01/18/1978 Public HearingMINUTES OF THE PUBLIC HEARING HELD ON THE PROPOSED 1978 BUDGET AND APPROPRIATION ORDINANCE OF THE CITY OF DES PLAINES BY THE FINANCE COMMITTEE ON Wednesday, January 18, 1978. The Public Hearing on the proposed 1978 Budget and Appropriation Ordinance of the City of Des Plaines was called to order by Finance and Insurance Committee Chairman, Alderman Richard Ward at 8:30 P.M. Alderman Ward read the legal notice published in the Daily Herald on January 7, 1978, announcing the hearing. Present at the hearing were Aldermen Sullivan, Birchfield, Brannigan, Sarlo, Meyer, and Ward. Also present were Mayor Herbert H. Volberding, Sr. City Comptroller Blietz, Commissioner of Public Works Schwab, and City Clerk Eleanor Rohrbach. The public hearing was attended by 8 persons from the general public. Alderman Ward reviewed the various increases in the budget and the areas of increase in various funds reflected in the tax levy ordinance. He also explained the use of Revenue Sharing funds from 1974 to 1978 and showed graphs of budget increases from 1964 to date. Those who addressed the City Council Finance and Insurance Committee were as follows: Mr. Joseph Botte stated that he came prepared to dispute the budget but finds that it was presented already balanced and essentially the same as last year. He questioned the city's policy on short- term contingency funds as to whether or not they were drawing interest to which Mr. Blietz replied that in 1976 $105,000 was earned from interest on reserve accounts and other interest earned was $230,000. He further stated that he did not want to reduce services and believes the City is run as efficiently as possible. Ms. Kathy Luckritz, representing the League of Women Voters encouraged the City Counci1'to apply for Community Development Block Grant funds for use in assisting the low and moderate income housing occupants in the City, as well as developing a Des Plaines River -front park. She further expressed concern that Federal Revenue Sharing Funds should not be used for re -occurring expenses but rather for support to agencies such as the Salvation Army who presented a request.
