CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor John E. Seitz
at 8:10 P.M., in the Eleanor Rohrbach Memorial Council
Chambers, Des Plaines Civic Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Muehlenbeck, Kolinski, Dwiel, Kehe, Martin, Wetter,
Prellberg, Kisslinger, Adams, Erbach, Tomaszewski,
Dini, Chiropolos, Ward, Egan.
Also present were: City Treasurer Swanson, City Comptroller Blietz,
Commissioner of Public Works Matula, Police Chief Alfano, Fire Chief
Gedroic, Acting Health Director McIntosh, Acting City Engineer Crowley,
Acting Director Richardson of Municipal Development Department,
Environmental Officer Lindahl, Administrative Assistant Taylor and City
Attorney Smith.
PRAYER AND
PLEDGE:
The opening prayer was given by Alderman Wetter on
behalf of Rev. William Grice of the First Congregational
Church, followed by the Pledge of Allegiance to the Flag.
PRESENTATIONS: Mayor Seitz presented a Resolution of Appreciation to
Kenneth J. Fredericks for his long and honorable record
of service to the citizens of Des Plaines and, in
particular, to its younger citizens.
MINUTES:
Mayor Seitz presented a Resolution of Appreciation to
Constance Thomas Manika for her eight years of service
as Manager of Henrich House, senior citizen facility in
Des Plaines.
Charles Fries, United States J.C.I. Senate, presented
Police Chief Alfano a Bermuda shoulder patch to be
displayed in the Des Plaines Crime Prevention Van.
Moved by Erbach, seconded by Tomaszewski, to approve
Minutes of the Executive Session of the City Council held
November 15, 1982, as published. Motion declared
carried.
Moved by Tomaszewski, seconded by Dini, to approve
Minutes of the regular meeting of the City Council held
December 6, 1982. Motion declared carried.
BILLS PAYABLE: Moved by Ward, seconded by Prellberg, to adopt the
following resolution: BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND

recommendation of the Streets & Traffic Committee that
Ordinance T-13-81 be revised to add the words "from
8:00 A.M. to 6:00 P.M." with regards to no right turn on
red for Prairie Avenue westbound at Lee Street, and
City Attorney to make necessary revision. Motion
declared carried.
Moved by Kehe, seconded by Muehlenbeck, to adopt the
recommendation of the Streets & Traffic Committee to
grant request from Downtown Des Plaines Merchants
Association that Prairie Avenue be closed from Center
Street to Pearson Street on Saturday, June 18, 1983 and
Sunday, June 19, 1983 from 5:00 A.M. to 7:00 P.M. for
Des Plaines Art Guild exhibits. Motion declared carried.
Moved by Kehe, seconded by Kisslinger, to adopt the
recommendation of the Streets & Traffic Committee to
place "Load Limit 3 Tons" signs at the intersections of
Lincoln Lane and Elmhurst Road, Short Terrace at Oakton
Street, and Ridge Lane at Oakton Street, in accordance
with Manual on Uniform Traffic Control Devices (R5-4).
City Attorney to draft ordinance. Motion declared carried

recommendation of the Police Committee that the Mayor
and City Clerk be authorized to sign Parking Enforcement

Police Department uniform allowances by $25.00,

recommendation of the Environmental Control and Finance
& Insurance Committees to approve contract for Community
Block Grant Funds to the Clean Community System in the
amount of $7,000, payable at $583.33 per month, and be
subject to review by City Attorney of any requirements
imposed by HUD's review of contract. Upon roll call,

follows: "The petitioner and current property owner
shall agree to additional restrictions by convenant to
