04/16/19791 1 170 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CIVIC CENTER MONDAY, April 16, 1979 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Volberding at 8:00 P.M. in the Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Szabo, Sullivan, Kehe, Ensign, Brannigan, Kisslinger, Birchfield, Erbach, Sarlo, Meyer, Seitz, Ward. Absent was Alderman Leer. Also present were: City Comptroller Blietz, Commissioner of Public Works Schwab, City Attorney Hug, Traffic Engineer Crowley, Environmental Officer Lindahl, Captain Clark, Deputy Chief Buckley, Fire Chief Gedroic, Police Chief Alfano, Building Commissioner Trost. Director of Zoning and Planning Richardson, City Engineer Bowen, and License Officer Hinde. PRAYER AND" PLEDGE The meeting opened with prayer by Father Francis Buck of Our Lady of Hope Church followed by the Pledge of Allegiance to the flag. PLAQUE Mr. Robert Burns on behalf of Mr. Norman Hirsch , General 105th Manager of Des Plaines Publishing Co. presented the City Anniversary a plaque commemorating the City upon the 105th anniversary of the date of incorporation as a Village, April 21, 1874. MINUTES: Moved by Kehe, seconded by Seitz, to approve the Minutes of the regular meeting held April 2, 1979, as published. Motion declared carried. SALE OF Moved by Kehe, seconded by Sarlo, to adopt the recommenda- POLICE tion of Police Committee that since the purchase of two MOTORCYCLES wheel motorcycles last year, the three wheel cycles are no longer of any benefit to the Department, and to authorize Police Chief to make the necessary arrangements to sell the 2 three wheel motorcycles. ORDINANCES Moved by Kehe, seconded by Sarlo, to adopt the recommenda- Traffic tion of Police Committee that the City Attorney be authorized to prepare the necessary changes to certain ordinances per Lt. Scheskie's letter and present them to City Council for further action. Motion declared carried. SQUAD CARS Moved by Kehe, seconded by Sarlo, to adopt the recommenda- tion of Police Committee that the City accept the bid offer for the two damaged squad cars of $800 from Ridge Motors and that a purchase order in the amount of $1,600 be issued to make-up the difference of the original trade-in price, inasmuch as two of the squad cars to be traded in on delivery have been put out of service. DES PLAINES Alderman Seitz questioned Mayor Volberding relative to PROFESSIONAL literature prepared and mailed by the Des Plaines Professional FIREMEN'S Firemen's Association endorsing candidates for City offices, ASSOCIATION mailed in a "Not for Profit" envelope with appropriate Literature postage for "Not for Profit" with a return address of 405 N. River Road , Fire Station No. 1. With permission of the City Council, Mr. James Brookman of the Association addressed the City Council stating that he was in touch with the Post Office and that the Association is prepared to remit for additional postage if necessary; further they believed the contract allowed for the use of the 405 N. River Road address. Mayor Volberding was requested to investigate the use of Fire Station No. 1 address and report findings to the City Council.
