THE CITY COUNCIL OF THE CITY OF
DES PLAINES, ILLINOIS, HELD IN THE
COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, March 19, 1979
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Volberding
at 8:00 P.M. in the Council Chambers, Des Plaines Civic
Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Sullivan, Kehe, Ensign, Leer, Brannigan,
Kisslinger, Birchfield, Erbach, Sarlo, Meyer, Ward.
Absent was Alderman Seitz.
Also present were: City Attorney Hug, City Comptroller Blietz, Superintendent
of Sewers Tiernan, Director of Zoning and Planning Richardson, Building
Commissioner Trost, Police Chief Alfano, Fire Chief Gedroic, Health
Director Branding, Superintendent of Streets Matula, Police Capt. Clark,
Police Capt. Kozenczak, Environmental Officer Lindahl, Traffic Engineer
Crowley, and Personnel Director Schaer.

The meeting opened with prayer by Rev. Lloyd Wolters,
pastor of First Christian Reformed Church, followed by
the Pledge of Allegiance to the flag.
Police Chief Alfano presented Police Reserve Captain Paul
Richter with a plaque honoring him for his years of service
to the City of Des Plaines since 1955. Mr. Richter thanked
the City for allowing him to serve.
Mr. Lance Sloncen, President of Des Plaines Area Jaycees
presented the keys to the Mobile Education Unit, leased by
the City of Des Plaines from the Jaycees, to Mayor Volberding
who following remarks of thanks presented the keys to
Police Chief Alfano.
Mr. William Grams, Assistant Director, presented a synopsis
of the Annual Report of the Northwest Municipal Conference
expressing thanks to the City for their continued support.
Moved by Erbach, seconded by Kehe, to approve the Minutes
of the regular meeting held March 5, 1979, as published.
Motion declared carried.
Moved by Ward, seconded by Sarlo, to adopt the following
resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY
AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $325,872.72.
Upon roll call, the vote was:

Moved by Erbach, seconded by Kisslinger, to adopt the recom-
mendation of Public Buildings, Grounds and Parking Lots
Committee that the City Council approve the concept of
bus shelters as proposed by Bus Transit Shelters and request
they produce a concrete proposal for submission to the
City Council. Moved by Koplos, seconded by Meyer, to defer
action.
Moved by Erbach, seconded by Kisslinger, to adopt the recom-
mendation of Public Buildings, Grounds and Parking Lots
Committee to authorize Mayor and City Clerk to sign contract
with Architectural Structures, Inc. for repair and resealing
of windows in the Civic Center - City Hall Building, in the
amount of $39,870.00, waiving the usual bid procedures.

tion:of Streets and Traffic Committee to award the contract
for the Demolition of buildings at 1608 Thacker Street and
639 Pearson Street to the low bidder, C. W.- RHD Wrecking,
in the amount of $2.417.00 for 1608 Thacker Street and
$6,746.00 for 639 Pearson Street, returning bid bonds or
checks of unsuccessful bidders. Upon roll call, the vote was:

mendation of Streets and Traffic Committee to adopt a
resolution appropriating $5,150.00 MFT Funds for the
appraisal services for properties at 1398 Prairie Avenue,
1404-1410 Prairie Avenue and 720-722 Lee Street. Upon
roll call, the vote was:

mendation of Streets and Traffic Committee to adopt a
resolution appropriating $9,840.00 MFT Funds as the City
of Des Plaines participation in North Suburban Mass Transit
District. Upon roll call, the vote was:

mendation of Beautification and Forestry Committee to
award the contract for the purchase of trees for spring
planting to the low bidder, Charles Klehm & Son Nursery
in the amount of $11,418.75. Upon roll call, the vote was:

M-7-79 AN ORDINANCE MARKING APPROPRIATIONS TO DEFRAY THE EXPENSES
Appropriation OF THE CITY OF DES PLAINES FOR MUNICIPAL PURPOSES DESIGNATED
THE "ANNUAL APPROPRIATION BILL" FOR THE FISCAL YEAR ENDING
DECEMBER 31, 1979. Moved by Ward, seconded by Sarlo to
amend Ordinance M-7-79 Sanitation Department 243000 by
decreasing various items a total of $115,600. Motion
declared carried. Moved by Ward, seconded by Birchfield
to amend Ordinance M-7-79, Street Department by adding
$130,500 for purchase of new equipment, and to increase
the total Appropriation by $14,900, to $20,115,767.00.

The Summons in Mandamus filed against the City by the
Des Plaines Professional Firemen's Association was
referred to the City Code and Judiciary Committee.
The letter from the City of Danville regarding Tax Increment
Financing was referred to the Finance Committee.
City Clerk's letter to Mayor regarding City Employees'
Christmas party was referred to Finance and Insurance
Committee.
Moved by Brannigan, seconded by Birchfield, to concur
with Mayor's appointment of Mrs. Cal Bonnivier to the
Beautification Commission to replace Mr. Jim Baker,
term to expire August 7', 1981. Motion declared carried.
Moved by Koplos, seconded by Sarlo, to concur with Mayor's
appointment of Mr. Michael C. Nichols, 324 S. Wilkins Dr.
