MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF. THE CITY OF
DES PLAINES, ILLINOIS, HELD IN THE
COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, February 19, 1979.
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Volberding
at 8:00 P.M. in the Council Chambers, Des Plaines Civic Center.
ROLL CALL:

Roll Call indicated the following aldermen present: Koplos,
Szabo, Sullivan, Kehe, Ensign, Leer, Brannigan, Kisslinger,
Birchfield, Erbach, Sarlo, Meyer, Seitz, Ward.
Also present were: City Comptroller Blietz, City Treasurer Swanson,
Commissioner of Public Works Schwab, Health Director Branding, Police Chief
Alfano, Fire Chief Gedroic, Building Commissioner Trost, Director of Planning
and Zoning Richardson, City Engineer Bowen, Traffic Engineer Crowley,
Police Captain Clark, Environmental Officer Lindahl, and City Attorney Hug.

PLEDGE
MINUTES:
The meeting opened with prayer by Alderman Daniel Kisslinger,
followed by the Pledge of Allegiance to the flag.
Moved by Kehe, seconded by Sarlo, to approve the Minutes of
the Regular Meeting of the City Council held February 5, 1979,
as published. Motion declared carried.
City Council recessed into Executive Session from 8:10 P.M.
to 8:56 P.M. to discuss pending litigation.
BILLS PAYABLE Moved by Ward, seconded by Seitz, to adopt the following
resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED
TO MAKE PAYMENT FOR SAME: $451.881.79. Upon roll call, the
vote was:

BUDGET Moved by Ward, seconded by Seitz, to concur with the Finance
and Insurance Committee's recommendation to approve revisions
in the 1979 Budget prior to adoption by Council. Upon roll
call, the vote was:
AYES: - 6 - Sullivan, Ensign, Kisslinger, Birchfield, Seitz,
Ward.
NAYS: - 8 - Koplos, Szabo, Kehe, Leer, Brannigan, Erbach,
Sarlo, Meyer.

1300 E. Touhy Moved by Leer, seconded by Koplos, to adopt the recommendation
Metpath of the Building Control and Inspection Committee, to
approve requests from Metpath, 1300 E. Touhy Avenue, for a
six foot open chain link fence, mechanical joints on storm
water lines only, plastic pipe for acid waste, plastic pipe
for deionized and vacuum system, provided scheduled 80 PVC
be used. Motion declared carried.
ELEVATOR CODE Moved by Leer, seconded by Koplos, to adopt the recommendation
of the Building Control and Inspection Committee that the
City Attorney be authorized to revise the Elevator Ordinance
to include American National Standard Safety Institute codes,
(ANSI -4A17.1 Edition, 1978). Also that in all future
installations at least one elevator be adequate to accommodate
stretcher. Motion declared carried.
SIGN Moved by Leer, seconded by Koplos, to adopt the recommendation
Lee St. of the Building Control and Inspection Committee, that request
from Nick's LaContina Restaurant, 1062 Lee Street for pro-
jecting sign be Denied. Motion declared carried.

of the Police Committee to enter into agreement for Off
Street Traffic Enforcement with owners at 1507 Rand Road

Moved by Kehe, seconded by Sarlo, to adopt the recommendation
of the Police Committee that bids for Six, Full Size, Four -
Door, Eight -Cylinder Automobiles for the Police Department
be awarded to Ridge Motors, Des Plaines, Illinois in the
amount of $32,920., additional charges per car; $60 for electric
defroster, $23 for fifth tire, $10.50 for identical keys all
cars. Upon roll call, the vote was:

Brannigan, Kisslinger, Birchfield, Erbach, Sarlo,
Meyer, Seitz Ward, Mayor Volberding.

Moved by Kisslinger, seconded by Koplos, to adopt the
recommendation of the License and Inspection Committee
to grant request to Community Cab Company for rate increase
in taxicabs and authorize the City Attorney to draft the
necessary amendment to ordinance. For 7t o a milef''4'
or fraction thereof $.70; for each additonal 1/7th mile or
fraction thereof .10; for each one minute of waiting time
$7 per hour; for each additional passengover the age of
twelve years carried in such vehicle .2 ; Senior Citizen
fares to remain same and rates to destinationoutside limits
at 20% over meter remain same. Motion declared carried.
Moved by Szabo, seconded by Meyer, to adopt the recommendation
of the Municipal Development Committee to Deny request for
rezoning for property located at 1755 S. Elmhurst Road.
Motion declared carried.
Moved by Szabo, seconded by Koplos, to adopt the recommendation
of the Municipal Development Committee to approve Plat of
Hickey's Resubdivision, located at 210 Potter Road, and
authorize the Mayor and City Clerk to execute. Motion
declared carried.
Moved by Szabo, seconded by Brannigan, to adopt the recommenda-
tion of the Municipal Development Committee to approve Plat
of Nolan's Resubdivision, located at 610 and 626 S. Fourth
Avenue, and authorize the Mayor and City Clerk execute Plat.
Motion declared carried.
Moved by Szabo, seconded by Erbach, to adopt the recommendation
of the Municipal Development Committee, to approve Plat of
Longacres East Subdivision, (Boechenauer property), located
at Thacker Street on the north, Algonquin Road on the south,
and belt line railroad on west and Alfini Subdivision on the
east. Motion declared carried.
Moved by Szabo, seconded by Erbach, to adopt the recommendation
of the Municipal Development Committee to Deny request for
variation of property located at 2122 Elmira Avenue. Motion
declared carried.
Moved by Szabo, seconded by Koplos, to adopt the recommendation
of the Municipal Development Committee to concur with Zoning
Board of Appeals in Zoning Case 78-79-R, 1366 and 1368 Miner
Street, and authorize the City Attorney to draft the
ordinance. Motion declared carried.
Moved by Szabo, seconded by Leer, to adopt the recommendation
of the Municipal Development Committee, to Deny request for
rezoning for property located at 1184 Walnut Street. Motion
declared carried.

recommendation of the Municipal Development Committee
to approve Plat of Street Vacation in Weller Creek Sub-
division, subject to agreement of payment in amount of
$25,000., and authorize the City Attorney to draft
necessary agreement and ordinance. Motion declared carried.

recommendation of the Municipal Development Committee,
to approve request of Des Plaines Mall Corporation
granting extension date to June 1, 1979 for demolition
of buildings on Ellinwood Street, Stage I, Downtown
Redevelopment; authorize the City Attorney to draft
necessary ordinance. Motion declared carried. Alderman
Koplos abstained as,he.is stockholder in bank.
DOWNTOWN Moved by Szabo, seconded by Erbach, to adopt the
REDEVELOPMENT recommendation of the Municipal Development Committee,
to authorize Erickson and Stevens and Richard S. Beebe
and Associates to continue study of Stage II of
Downtown Redevelopment Transportation Center..for amount

recommendation of the, Buildings, Grounds and Parking Lots
Committee, to approve request to the Maine West Music
Boosters to display sign, approximately 3-1/2 feet by
30 or 35 feet on the west end of the Herbert H. Behrel
Parking Garage for their Spring Musical, March 15, 16, 17,
1979. Motion declared carried.
Moved by Erbach, seconded by Seitz, to adopt the
recommendation of the Buildings, Grounds and Parking Lots
Committee, to approve request form Northwest Municipal
Conference for use of the Herbert H. Behrel Parking Garage,
second floor level for First Annual garage sale on
May 19, 1979, providing proper insurance is obtained to
hold the City harmless for liabilities. Motion declared
carried.
Moved by Sarlo, seconded by Erbach, to reconsider motion
that contract to prepare design plans and specifications
for improvements of Algonquin Road Bridge be awarded
to Midwest Consulting Engineers, Inc., 2250 E. Devon Avenue,
Des Plaines, Illinois. (Addition to minutes of February 5,
1979), page two, paragraph six). Motion declared carried.

be awarded to Midwest Consulting Engineers, Inc., 2250 E.
Devon Avenue, Des Plaines, Illinois in the amount of

Fox Architects having to do with Civic Center construction
be referred to the Buildings, Grounds and Parking Lots
Committee and City Attorney Hug.
Referred to Streets and Traffic Committee was Alderman
Koplos's request for three hour parking from 10 a.m. to
4 p.m. on First and Rose Avenues between Thacker Street and
Prairie Avenue.

Sale at corner of Wolf Road and Wieboldt Drive for duration of seven
days, for their annual warehouse sale May 18 thru May 21, 1979.

DEVELOPMENT of the Health and Welfare Committee, that City of Des Plaines
not file Community Development Block Grant funds at this time.

referred to the Water and Sewer Committee.

Letter from Bacon/ Whipple & Company, Chicago, Illinois regarding
issuance of Tax Exempt Revenue Bonds for property located at
901 W. Oakton Street, was referred to the Finance and Insurance
Committee.
