MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CIVIC CENTER, MONDAY, September 20, 1978 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Volberding at 8:00 P.M. in the Council Chanters, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Szabo, Kehe, Ensign, Leer, Brannigan, Kraves, Sarlo, Meyer, Seitz, Abrams. Absent were Aldermen Sullivan, Kisslinger, Birchfield, Erbach, Ward. Also present were City Treasurer Swanson, Superintendent of Water and Sewer Tiernan, City Comptroller Blietz, City Attorney Hug, City Engineer Bowen, Director of Zoning and Planning Richardson, Building Inspector McKoveck, Fire Chief Gedroic, Lt. Schwiesow, Environmental Officer Lindahl, and Traffic Engineer Crowley. PRAYER AND The meeting opened with prayer by Pastor Lloyd Wolters of PLEDGE First Christian Reformed Church, followed by the Pledge of Allegiance to the flag. MINUTES: Moved by Sarlo, seconded by Kehe, to approve the Minutes of the regular meeting held September 5, 1978, as published. Motion declared carried. BILLS Moved by Seitz, seconded by Leer, to adopt the following PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $431,131.48. Upon roll call, the vote was: AYES: - 12 - Koplos, Szabo, Kehe, Ensign, Leer, Brannigan, Kraves, Sarlo, Meyer, Seitz, Abrams, Mayor Volberding NAYS: 0 - None ABSENT: 5 - Sullivan, Kisslinger, Birchfield, Erbach, Ward Motion declared carried. DAWN Moved by Szabo, seconded by Meyer, to adopt the recommendation SUBDIVISION of Municipal Development Committee to approve Plat of Ballard & Dawn Subdivision, located at Ballard and Bellaire Avenue. Bellaire Motion declared carried. Alderman Koplos abstained from voting as his Mother is part owner of the property. Alderman Abrams abstained from voting as he is legal counsel to Alderman Koplos's Mother. Alderman Sullivan arrived at this time ZONING CASE Moved by Szabo, seconded by Meyer, to adopt the recommenda- 78-52-R tion of Municipal Development Committee to concur with 1682 Rand Rd Zoning Board of Appeals in Case 78-52-R, 1682 Rand Road and authorize City Attorney to prepare necessary ordinance for further consideration by the Council. Motion declared carried. ZONING CASE Moved by Szabo, seconded by Koplos, to adopt the recommenda- 78-55-R tion of Municipal Development Committee to concur with 1700 Rand Rd. Zoning Board of Appeals in Case 78-55-R, 1700 Rand Road, and authorize City Attorney to draft necessary ordinance for further consideration by the Council. Motion declared carried. Alderman Sarlo voted No. JOHNSON'S RESUBDIVISION 510 E. Oakton MORTGAGE LOAN PROGRAM Moved by Szabo, seconded by Ensign, to adopt the recommenda- tion of Municipal Development Committee to approve Plat of Johnson's Resubdivision located at 510 E. Oakton Street. Motion declared carried. Moved by Szabo, seconded by Koplos, to adopt the recommenda- tion of Municipal Development Committee to authorize City Attorney and Director of Zoning and Planning Richardson to study further the possibility of a Mortgage Loan Program similar to City of Chicago, Motion declared carried, G��G 9/18/78 99. Page Two POLICE Moved by Kehe, seconded by Sarlo, to adopt the recommendation DEPT. of Police Committee to award the bid for one four door AUTO automobile for the Police Department to First Ford, Inc. in the amount of $5,414.45 net (no trade-in). POLICE DEPT Moved by Kehe, seconded by Sarlo, to adopt the recommendation MOTORCYCLES of Police Committee to award the bid for two 2 -wheeled motorcycles to Illinois Kawasaki in the amount of $7,000.00. OFF-STREET Moved by Kehe, seconded by Sarlo, to adopt the recommendation. TRAFFIC of Police Committee to enter into an agreement with owners ENFORCEMENT of property located at 1400 E. Touhy Avenue for off-street 1400 E. Touhy traffic enforcement. FLOODING Alderman Szabo returned to the meeting at this time. City Engineer and Commissioner of Public Works were requested by Ald. Abrams to recommend to the Water and Sewer Committee of the City Council possible solutions to the flooding problems in the area of Debra and Beau Drive and Sixth Ward of the City. Mayor was requested to contact Rep. Williams re progress on the Higgins -Willow Creek project. PARKItG Ald. Koplos submitted a letter from resident at 485 Alles 111 Brown & Alles re parking problem at Alles and Brown. Said letter was referred to Traffic Commission and Streets and Traffic Committee 1 ORDINANCE Moved by Abrams, seconded by Sarlo, to waive First Reading T-19-78 and place on passage Ordinance T-19-78, AN ORDINANCE Debra & AMENDING SECTION 10-7-4 OF THE CITY CODE HAVING TO DO WITH Marshall YIELDING RIGHT OF WAY BY REQUIRING DEBRA DRIVE TO YIELD TO TRAFFIC ON MARSHALL DRIVE. Motion declared carried. Moved by Abrams, seconded by Sarlo, to pass Ordinance T-19-78. RESOLUTION RESPECT FOR Moved by Meyer, seconded by Abrams, to adopt the following LIFE resolution: WHEREAS, Respect for Life is the core of modern civilization and is the foundation upon which an orderly society is built; and WHEREAS, the Respect for Life Program originated as a national week of prayer and study focusing on the sanctity of all human life and recognizing that each human being after being called into existence has a right to life, liberty and the pursuit of happiness; and WHEREAS, it has been a long standing policy of the State of Illinois, before the United States Supreme Court decision of January 22, 1973, to protect the life of the unborn; and WHEREAS, The Illinois Right to Life Committee, the Illinois Federation for Right to Life, the Illinois Citizens Concerned for Life and many other organizations, as well as members of the Catholic, Protestant and Jewish faiths recognize the sanctity of life; and 9/18/78 Page Four 101. WHEREAS, It is desired that the week of October 1 through October 7 be designated as "Respect for Life Week" for the purpose of assuring a collective appreciation and mobilization of the efforts of social forces in support of human life and dignity; therefore, be it RESOLVED, BY THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, that we request the Mayor of the City of Des Plaines to proclaim the week of October 1 through October 7, 1978, as "Respect Life Week" in Des Plaines, Illinois, and call upon all people during this period to prayerfully consider the sanctity of all human life whose procreation we are entrusted with by Divine Providence and to consider what our responsibility is to the unborn children; and be it further RESOLVED, that a suitable copy of this preamble and resolution be presented to the Honorable James R. Letter from Holmes and Fox, Architects, regarding statements for services provided in connection with the Second Floor Addition to the City Hall Building was referred to Public Buildings, Grounds and Parking Lots Committee. Moved by Ensign, seconded by Leer, to authorize City Clerk to advertise for bids for the purchase of 125 trees for fall planting, bid date to be set by Beautification Commission. Moved by Sullivan, seconded by Kraves, to refer Ordinance M-34-78 to the City Code and Judiciary Committee. Alderman Koplos assumed the chair. Mayor Volberding stated that he does not think that the City Council Committee system should have been aborted and would welcome the issue being placed on the ballot, but objects to the manner in which it has been presented. Following debate, Mayor Volberding assumed the chair. It was then moved by Sullivan, seconded by Kraves, to postpone indefinitely the motion to waive First Reading and place on passage Ordinance M-34-78. Upon roll call, the vote was: AYES: - 3 - Sullivan, Brannigan, Kraves NAYS: 9 - Koplos, Szabo, Kehe, Ensign, Leer, Sarlo, Meyer, Seitz, Abrams ABSENT: 4 - Kisslinger, Birchfield, Erbach, Ward Motion to postpone indefinitely declared lost.
