MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CIVIC CENTER, MONDAY, April 3, 1978 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Volberding at 8:00 P.M. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Szabo, Sullivan, Kehe, Leer, Kisslinger, Erbach, Kraves, Sarlo, Meyer, Seitz, Abrams, Ward. Absent was Alderman Ensign, Brannigan, and Birchfield Also present were: City Treasurer Swanson, City Comptroller Blietz, Commissioner of Public Works Schwab, City Engineer Bowen, Director of Zoning and Planning Richardson, Building Inspector McKoveck, Deputy Fire Chief Clark, Police Chief Hintz, Health Director Branding, Environmental Officer Lindahl, and City Attorney Hug. PRAYER & The meeting opened with Prayer by Rev. Kenneth Wobbe, PLEDGE paster of Christ Church, followed by the Pledge of Allegiance to the flag. MINUTES: Correction: Page Five, Paragraph 7, first line, change "seconded by Clark" to "seconded by Kraves". Moved by Seitz, seconded by Sarlo, to approve the Minutes as published and corrected. NORTRAN Moved by Ward, seconded by Seitz, to adopt the recommendation ALLOCATION of Finance and Insurance Committee to allocate $8,610 to NORTRAN from Motor Fuel Tax Funds, City Attorney to draft necessary ordinance and MFT resolution. Moved by Szabo, seconded by Meyer, to adopt the recommenda- tion of Municipal Development Committee to concur with Zoning Board of Appeals in Case 78 -10 -SU, property located at 855 E. Touhy Avenue and authorize City Attorney to prepare necessary ordinance for further consideration. Motion declared carried. Alderman Brannigan arrived at the meeting at this time. Moved by Szabo, seconded by Meyer, to adopt the recommenda- tion of the majority of the Municipal Development Committee to concur with Zoning Board of Appeals to deny petition for variation, Case 78-11-V, property located at 1958 Illinois Street. Alderman Erbach made a minority report stating that he has received an overwhelming response from immediate neighbors in the area in favor of granting the variation. Following discussion, motion declared carried. Aldermen Erbach and Sullivan voted No. Moved by Szabo, seconded by Meyer, to adopt the recommenda- tion of the majority of the Municipal Development Committee to concur with Zoning Board of Appeals in Case 78 -4 -SU, property located at 2655 Mannheim Road, City Attorney to draft necessary ordinance for further consideration by the City Council. Alderman Erbach made a minority report expressing concern that an additional restaurant will exist along Mannheim Road and ingress and egress of traffic particularly during rush hours may create traffic problems. Moved by Szabo, seconded by Brannigan, that the City Council issue a moratorium on demolition permit for the Socrates Rand Mill building located at the northeast corner of Miner Street and River Road, for a period of two weeks until the next meeting to allow for the Historical Landmark Commission to consider to hold a hearing and file the necessary application for rezoning of subject property to Historical Landmark District. Mrs. Sue D'Hondt by unanimous consent addressed the. City Council advising that a number of interested citizens in saving the Rand Mill will be meeting Wednesday evening and that a two- week moratorium will allow this group time to contact the property owner expressing their interest and desire to save the Rand Mill for historical purposes. Following discussion, motion declared carried. City Clerk notified Council that bids for five trucks would be received at 3 P.M. on April 17, 1978. Liquid Code GRACELAND Alderman Leer's request for study and recommendations AVENUE for improvement of traffic flow on Graceland Avenue, Traffic south of Oakwood, particularly as it flows over the railroad tracks and makes the turn was referred to the Traffic Commission and Streets and Traffic Committee. SKATEBOARDING The letter from The Paper Mill re the prohibiting of on Sidewalks skateboarding on sidewalks or other public ways, particularly in the Ellinwood-Center Street area was referred to City Code and Judiciary Committee. EMPLOYEE Alderman Erbach's request that the matters previously RELATIONS discussed by the Special Employee Relations Committee, become the matter of a permanent committee and that a restructuring of present City Council committees to accomplish the above was referred to the City Code and Judiciary Committee.
