MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, MARCH 7, 1983 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor John E. Seitz at 8:07 P.M., in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following aldermen present: Muehlenbeck, Kolinski, Dwiel, Martin, Wetter, Prellberg, Kisslinger, Adams, Erbach, Tomaszewski, Dini, Chiropolos, Ward, Egan. Alderman Kehe was absent. Also present were: City Treasurer Swanson, City Comptroller Blietz, Commissioner of Public Works Matula, Police Chief Alfano, Deputy Fire Chief Buckley, Acting City Engineer Crowley, Acting Health Director McIntosh, Director Richardson of Municipal Development Department, Code Enforcement Officer Lindahl, and City Attorney Smith. PRAYER AND PLEDGE: MINUTES: The opening prayer was given by Rev. Keith A. Davis, Church of the Master -United Church of Christ, followed by Pledge of Allegiance to the Flag. Moved by Dini, seconded by Tomaszewski, to approve Minutes of the regular meeting of the City Council held February 21, 1983, as published. Motion declared carried. BILLS PAYABLE: Moved by Ward, seconded by Prellberg, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $328,722.16. Maine Scrap Metal, Inc. to pay City percentage of profit from aluminium products. City Attorney to negotiate this percentage and draft necessary agreement for Mayor and City Clerk to sign subject to final approval by Council. Motion declared carried. Moved by Dim, seconded by Chiropolos, to adopt the recommendation of the Environmental Controls Committee to accept offer from Village of Rosemont to remove litter from parkway on east side of Mannheim Road from Touhy Avenue south to Lunt Avenue, on a weekly basis. Litter resulting from patrons of Horizon Stadium. City Attorney to draft necessary agreement and contact railroad to verify necessity of waiver. Motion declared carried. Moved by Dini, seconded by Chiropolos, to adopt the recommendation of the Environmental Controls Committee to object to proposed draft of O'Hare Tower Change Order 7110.13H, re noise abatement procedures for landing and arrival of planes at O'Hare Airport, and City Attorney to draft necessary resolution to send to Suburban O'Hare Commission and ATA. Motion declared carried. Moved by Dini, seconded by Chiropolos, to adopt the recommendation of the Environmental Controls Committee to authorize payment of 5G per capita of Des Plaines population, requested by Suburban O'Hare Commission for technical phasing of O'Hare Master Plan Environmental Impact Study. Moved by Martin, seconded by Erbach, to adopt the recommendation of the Building Control & Inspection Committee to establish goals for the elimination of overcrowded conditions and deterioration of rental units as follows: Short Range --Fire Prevention Bureau, Municipal Development Department, Health Department and City Attorney to jointly develop an ordinance which will authorize City inspectors to make inspections within rental units. This ordinance to be available within two months for review by Committee. Long Range --Fire Prevention Bureau, Municipal Development Department, and Health Department to review City codes. and alternative national codes. The departments will either recommend the adoption of new codes or revise City existing codes to provide additional control. This task tobe completed within one year for review by Committee.
