MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
DES PLAINES, ILLINOIS, HELD IN THE
COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, March 5, 1979
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Volberding
at 8:02 P.M. in the Council Chambers, Des Plaines Civic
Center.
II ROLL CALL: Roll Call indicated the following aldermen present:
Koplos, Szabo, Kehe,Ensign, Leer, Kisslinger, Birchfield,
Erbach, Sarlo, Seitz, Ward. Absent were Aldermen Sullivan,
Brannigan, Meyer.
Also present were: City Treasurer Swanson, City Attorney Hug, City
Comptroller Blietz, Traffic Engineer Crowley, City Engineer Bowen,
Building Commissioner Trost. Police Captain Clark, Deputy Chief Buckley,
Health Director Branding, Commissioner of Public Works Schwab, Supt of
Streets Matula, Environmental Officer Lindahl, and Lt. Scheskie.

PRAYER AND
PLEDGE
The meeting opened with prayer by Mayor Volberding,
followed by the Pledge of Allegiance to the flag.
MINUTES: c Moved by Sarlo, seconded by Kehe, to approve the Minutes
of the meeting held February 19, 1979, as published.
Corrections:
Page two, paragraph 3, Taxi Rates Increase, beginning
with line five following word ordinance to read as follows:
"For the first 1/7th of a mile or fraction thereof, $.70;
for each additional 1/7 mile or fraction thereof, $.10;
for each one minute of waiting time at the rate of $7
per hour; for each additional passenger over the age of
twelve years carried in such vehocle $.25; Senior Citizen
fares to remain same and rates to destination outside limits
at 20% over meter remain same. Motion declared carried."
Page three, paragraph three, line six, add the words
following $20,000 as follows: "concurrently funded with the
Des Plaines Redevelopment Corporation."
Page five, paragraph 3, second motion should read as
follows: "Moved by Koplos, seconded by Brannigan, to table
Ordinance M-8-79."
Following corrections, motion declared carried.
Alderman Meyer arrived at this time.

PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND
PAYABLE AND THAT THE MAYOR AND C ITY CLERK BE AND ARE
HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: $219,931.50.

Following Alderman Ward's explanation of Committee of
a Whole's denial of Police Department's request for
additional personnel, the item of 35 inside personnel
in the Police Department was referred to Police and
Finance and Insurance Committee to determine if these 35
personnel are functioning at the highest priority.
Moved by Seitz, seconded by Szabo, to adopt the recommenda-
tion of Fire and Civil Defense Committee to award the
contract for the Repowering of the 1960 Seagrave Aerial
Truck to the low bidder, Inland Diesel, Inc., in the amount
of $15,710. Upon roll call, the vote was:

tion of Streets and Traffic Committee to adopt a resolution
concurring in the acceptance of the low bid for construction
of the Rand/Central, Mt. Prospect Road Intersection
Improvement, FAUS M-5003 (42) Joint Project, awarded to
City Construction Co., in the amount of $1,968,559.20.

the amount of $353,551.40. Upon roll call, the vote was:

Moved by Kisslinger, seconded by Meyer, to adopt the recom-
mendation of City Code and Judiciary Committee to
authorize the City Attorney to draft the necessary
amendment to the Building Code incorporating the agreement
between the City and the Electrical Contractors Association
relative to suit filed against the City, wherein the City
would riot require electrical contractors who engage in
business in the City to take and pass an examination by
the City if they have received a passing grade on a
written test administered by such municipality based on
the Chicago Electrical Code or the National Electrical
Code. Motion declared carried.
Moved by Koplos, seconded by Szabo, to adopt Ordinance
T-9-79, AN ORDINANCE AMENDING SECTION 10-6-16 (I) OF THE
CITY CODE HAVING TO DO WITH 25 MILES PER HOUR SPEED LIMITS
BY ADDING THERETO PRAIRIE AVENUE FROM THE SOO LINE TO
GRACELAND AVENUE, WEBFORD AVENUE FROM THE SOO LINE TO
PRAIRIE AVENUE AND ARLINGTON AVENUE FROM WEBFORD AVENUE TO
PRAIRIE AVENUE. Upon roll call, the vote was:

to table Ordinance M-10-79. Upon roll call, the vote was:

Moved by Ensign, seconded by Szabo, that the City award
the contract for Collection and Removal of Garbage and
Refuse to the low bidder, Standard Disposal Service,
per bid received August 28, 1978, at the rate of $3.75
per unit in 1979; $4.05 per unit in 1980; $4.37 per unit
in 1981; $4.71 per unit in 1982 and $5.08 per unit in
1983, with starting date to be no later than Wednesday,
March 7, 1979, bid bonds or checks of unsuccessful bidders
to be returned. Mr. Bill Van de Velde of Standard
Disposal Service addressed the City Council and stated
his service could start on March 7th. Mr. Edema of
Browning Ferris Industries addressed the City Council
stating they could perform this contract with 24 hour
notice and that their dump site is in South Barrington.
Upon roll call on the motion to award the contract, the
vote was:

Superblock was referred to the joint committee of
Municipal Development and Public Buildings, Grounds and
Parking Lots Committee.
Alderman Birchfield's request for Parking Identification
stickers to be issued to residents on Spruce Street
to allow parking in front of residences was referred to
Streets and Traffic Committee.
Letters from Mr. Haeger, Jr. of Des Plaines Chrysler
Plymouth relative to City's award of contract for squad
cars to Ridge Pontiac was referred to Police Committee.
Placed on First Reading was Ordinance B-2-79, AN ORDINANCE
AMENDING ARTICLE XXXIII OF THE BUILDING CODE AND ORDINANCE
HAVING TO DO WITH ELEVATORS AND SIMILAR MECHANICAL DEVICES
