12/04/19781 125 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CIVIC CENTER, MONDAY, December 4, 1978 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Volberding at 8 P.M. in the Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll call indicated the following aldermen present: Koplos, Szabo, Sullivan, Kehe, Ensign, Leer, Brannigan, Kisslinger, Birchfield, Erbach, Kraves, Sarlo, Meyer, Seitz, Abrams, Ward. Also present were: City Comptroller Blietz, Supt. of Streets Matula, City Treasurer Swanson, Fire Chief Gedroic, Police Chief Alfano, Building Commissioner Trost, Director of Zoning and Planning Richardson, City Engineer Bowen, and City Attorney Hug. PRAYER AND ? The meeting opened with Prayer by Rev. Robert C. Setmeyer PLEDGE of St. Martin's Episcopal Church, followed by the Pledge of Allegiance totheflag. ENVIRONMENTAL Mr. Richard li-t of the Environmental Commission presented AWARDS Certificates from the Metropolitan Sanitary District in connection with their Clean Water Program and Environmental Patches from the City of Des Plaines to the following Scout Troups for their participation in the Des Plaines River Clean Up Program: Girl Scout Troops 82, 115, 206, 244, 528, 556, 607, 624, 632, 645, 720, 749, 759, 733, and 919 Boy Scout Troops 6, 13, 114, 160. Thanks was expressed by Mr. °t to the Scouts and to the Mayor and City Council for their support of the program. Alderman Kraves thanked the Scouts on behalf of the City and Mr. Lindahl, Environmental Officer, who was unable to be at the meeting due to an injury received Sunday. MINUTES: Moved by Kehe, seconded by Sullivan, to approve the Minutes of the regular meeting held November 20, 1978, as published and corrected as follows: Add Aldermen Kehe to those indicated answering to roll call. BILLS PAYABLE Moved by Ward, seconded by Sarlo, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: $100,430.62. HANDICAPPED PARKING ZONE Moved by Sarlo, seconded by Brannigan, to adopt the recom- mendation of Streets and Traffic Committee to authorize the City Attorney to draft the necessary ordinance to provide for Handicapped Parking zone restrictions as requested by the Northwest Municipal Conference. Motion declared carried. Style and Design of Identification Cards was referred to Health and Welfare Committee. ZONING CASE Moved by Szabo, seconded by Meyer, to adopt the recommenda- 78-66-V tion of Municipal Development Committee to deny petition 1325 Lee St. for variation, Zoning Case 78-66-V, property located at 1325 Lee Street. Motion declared carried. ZONING CASE 78-46-R 666-4 678 Garland Place Moved by Szabo, seconded by Koplos, to adopt the recommenda- tion of Municipal Development Committee to concur with Zoning Board of Appeals in Case 78-46-R, to grant rezoning to M-2 property located at 666 and 678 Garland Place, with the provision that less than 100 gallons of volatile material will be stored within the building. Moved by Seitz, seconded by Ward, to amend Sections 1 and 2, the proposition, by deleting the word "full-time" preceding "responsibility of the Mayor and inserting the word "primary". Motion declared carried. Moved by Sullivan, seconded by Erbach, to amend the proposition to read as follows: "Shall the City of Des Plaines have one or more professionall trained administrators to manage the day-to-day business of the City at a total compensation not in excess of $60,000 per year and have the present compensation of the Mayor reduced to a compensation of $10,000 or less without use of automobile under the circumstances where the primary responsibility of the Mayor will be setting policy and political goals of the City". Moved by Kisslinger, seconded by Brannigan, to adopt Ordinance M-43-78, AN ORDINANCE AMENDING CHAPTER 34 OF TITLE V OF THE CITY CODE HAVING TO DO WITH INTOXICATING LIQUORS BY INCREASING CERTAIN FEES AND ESTABLISHING A NEW CLASS OF LICENSE. Moved by Kisslinger, seconded by Koplos, to amend Ordinance M-43-78, Section 5, by adding the following sentences:" A Class C license shall authorize the sale of alcoholic liquor for consumption on the premises where sold as well as the restricted sale of alcoholic liquor r not for consumption on the premises where sold. It shall be unlawful to display, advertise or promote the sale of alcoholic liquor not for consumption on the premises where sold but such sale shall be permitted only as incidental to the sale of alcoholic liquor for consumption on the premises where sold."
