MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD IN
THE COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, August 7, 1978
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Volberding
at 8:00 P.M. in the Council Chambers, Des Plaines Civic Center.
ROLL CALL:
Roll Call indicated the following Aldermen present:
Koplos, Szabo, Sullivan, Kehe, Ensign, Leer, Brannigan,
Kisslinger, Birchfield, Erbach, Kraves, Sarlo, Meyer, Seitz
Absent were Aldermen Abrams and Ward.
Also present were: Director of Zoning and Planning Richardson, City Engineer
Bowen, Building Commissioner Trost, Fire Chief Gedroic, Police Chief Alfano,
Assistant Comptroller Placko, Commissioner of Public Works Schwab,
Health Director Branding, Environmental Officer Lindahl, Superintendent of
Streets Matula, Superintendent of Water and Sewer Tiernan, Hubert Thorne,
and City Attorney Hug.
PRAYER AND The meeting opened with prayer by Father Farrell of St. Mary's
PLEDGE Church, followed by the Pledge of Allegiance to the flag.

Moved by Kehe, seconded by Erbach, to approve the Minutes of
the meeting held July 17, 1978, as published. Motion declared
carried.
BILLS PAYABLE Moved by Seitz, seconded by Sarlo, to adopt the following
resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED
TO MAKE PAYMENT FOR SAME: Total, $362,211.78.

PARKING With permission of the City Council, Father Farrell, pastor
DOWNTOWN of St. Mary's Church addressed the City Council urging that
parking restrictions on Pearson Street, west side in front
of St. Mary's Church, remain "as is" to protect the safety
of school children.
Moved by Koplos, seconded by Sullivan, that the Mayor be
directed to direct the Commissioner of Public Works to stop
the installation of parking meters in areas recited in Ordinance
T-6-78. Motion withdrawn
ORDINANCE Moved by Kraves, seconded by Kehe, to reconsider the motion
T-6-78 to adopt Ordinance T-6-78. Motion declared carried. Moved
Parking Meters by Ensign, seconded by Sarlo to refer the Ordinance to
Finance and Insurance, Municipal Development and Public
Buildings and Grounds and Parking Lots Committees. Motion
declared carried.
Mayor Volberding named Alderman Szabo the chairman of the
combined committees mentioned above.

of Streets and Traffic Committee to advertise for bids for
the Church Street Bridge over Farmers Creek, returnable
at 3 P.M. August 30, 1978. Motion declared carried.

of Streets and Traffic Committee to authorize City Attorney
to prepare necessary ordinance for stop signs - traffic on
Windy Point Drive to stop for Wolf Road and traffic on Morgan
O'Brien Drive to stop for traffic on Mt. Prospect Road.

of Streets and Traffic Committee to erect "Right In Only" and
"Right Out Only" signs in the alley behind the Des Plaines
Bank at Oakton and Lee Streets. Motion declared carried.
Moved by Sarlo, seconded by Meyer, to adopt the recommendation
of Streets and Traffic Committee to grant a variation to
permit the driveway approach at 241 Diamond Head Drive
to be eighteen feet, upon payment of necessary permit fees.

mendation of Streets and Traffic Committee to authorize City
Attorney to prepare ordinance for three-way stop signs at
the intersection of Koehler Drive and Howard Street.

tion of Streets and Traffic Committee to authorize City
Attorney to draft ordinance to install "No Parking" signs
adjacent to High Ridge Park on the east side of Beau Drive.

Moved by Sarlo, seconded by Kraves, to adopt the recommendation
of Streets and Traffic Committee to authorize the City Attorney
to draft the ordinance to provide for alternate parking on
Millers Road from Mt. Prospect Road to Elmhurst, Road.

Moved by Kehe, seconded by Sarlo, to adopt the recommendation
of Police Committee to award the bid for one 1979 F250 Cab
Chassis to Stacey Ford, in the amount of $8,147.69 and
the installation of the body to General Body in the amount
of $5,685.00. Upon roll call, the vote was:

of Police Committee to enter into an agreement with owner
of property at 835 Pearson Street for off-street traffic
enforcement in the east and north end of the parking area.
Motion declared carried.
Moved by Koplos, seconded by Sarlo, to adopt the recommendation
of Water and Sewer Committee to advertise for bids for the
Proposed Watermain Improvements, 1978 Contract I, per
City Engineer specifications, to be returned at 3 P.M.
on August 30, 1978. Motion declared carried.
Moved by Koplos, seconded by Sarlo, to adopt the recommendation
of Water and Sewer Committee to advertise for bids for the
painting of two elevated water storage tanks located at
Miner and Garland and Mannheim and Howard, per specifications
prepared by City Engineer,. returnable August 30, 1978 at 3 P.M.

Moved by Koplos, seconded by Sarlo, to adopt the recommendation
of Water and Sewer Committee to adopt a resolution calling
upon Chicago to join other municipalities in the NIPC area
in a major and vital effort to conserve water by requiring
the metering of all residential water users. Motion declared
carried.
Moved by Koplos, seconded by Meyer, to adopt the recommendation
of Water and Sewer Committee that MS Specialized Services,
Inc. be authorized to spray paint the Holy Family Elevated
Water Storage Tank, at the rate of $22.00 per hour, not to

debris at the Public Works Garage, at the rate of $3.75 per
bubic yard, waiving the usual bid procedures. Upon roll

of Public Buildings, Grounds and Parking Lots Committee
to ratify the action of Mayor Volberding in extending the
lease agreement with Chicago and Northwestern Railroad
to August 7, 1978. Motion declared carried.

mendation of Public Buildings, Grounds and Parking Lots
Committee to extend the Parking Lot Lease Agreement with
Chicago and Northwestern Railroad to midnight, August 19, 1978

of Building Control and Inspection Committee to grant
Frank Stape Builders request for a sign at the corner of
Rand and Wolf Roads for Windy Point Subdivision. Motion

Moved by Szabo, seconded by Meyer, to adopt the recommendation
of Municipal Development Committee to concur with Plan
Commission in Case 1-78-V to grant variation from the
Flood Plain Ordinance, at Bellaire and Ballard, City Attorney
to draft ordinance for further consideration. Motion
declared carried. Alderman Koplos abstained from voting
as his Mother is a part owner of the property.
Moved by Szabo, seconded by Erbach, to adopt the recommendation
of Municipal Development Committee to concur with Zoning Board
of Appeals in Case 78-47-V, property located at 2337 Douglas
Avenue, City Attorney to draft ordinance. Motion declared
carried.

RESUBDIVISION recommendation of Municipal Development Committee to approve
1015-21 North Plat of Barrons Resubdivision, located at 1015-21 North Avenue.
Alderman Meyer submitted a minority report stating he did
not believe this is a proper subdivision and could be
precedent setting. Upon roll call, the vote was:

Committee.
Application of Ovanes Ltd., 1011 E. Touhy Avenue for a Class
A liquor license was referred to License and Inspection
Committee.
Request for relief from the requirements of the City's
Subdivision Ordinance received from Attorney John Tzamalis
was referred to Municipal Development Committee.
Clerk notified the City Council that bids for 9 squad cars
and one 4 -door sedan would be received August 23rd and August
18th respectively.
City Clerk's letter regarding the possible acquisition of
parcels of land located south of Ellinwood and River Road,
immediately east of River Road and west of Des Plaines
River were referred to Public Buildings, Grounds and Parking
Lots committee.

Volberding's reapplintment of William J. Muehlenbeck to the
Architectural Commission, term to expire August 5, 1979.
