MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, FEBRUARY 21, 1983 CALL TO ORDER: The regular meeting of the City Council 6f the City of Des Plaines was called to order by Mayor John E. Seitz at 8:05 P.M., in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following aldermen present: Muehlenbeck, Kolinski, Dwiel, Kehe, Martin, Wetter, Prellberg, Kisslinger, Adams, Erbach, Tomaszewski, Dini, Chiropolos, Ward, Egan Also present were: City Comptroller Blietz, Commissioner of Public Works Matula, Police Chief Alfano, Fire Chief Gedroic, Acting City Engineer Crowley, Acting Director Richardson of Municipal Development and City Attorney Smith. PRAYER AND PLEDGE: MINUTES: The opening prayer was given/by Rabbi Jay Karzen, Maine Township Jewish Congregation, followed by Pledge of Allegiance to the Flag. Moved by Tomaszewski, seconded by Dini, to approve Minutes of the regular meeting of the City Council held February 7, 1983, as published. Motion declared carried. BILLS PAYABLE: Moved by Ward, seconded by Prellberg, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $618,357.60. NWMC SURCHARGE: Moved by Ward, seconded by Prellberg, to adopt the recommendation of the Finance & Insurance Committee to authorize surcharge payment of $2,000 to Northwest Municipal Conference for office. renovation and Xerox purchase. ZONING CASE Moved by Erbach, seconded by Kisslinger, to adopt the 83-3-R, recommendation of the Municipal Development Committee 2000 NUCLEAR to concur with Des Plaines Zoning Board of Appeals that DRIVE: property at 2000 Nuclear Drive, Siemens Gammasonics, be rezoned from R-2 Single Family Residence to M-2 General Manufacturing, and City Attorney to draft necessary ordinance. Motion declared carried. PLEVRITIS Moved by Erbach, seconded by Kisslinger, to adopt the SUBDIVISION: recommendation of the Municipal Development Committee to concur with the Des Plaines Plan Commission to approve Plevritis Subdivision, 506 Pleasant Lane and 688 and 692 Oakton Street, and authorize Mayor and City Clerk to execute plat of subdivision. Motion declared carried. 2/21/83 PAGE TWO 346 NORTHWEST Moved by Erbach, seconded by Tomaszewski, to adopt WATER recommendation of the Municipal Development Committee COMMISSION to concur with the Des Plaines Plan Commission to SUBDIVISION, approve Northwest Water Commission Subdivision, Wolf WOLF ROAD: Road, south of Foundry Road, and authorize Mayor and City Clerk to execute plat of subdivision. ZONING CASE 82 -49 -SU, 975-989 OAKTON ST.: PURCHASE OF POLICE CARS: WATER AUDIT, PHASE II: After some discussion, the motion and second were withdrawn and it was requested that the Mayor and/or City Attorney contact the Northwest Water Commission to verify whether there would be a tap -on charge once the City has piped up to their valve, and report their findings to the Municipal Development Committee where this matter will be reviewed again at a later date. Moved by Erbach, seconded by Kisslinger, to adopt the recommendation of the Municipal Development Committee that rezoning from R-2 Single Family Residential to C-2 Commercial and special use for Class B restaurant at 975-989 Oakton-Street, Taco Bell Restaurant and Joseph Contucho, etal, be denied. ' Moved by Prellberg, seconded by Kehe, to adopt the recommendation of the Police Committee to award bid for eight (8) police cars to Lattof Motor Sales Company, 800 E. Northwest Highway, Arlington Heights, IL 60006, for'.a total amount of $78,677.04. PENDING Moved by Adams, seconded by Erbach, to adopt the LITIGATION: recommendation of the City Code & Judiciary Committee to authorize Mayor and City Clerk to sign appropriate documents to settle the matter of pending litigation as to Sherman -Stamper for $3,000; Glaubitz for $7,500; and H & P Shoe for $11,000. Corporation, P.O. Box 2067, Northlake, IL 60164, for repair of emergency generator,in the amount of $16,519.00. The balance payment of $2,000.00 to be paid when revised invoice is received along with explanation of actual rental dates. City Attorney to draft necessary ordinance. Motion declared carried. COOK COUNTY Moved by Martin, seconded by Tomaszewski, to adopt the SIGN recommendation of the Building Control & Inspection ORDINANCE: Committee to concur with the Northwest Municipal Conference's recommendations regarding proposed changes in the sign provisions of the Cook County Zoning Ordinance as outlined in their letter of January 31, 1983. Motion declared carried. FENCE Moved by Martin, seconded by Erbach, to adopt the VARIATION, recommendation of the Building Control & Inspection 10 E. GOLF: Committee to grant fence variation to allow 9' fence around perimeter of property with an additional 1' of barbed wire on the northside and on the east side from the north to the rear building line at 10 E. Golf Road, Hausman Bus Sales & Parts Company. Property owner to remove barbed wire on west, south and part of the east side of property. Motion declared carried.
