MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, JANUARY 17, 1983 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor John E. Seitz at 8:05 P.M., in, the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following aldermen present: Muehlenbeck, Kolinski, Dwiel, Kehe, Martin, Wetter, Prellberg, Kisslinger, Adams, Erbach, Tomaszewski, Dini, Chiropolos, Ward, Egan. Alsb present were: City Treasurer Swanson, City Comptroller Blietz, Commissioner of Public Works Matula, Police'Chief Alfano, Deputy Fire Chief Buckley, Acting City Engineer Crowley, Acting Deputy Director Trost of Municipal Development Department, Environmental Officer Lindahl, Acting Health Director McIntosh, Administrative Assistant Taylor and City Attorney Smith. PRAYER AND PLEDGE: MINUTES: The opening prayer was given by Pastor James Jackson, Christ Church, followed by Pledge of Allegiance to the Flag. Moved by Tomaszewski, seconded by Erbach, to approve Minutes of the regular meeting of the City Council held January 3, 1983, as published. Motion declared carried. BILLS PAYABLE: Moved by Ward, seconded by Prellberg, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE.. AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. TOTAL: $455,286.53. Upon roll call, the vote was: AYES: 15-Muehlenbeck, Kolinsk'i, Dwiel, Kehe, Martin, Wetter, Prellberg, Kisslinger, Adams, Erbach, Tomaszewski, Dini, Chiropolos, Ward, Egan NAYS: 0 -None ABSENT: 0 -None Motion declared carried. ZONING CASE 82-56-V, 326 ALLES ST.: ZONING CASE 82-54-V, 1750 ELMHURST ROAD: Moved by Erbach, seconded by Kisslinger, to adopt the recommendation of the Municipal Development Committee to concur with Des Plaines Zoning Board of Appeals to grant variation from required 5' sideyard to 3' in R-4 Multiple Family Residence District, and -variation to exceed the 30o maximum lot coverage by 65 square feet, 326 Al1es Street, and City Attorney to draft necessary ordinance. Motion declared carried. Moved by Erbach, seconded by Kisslinger, to adopt the recommendation of the Municipal Development Committee to concur with Des Plaines Zoning Board of Appeals to grant variation from required 465 parking spaces to 327 in the C-2 Commercial District, 1750 S. Elmhurst Road, and City Attorney to draft necessary ordinance. Motion declared carried. VACATION OF Moved by Erbach, seconded by Kisslinger, to adopt the SPRINGER recommendation of the Municipal Development Committee STREET, to accept $16,500.00 for purchase of right-of-way of SCHAWK GRAPHICS:Springer Street from Schawk Graphics,"1695 River Road. Upon roll call, the vote was: AYES: 15-Muehlenbeck, Kolinski, Dwiel, Kehe, Martin, Wetter, Prellberg, Kisslinger, Adams, Erbach, Tomaszewski, Dini, Chiropolos, Ward, Egan NAYS: 0 -None ABSENT: 0 -None Motion declared carried. 337. 1/17/83 PAGE TWO SPRINGER Moved by Erbach, seconded by Kisslinger, to adopt the STREET: recommendation of the Municipal Development Committee (Cont'd.) to concur with the Des Plaines Plan Commission to approve vacation of Springer Street located between River Road and Des Plaines River to Schawk Graphics, Inc., 1695 River Road, and City Attorney to draft necessary ordinance. Motion declared carried. WATER AUDIT: Moved by Tomaszewski, seconded by Ward, to adopt the recommendation of the Water & Sewer Committee to authorize payment of $10,642.20 to Community Consultants of Provo, Utah, for the final invoice Water Audit, Phase I, Ref. #82695. Upon roll call, the vote was: AYES: 15-Muehlenbeck, Kolinski, Dwiel, Kehe, Martin, Wetter, Prellberg, Kisslinger, Adams, Erbach, Tomaszewski, Dini, Chiropolos, Ward, Egan NAYS: 0 -None ABSENT: 0 -None Motion declared carried. COAGULANT AID: Moved by Tomaszewski, seconded by Ward, to adopt the recommendation of the Water & Sewer Committee to award the bid for Coagulant Aid to Nalco Chemical Co., 2901 Butterfield Road, Oak Brook, IL 60521, in the amount of $.321/2 per pound, the first purchase to be for 14 tons at a cost of $9,100.00. Upon roll call, the vote was: AYES: 15-Muehlenbeck, Kolinski, Dwiel, Kehe, Martin, Wetter, Prellberg, Kisslinger, Adams, Erbach, Tomaszewski, Dini, Chiropolos, Ward, Egan NAYS: 0 -None ABSENT: 0 -None Motion declared carried. CITIZENS Moved by Adams, seconded by Erbach, to adopt the UTILITYi recommendation of the City Code & Judiciary Committee BOARD not to proceed with a resolution to authorize the REFERENDUM: placing of an Advisory Referendum on the April 12, 1983 City ballot re Citizens Utlity Board. Motion declared carried. Alderman Egan voted no. DIVISION OF PROPERTY, 1932 LOCUST: Moved by Adams, seconded by Erbach, to adopt the recommendation of the City Code & Judiciary Committee to authorize City Attorney -to file petition for division of property at 1932 Locust Street, and also to file governmental exemption petition and take necessary action to reimburse the homeowner, Terry Thvedt, in the amount of $360.48 for 1979,. 1980 and 1981 real estates taxes.' PORTRAIT OF Moved by Wetter, seconded by Chiropolos, to adopt the MAYOR CHARLES recommendation of the Library & Historical Society BOLEK: Committee that a portrait of Mayor Charles Bolek be commissioned of a size and style to match the other portraits in the Council Chambers, and that a list of Des Plaines Village Presidents and the dates they served be compiled and suitably framed, or made into a cast bronze plaque, at some later date when money for this project is available in the City budget. (Bolek was Acting Mayor - August 7, 1976 to May 2, 1977) Motion declared carried. TAXING OF At the request of Alderman Dini, Mayor Setiz referred PUBLIC taxing of public parking facilities to City Code & PARKING Judiciary Committee. This matter is also being FACILITIES: considered by Licence & Inspection and Municipal Development Committees. EXECUTIVE Mayor Seitz called for an Executive Session to SESSION: discuss collective bargaining negotiations. Meeting recessed•at 9:15 P.M. Council reconvened at 10:57 P.M.
