01/15/1979141 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES,PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CIVIC CENTER, MONDAY, January 15, 1979 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Volberding at 8:00 P.M. in the Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Kehe, Ensign, Leer, Brannigan, Birchfield, Erbach, Kraves, Sarlo, Meyer, Seitz, Ward. Absent were Aldermen Szabo, Sullivan, and Kisslinger. Also present were: City Comptroller Blietz, Commissioner of Public Works Schwab, Supt. of Sewers Tiernan, Fire Chief Gedroic, Police Chief Alfano, Building Commissioner Trost, Traffic Engineer Crowley, Health Director Branding, Environmental Officer Lindahl and City Attorney Hug. SNOW ROUTE The meeting opened with prayer by Father Roger Wyse, Chaplain at Holy Family Hospital, followed by the Pledge of Allegiance to the flag. Moved by Sarlo, seconded by Seitz, to approve the Minutes of the regular meeting held January 2, 1979, as published. Motion declared carried. Moved by Ward, seconded by Sarlo, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: $262,857.27. Alderman Kisslinger arrived at this time Moved by Meyer, seconded by Leer, following unanimous consent to suspend the rules, to waive First Reading and place on passage Ordinance T-3-79, AN ORDINANCE AMENDING CHAPTER 5 OF TITLE X OF THE CITY CODE HAVING TO DO WITH PARKING BY ADDING THERETO NEW SECTIONS 10-5-21 AND 10-5-22 ESTABLISHING HANDICAPPED PARKING ZONE RESTRICTIONS AND HANDICAPPED PARKING EXEMPTIONS. Motion declared carried. Moved by Meyer, seconded by Brannigan, to adopt Ordinance T-3-79. Moved by Meyer, seconded by Sarlo, to adopt the recommenda- tion of Health and Welfare Committee to authorize Senior Citizen Coordinator Tapson to prepare the necessary application for necessary Federal Funding for the Senior Citizen Dental Clinic program. Motion declared carried. Moved by Sarlo, seconded by Kehe, to adopt the recommendation of Streets and Traffic Committee to authorize City Attorney to prepare necessary ordinance for three hour parking on both sides of Maple Street from the alley south of Oakton Street to Riverview, between the hours of 9 A.M. to 5 P.M. - Motion declared carried. Moved by Sarlo, seconded by Brannigan, to adopt the recom- mendation of Streets and Traffic that Kathleen Drive from Mt. Moved by Birchfield, seconded by Sarlo, to adopt Ordinance T-1-79, AN ORDINANCE AMENDING TITLE X OF THE CITY CODE HAVING TO DO WITH TRAFFIC BY ADDING A DEFINITION OF TRUCK TO SECTION 10-1-1 AND BY PROHIBITING THE SAME IN CERTAIN STREETS BY ADDING A SUBSECTION TO 10-8-16. Moved by Ensign, seconded by Leer, to adopt Ordinance M-2-79 AN ORDINANCE AMENDING SECTIONS 1-15-4 (B) 2 AND 1-15-12 OF THE CITY CODE HAVING TO DO WITH MANDATORY RETIREMENT BY INCREASING THE AGE TO SEVENTY YEARS. The request for sewer and water connection to the City of Des Plaines at 303 Touhy Avenue received from R. Donald Johnson, Architects and Engineers was referred to the City Engineer and Water and Sewer Committee. Placed on First Reading was Ordinance T-2-79, AN ORDINANCE AMENDING SECTION 10-5-4, SCHEDULE I OF THE CITY CODE HAVING TO DO WITH PROHIBITED PARKING BY ADDING THERETO CERTAIN STREETS AND DELETING OTHERS. Placed on First Reading was Ordinance T-4-79, AN ORDINANCE AMENDING SECTION 10-5-18 OF THE CITY CODE HAVING TO DO WITH SNOW ROUTES BY ADDING THERETO WEST SIDE OF LINDEN STREET FROM OAKTON STREET TO PROSPECT AVENUE AND EAST SIDE OF ARNOLD COURT FROM FLORIAN DRIVE TO DOROTHY DRIVE. Devon Moved by Erbach, seconded by Seitz, to adopt the Yearly Resolution having to do wity construction on State Highways with the Illinois Department of Transportation Motion declared carried. Mayor Volberding read the letter of resignation received from Alderman Robert M. Kraves, Sr., effective January 20, 1979. Moved by Erbach, seconded by Ensign that City Council accept the resignation of Alderman Robert M. Kraves, Sr. with regret and adopt a resolution commending him for his service to the City of Des Plaines. Motion declared carried. Moved by Sarlo, seconded by Ward, to concur with Mayor's reappointment of Mrs. Marge LaVine as the City's NORTRAN Trustee, term to expire in 1983. Motion declared carried. Moved by Koplos, seconded by Sarlo, that the City object to zone change recited in Docket #3251, property located on the southwest corner of Elm Dr. and Greenwood Avenue. Motion declared carried. Suggestion that parking on Dulles Road between Elmhurst Road and Beau Drive be allowed on only one side of street in the 600 to 700 block was referred to Streets and Traffic Committee. Lt. Schwiesow's suggestion having to do with stairwells from the second deck of the Municipal Parking Deck was referred to Building, Grounds and Parking Lots Committee. Ald. Kehe's request to study the problem of parking of RV and Commercial Vehicles on City Streets for prolonged periods of time was referred to Streets and Traffic Committee. Alderman Ensign requested that Ordinance B-1-79 having to do with Antenna Towers be referred to Building Control and Inspection Committee for report at the second meeting in February. Moved by Ensign, seconded by Brannigan, to refer Ordinance Z-1-79 having to do with height of Antenna Towers to the Zoning Board for Public Hearing. Upon roll call, the vote was: AYES: - 10 - Kehe, Ensign, Brannigan, Kisslinger, Birchfield, Erbach, Kraves, Seitz, Ward, Mayor Volberding NAYS: 4 - Koplos, Leer, Sarlo, Meyer ABSENT: 2 - Szabo, Sullivan Motion declared carried. Ald. Seitz's request that Princeton from Wolf Road to Radcliff be added to the Snow Routes was referred to Streets and Traffic Committee. Ald. Erbach's request for solution to parking problem in the 2200 block of Pine, Chestnut, Ash, and Spruce Streets (Mayor Volberding added Chestnut, Ash, and Spruce) was referred to Streets and Traffic Committee.
