PLEDGE
The meeting opened with prayer by Father Francis Buck of
Our Lady of Hope Church followed by the Pledge of Allegiance
to the flag.
PLAQUE Mr. Robert Burns on behalf of Mr. Norman Hirsch , General
105th Manager of Des Plaines Publishing Co. presented the City
Anniversary a plaque commemorating the City upon the 105th anniversary
of the date of incorporation as a Village, April 21, 1874.

of the regular meeting held April 2, 1979, as published.

BILLS Moved by Ward, seconded by Seitz, to adopt the following
PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY

XEROX Moved by Ward, seconded by Seitz, to adopt the recommendation
Copiers of Finance and Insurance Committee that the City purchase
the Xerox 3100 in the Finance Department and the Xerox 4000
in the Police Department on the monthly payment purchase
plan, authorizing the issuance of a check in the amount of
$711.55 representing the down payment for the Xerox 4000,
at a cost of $143.79 per month for the 3100 and at a cost
monthly of $315.78 for the Xerox 4000. Upon roll call,
the vote was:

BUDGET Moved by Ward, seconded by Seitz, to adopt the recommenda-
CALENDAR tion of Finance and Insurance Committee to adopt a policy
whereby the budget documents would reach the City Council
by October 1st , with the budget calendar ending January
1st. Motion declared carried.
SALE OF Moved by Kehe, seconded by Sarlo, to adopt the recommenda-
POLICE tion of Police Committee that since the purchase of two
MOTORCYCLES wheel motorcycles last year, the three wheel cycles are no
longer of any benefit to the Department, and to authorize
Police Chief to make the necessary arrangements to sell the
2 three wheel motorcycles. Motion declared carried.
ORDINANCES Moved by Kehe, seconded by Sarlo, to adopt the recommenda-
Traffic tion of Police Committee that the City Attorney be
authorized to prepare the necessary changes to certain
ordinances per Lt. Scheskie's letter and present them to
City Council for further action. Motion declared carried.
SQUAD CARS
Moved by Kehe, seconded by Sarlo, to adopt the recommenda-
tion of Police Committee that the City accept the bid offer
for the two damaged squad cars of $800 from Ridge Motors
and that a purchase order in the amount of $1,600 be
issued to make-up the difference of the original trade-in
price, inasmuch as two of the squad cars to be traded in
on delivery have been put out of service. Upon roll call,
the vote was:

located at 550 Ida Street and 100 N. River Road. Motion
declared carried.
FIRE DEPT. Moved by Seitz, seconded by Erbach, to adopt the recommenda-
Radio tion of Fire and Civil Defense Committee to waive the
Equipment usual bid procedure and purchase radio equipment for the
Fire Department in the amount of $18,508.00, as follows:
two T73RTN 1190K Mobile radios; 3 - H33BBB 1143N Portable
radios; orae SP584140199 Telemetry Apcor; and one Life Pak
V Defibrilator. Upon roll call, the vote was:

Station Wagon of Fire and Civil Defense Committee that the City advertise
for bids for a Station Wagon for the Fire Department,
returnable April 23, 1979, at 3 P.M. with the provision
that at least three bids must be received for Council action.

SENIOR Moved by Meyer, seconded by Birchfield, to adopt the recom-
CITIZEN mendation of Health and Welfare Committee relative to the
COORDINATOR position of Senior Citizen Coordinator, that as long as
the duties, rwsponsibilities, and services are provided in
present programs, the position continue to remain a full-
time position. Motion declared carried.
ORDINANCE Moved by Szabo, seconded by Sarlo, to adopt Ordinance M-15-79
M-15-79 AN ORDINANCE ALLOCATING $9,840.00 OF MOTOR FUEL TAX
NORTRAN ALLOTMENT TO THE NORTH SUBURBAN MASS TRANSIT DISTRICT.

DES PLAINES Alderman Seitz questioned Mayor Volberding relative to
PROFESSIONAL literature prepared and mailed by the Des Plaines Professional
FIREMEN'S Firemen's Association endorsing candidates for City offices,
ASSOCIATION mailed in a "Not for Profit" envelope with appropriate
Literature postage for "Not for Profit" with a return address of
405 N. River Road , Fire Station No. 1. With permission
of the City Council, Mr. James Brookman of the Association
addressed the City Council stating that he was in touch
with the Post Office and that the Association is prepared
to remit for additional postage if necessary; further they
believed the contract allowed for the use of the 405 N.
River Road address. Mayor Volberding was requested to
investigate the use of Fire Station No. 1 address and
report findings to the City Council.

The suit and petition for temporary injunction, filed

Schwab, City Engineer Bowen re sewer connections was
referred to City Attorney and City Code and Judiciary
Committee.
Suits filed by certain Sanitation Works VS City of Des
Plaines and Civil Service Commission were referred to
City Attorney and City Code and Judiciary Committee.
Petitions filed by property owners protesting the formation
of a Special Service District were referred to City Attorney,
City Code and Judiciary, Municipal Development and Finance
and Insurance Committees.
Moved by Kehe, seconded by Sullivan that the administration
acting on behalf of the City Council object to House Bill
800, House Bill 583 and 584. Motion declared carried.
Moved by Koplos, seconded by Kehe, to concur with Mayor's
appointment of the canvassing committee to canvass the
results of the election to be held April 17, 1979, as
follows:
Alderman Meyer, Chairman, Alderman Sarlo and Alderman
Birchfield.
Motion declared carried.
City Clerk read the letter from Des Plaines Fire Command
Officers Association expressing displeasure with the
merit evaluation and salary schedule for command positions
within the Fire Department. Alderman Meyer requested
that the letter be handled administratively.
Moved by Koplos, seconded by Meyer, that the meeting adjourn
until April 23, 1979, at 8 P.M.. Metting adjourned at
9:40 P.M. until April 23, 1979.

The adjourned meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H.
Volberding at 8 P.M.
Roll Call indicated the following aldermen present:
Koplos, Szabo, Kehe, Ensign, Brannigan, Kisslinger,
Birchfield, Sarlo, Seitz, Ward. Absent were Alderman
Sullivan, Leer, Erbach, and Meyer.
Mayor Volberding named Alderman Kisslinger, Chairman of the
Canvass Committee to replace Alderman Meyer who is absent
from the meeting. City Council recessed from 8:04 P.M.
to 10:07 P.M. to canvass the votes cast in the general
election held on April 17, 1979.
Moved by Kisslinger, seconded by Sarlo, to adopt Resolution
R-3-79, A RESOLUTION DECLARING THE RESULTS OF THE CITY

of Municipal Development Committee to concur with Zoning
Board of Appeals in Case 79 -15 -SU and grant special use
at 1605 Des Plaines Avenue, City Attorney to prepare
necessary ordinance. Motion declared carried.
Moved by Szabo, seconded by Erbach, to adopt the recommenda-
tion of Municipal Development Committee to concur with
Zoning Board of Appeals to grant variation, Case 79-8-V,
property located at 2023 Maple Street, City Attorney to
prepare necessary ordinance for further consideration.
Motion declared carried.
Moved by Szabo, seconded by Erbach, to adopt the recommenda-
tion of Municipal Development Committee to concur with
Zoning Board of Appeals in Case 78-77-R, property located
at 772 and 776 W. Oakton Street, City Attorney to prepare
necessary ordinance and owners of property sign necessary
covenant that the property will be used for recreational
vans only. Motion declared carried. Alderman Brannigan
voted no.
Moved by Szabo, seconded by Erbach, to adopt the recommenda-
tion of Municipal Development Committee to approve Plat of
Affrisio Resubdivision, 805 Walter Avenue, and authorize
Mayor and City Clerk to sign same. Motion declared carried.
Moved by Szabo, seconded by Erbach, to adopt the recommenda-
tion of Municipal Development Committee to authorize
payment of $4,000 to Richard Beebe in payment of Invoice
#6 for planning completed in connection with the Downtown
Transportation Center and Stage two of downtown Redevelopment.
Upon roll call, the vote was:

tion of Municipal Development Committee to authorize
an investigation by a title company, at a cost not to
exceed $1500 for the purpose of determining whether or not
the petitions filed against the proposed Special Service
District constitute 51% of the property owners.

Request for certain ordinances was referred to City Code and Judiciary
Ordinance Committee.
