MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD IN
THE COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, July 17, 1978
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H.
Volberding at 8:05 P.M. in the Council Chambers, Des Plaines
Civic Center.
ROLL CALL:
Roll Call indicated the following Aldermen present:
Koplos, Szabo, Ensign, Leer, Brannigan, Kisslinger,
Birchfield, Erbach, Kraves, Sarlo, Seitz, Abrams,
Ward. Alderman Meyer arrived following Pledge of
Allegiance to the Flag. Absent were Aldermen Sullivan
and Kehe.
Also present were: City Treasurer Swanson, Assistant City Engineer Perl,
Zoning and Planning Administrator Richardson, Building Commissioner Trost,
Fire Chief Gedroic, Police Chief Alfano, Health Director Branding,
City Comptroller Blietz, Environmental Officer Lindahl, Commissioner of
Public Works Schwab, Traffic Engineer Crowley, and City Attorney Hug.

MINUTES:
The meeting opened with prayer by Rev. Jackson of United
Church of Christ, followed by the Pledge of Allegiance to
the flag.
Moved by Erbach, seconded by Sarlo, to approve the Minutes
of the regular meeting held July 3, 1978, as published.
Motion declared carried.
BILLS PAYABLE Moved by Ward, seconded by Seitz, to adopt the following
resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY
AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $134,113.72.

to Sondag Chevrolet in the amount of $14,224.00. Upon
roll call, the vote was:

defending allegations made by the C.C.P.A. Upon roll call,

participate in the Northwest Municipal Conference study
of Self -Insurance Group Medical as proposed by R. N.
Blomquist and Co., in the amount of $1800 (City's share).

tion of Fire and Civil Defense Committee to delete the
Life Pak's from the Radio Maintenance contract,
effective July 1, 1978, per agreement with Metrocom
Service and enter into a contract with Physio -Control
Corporation for the maintenance of Fire Department Life -
Pak units at a yearly cost of $1,058.00. Upon roll call,

of Municipal Development Committee to approve Plat of
McKay-Nealis 10th Addition to Des Plaines Subidivision
located at Forest and Center Streets. Motion declared

Moved by Szabo, seconded by Ensign, to adopt the recommenda-
tion of Municipal Development Committee to approve Plat of
McKone's Resubdivision, located at Forest and Wedgewood
Avenues. Motion declared carried.
Moved by Szabo, seconded by Erbach, to adopt the recommenda-
tion of Municipal Development Committee to concur with
Zoning Board of Appeals in Case 78-35-V, granting variation
from parking requirements to allow 6 stalls for compact
cars and a fence instead of planting area as well as
encroachment of traffic circle, City Attorney to draft
ordinance. Motion declared carried. Aldermen Sarlo, Meyer
and Seitz voted No. (Previous to vote having been taken
Alderman Meyer made a minority report urging a No vote,
as he believed this could be a dangerous precedence setting.)
Moved by Szabo, seconded by Birchfield, to adopt the recom-
mendation of Municipal Development Committee to authorize
City Attorney to prepare petition to Zoning Board of
Appeals for text amendment to require two parking spaces
per unit, 50% standard cars and 50% compact cars, in the
R-5 District. Motion declared carried.

Moved by Szabo, seconded by Erbach, to adopt the recommenda-
tion of Municipal Development Committee to provide no -fee
parking in the Central Business District as outlined by
Director of Zoning and Planning Richardson for a three-
month trial period from August 15th to November 15th.
Moved by Koplos, seconded by Brannigan, to amend the motion
to delete from the plan the proposed installation of parking
meters on Pearson Street, from Thacker to Prairie Avenue.
Upon roll call on the motion to amend, the vote was:

of Police Committee that the City enter into Off -Street
Traffic Enforcement Agreements with owners of lots at
555 Wilson Lane and 1717 Rand Road. Motion declared carried.
Moved by Leer, seconded by Brannigan, to adopt the recommenda-
tion of Building Control and Inspection Committee to grant
sign variation for 148 sq. ft. sign to Union Oil Company
at 12 W. Oakton Street. Motion declared carried.
Moved by Leer, seconded by Koplos, to adopt the recommendation
of Building Control and Inspection Committee to authorize
City Attorney to draft ordinance using Village of Niles
ordinance as a guide for a simplified method of Building
Code enforcement. Motion declared carried.
Moved by Birchfield, seconded by Ensign, to adopt the
recommendation of Beautification and Forestry Committee
to authorize purchase of 250 Beautification Certification
Awards to be used by the Beautification Commission, at a
cost of $75. Upon roll call, the vote was:

adopt a resolution releasing Alliance Savings and Loan
Association from liability in releasing the escrow deposit
of $12,200 held to insure costs of paving the streets
within Szywala Subdivision. Upon roll call, the vote was:

Moved by Abrams, seconded by Meyer, to adopt the recommenda-
tion of City Code and Judiciary Committee that the current
policy having to do with residency requirements for City
employees not be changed, as a condition to employment
with the City. Motion declared carried.
Moved by Abrams, seconded by Kisslinger, to adopt the recom-
mendation of City Code and Judiciary Committee that the
City's ordinance relating to sale of beer and wine to
persons between the ages of 19 and 21 be amended to prohibit
the sale thereof to persons between the ages of 19 and 21
by Class B license holders (package goods stores), City
Attorney to draft necessary amendment. Motion declared /I

Letter from the Plan Commission re Case 1-78, Variance to
the Flood Plain Ordinance for Dawn Subdivision at the
northeast corner of Bellaire and Ballard was referred to
the Municipal Development Committee.
Petitions from residents requesting trees in the median
strip of Thacker Street between Northwestern tracks and
Wolf Road was referred to the Beautification and Forestry
Committee. Mayor stated he requested permission from the
Cook County Highway Department to Plant trees as requgsted.
Letter from Diversey Chemicals regarding the improvement
of Mt. Prospect Road was referred to Streets and Traffic
Committee.
Moved by Leer, seconded by Erbach, to adopt Resolution
R-13-78, authorizing Mayor and City Clerk to sign the
Northwest Municipal Conference Agreement for Intergovern-
mental Public Health Service Agreement. Motion declared

resolution of City of Elgin relating to efforts to conserve
water was referred to Water and Sewer Committee.
Moved by Meyer, seconded by Seitz, to concur with Mayor
Volberding's appointment of Mr. Nick Chiropolos, 156
North Third Street, to the Beautification Commission,
term to expire August 7, 1982. Motion declared carried.
Letter from Richard Arthur regarding Civil Defense
Directorship and consultant to Civil Defense Director
was referred to Fire and Civil Defense Committee.
