MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD IN
THE COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, July 3, 1978
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H.
Volberding at 8:10 P.M. in the Council Chambers, Des
Plaines Civic Center.
ROLL CALL:
Roll Call indicated the following Aldermen present:
Koplos, Szabo, Kehe, Ensign, Leer, Brannigan, Kisslinger,
Birchfield, Erbach, Kraves, Sarlo, Seitz, Ward. Absent
was Aldermen Sullivan, Meyer, Abrams.
Also present were: Assistant City Engineer Perl, Zoning and Planning
Administrator Richardson, Building Commissioner Trost, Fire Chief Gedroic,
Police Chief Alfano, Health Director Branding, Comptroller Blietz,
Environmental Officer Lindahl and City Attorney Hug.
PRAYER AND The meeting opened with prayer by Rev. K. Wobbe, Pastor
PLEDGE of the United Church of Christ, followed by the Pledge
of Allegiance to the flag.
MINUTES:
Moved by Erbach, seconded by Kehe, to approve the
Minutes of the regular meeting held June 19, 1978, as
published. Correction: add Building Commissioner Trost
as being present. Motion to approve with correction
declared carried.
BILLS PAYABLE: Moved by Ward, seconded by Seitz, to adopt the following
resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHOR
IZED TO MAKE PAYMENT FOR SAME: Total 208,873.74.
Upon roll call, the vote was:

CHICAGO AND Moved by Ward, seconded by Seitz, to adopt the recommenda-

LEASE AGREE- termination date of July 7, 1978 to July 31, 1978 of the
MENT lease agreement with the Chicago and Northwestern
Transportation Company covering the operation of commuter
lots at Cumberland and Des Plaines railroad stations.

PUBLIC WORKS Moved by Ward, seconded by Seitz, to adopt the recommenda-

IMPLEMENTATION services of Norb Slowikowski and Associates to assist in
the implementation plan for Improving Supervisory
Effectiveness and Overall Operational Efficiency of
the Public Works Department, at cost of $10,800. Upon
roll call, the vote was:

CIVIC CENTER The matter of possible litigations in connection with
CITY HALL certain incomplete and inadequate construction of the
BUILDING Des Plaines Civic Center, City Hall Building involving
Fredrick Quinn Construction Company and Holmes and Fox
Architects, was referred to the City Code and Judiciary
Committee.
1978 MFT Moved by Sarlo, seconded by Birchfield, to adopt the
MAINTENANCE recommendation of the Streets and Traffic Committee, to
RESURFACING award the contract for the 1978 MFT Maintenance and
Resurfacing to the low bidder, Arrow Road Construction
Company in the amount of $247,269.45 and to return the
bid checks/bonds to the unsuccessful bidders.

Moved by Sarlo, seconded by Seitz, to adopt the recommenda-
tion of the Streets and Traffic Committee, to authorize
the City Attorney to draft the necessary ordinance for
four-way stop signs at the intersection of Amherst Avenue
and Princeton Street. Motion declared carried.
Alderman Erbach's request for three-way stop signs at
the,intersection of Koehler Drive and Howard Street,
was referred to the Traffic Commission and Streets
and Traffic Committee.
LIQUOR Moved by Kisslinger, seconded by Koplos, to adopt the
LICENSE recommendation of the License and Inspection Committee
to Grant the Class H liquor license to the new owners
of Shakey's Pizza, Des Plaines Pizza, Inc. Motion declared
carried.
LIVERY LICENSE Moved by Kisslinger, seconded by Koplos, to adopt the
recommendation of the License and Inspection Committee,
to Deny application of Mr. Richard F. Jaral for livery
license; however that operators of such vehicles be
permitted to operate within the City without further
licensing by the City. Motion declared carried.
CLASS A Moved by Kissliner, seconded by Koplos, to adopt the
LIQUOR LICENSES recommendation of the License and Inspection Committee,
to authorize the City Attorney to draft the necessary
ordinances to preclude the display, advertisement
and active promotion for sale of alcohol for off-site
consumption upon the premises of Class A Liquor License
holders and to continue the moratorium on the issuance
of building permits or renovations of premises of
Class A liquor license holders until following action
upon the above ordinance by the City Council. Motion
declared carried.
HISTORICAL Moved by Erbach, seconded by.Birchfield, to adopt the
SOCIETY recommendation of the Public Buildings, Grounds and
FLEA MARKET Parking Lots Committee, to approve the request of the
HHB PARKING Historical Society to use the Herbert H. Behrel Parking
PLAZA Plaza for their annual flea market on September 10, 1978.
Motion declared carried.
TELEPHONE BOOTH Moved by Erbach, seconded by Kisslinger, to adopt the
recommendation of Public Buildings, Grounds and Parking
Lots Committee, to authorize the Mayor to grant permission
to Central Telephone Company to install an outdoor tele-
phone booth, subject to approval of location by the
Engineering Department, consistent with the layout of the
parking lot near the Civic Center. Motion declared carried.

recommendation of the Public Buildings, Grounds and
Parking Lots Committee, to authorize the purchase of
200 meter kits at a cost of $71.00 each, total $14,200
from Duncan Industries, waiving the usual bid procedures.

recommendation of the Municipal Development, Finance
and Insurance, and Public Buildings, Grounds and Parking
Lots Committees, to authorize that the City Attorney
draft the necessary ordinance on parking lot taxation,
similar to Chicago's ordinance for further review by
the joint committees. Motion declared carried.
Moved by Kehe, seconded by Erbach, to adopt the recommenda-
tion of the Police Committee to enter into agreements with
owners of the following locations for Off -Street Traffic
Enforcement: 1702 Mill Street, 784 Fifth Court, 910,
920, 930, 940, 950 and 960 Beau Drive. Upon roll call,
the vote was:

recommendation of the Municipal Development Committee,
to concur with Zoning Board of Appeals in Case 78 -37 -SU,
property located at 10 W. Oakton Street, and authorize
the City Attorney to draft the necessary ordinance.

recommendation of the Municipal Development Committee,
to concur with the Zoning Board of Appeais in Case. 78 -34 -SU,
property located at 513 Des Plaines Avenue, and authorize
the City Attorney to draft the necessary ordinance.

recommendation of the Municipal Development Committee,
to concur with the Zoning Board of Appeals in Case 78-36-V,
property located at 1745-55 Rand Road, and authorize the
City Attorney to draft the necessary ordinance.

from the Table the motion to adopt Ordinance M-19-78,
AN ORDINANCE AMENDING SCHEDULES III AND V OF SECTION
1-15-4(A) OF THE CITY CODE, HAVING TO DO WITH POSITION
COMPENSATION PLAN BY INCREASING MINIMUM, MID -POINT,
AND MAXIMUM FOR CERTAIN SALARY RANGES.

T-8-78 Reading of Ordinance T-8-78, AN ORDINANCE AMENDING
SECTION 10-5-4, SCHEDULE I OF THE CITY CODE HAVING TO
DO WITH PROHIBITED PARKING BY ADDING THERETO NO PARKING
ALONG THE CUL-DE-SAC ON THE EAST END OF MILL STREET.
