MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, DECEMBER 6, 1982. CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor John E. Seitz at 8:08 P.M., in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following aldermen present: Muehlenbeck, Kolinski, Dwiel, Kehe, Martin, Wetter, Prellberg, Kisslinger, Adams, Erbach, Tomaszewski, Dini, Chiropolos, Ward, Egan. Also present were: City Comptroller Blietz, Commissioner of Public Works Matula, Police Chief Alfano, Fire Chief Gedroic, Acting Health Director McIntosh, Acting City Engineer Crowley, Acting Director Richardson of Municipal Development Department, Environmental Officer Lindahl, Administrative Assistant Taylor and City Attorney Smith. PRAYER AND PLEDGE: PRESENTATION OF ENVIRON- MENTAL PATCHES: MINUTES: The meeting opened with prayer by Rev. Fredrick Harm, Good Shepherd Lutheran Church, followed by Pledge of Allegiance to the Flag. Environmental Control Officer Lindahl and Robert Dierks, Chairman of the Environmental Control Commission, presented environmental patches to representatives from Boy Scout Troop 6 (Trinity Lutheran Church), Environ- meantal Explorer Post 206 (Izaak Walton League) and Cub Scout Pack 14 (Forest School) for their efforts in the Des Plaines River clean-up during 1982. Mayor Seitz expressed the City's appreciation for their participation in this project. Moved by Erbach, seconded by Wetter, to approve Minutes of the regular meeting of the City Council held November 15, 1982, as published. Correction: Page Two, Paragraph Seven, Line Four, change word "along" to read "from." Following correction, motion declared carried. BILLS PAYABLE: Moved by Ward, seconded by Prellberg, to adopt the CONTRACT FOR WORKMEN'S COMPENSATION ADMINISTRATION: following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total $625,924.63. Upon roll call, the vote was: AYES: 15-Muehlenbeck, Kolinski, Dwiel, Kehe, Martin, Wetter, Prellberg, Kisslinger, Adams, Erbach, Tomaszewski, Dini, Chiropolos, Egan, Ward NAYS: 0 -None ABSENT: 0 -None Motion declared carried. Moved by Ward, seconded by Prellberg, to adopt the recommendation of the Finance & Insurance Committee to renew City's contract with R. L. Kautz & Company, 1011 E. Touhy Avenue, Des Plaines, IL, for Workmen's Compensation Claims, in the amount of $23,400. ORDINANCE M-64-82 IND. DEV. REV. BONDS, BRADLEY PRINTING: SALARIES FOR MEMBERS OF ZONING BOARD OF APPEALS: LIQUOR LICENSE, 1374 LEE ST.: AMUSEMENT GAME SUPPLIER'S LICENSE, VIDEO AMUSE- MENTS CORP.: 322. 12/6/82 PAGE TWO Moved by Ward, seconded by Prellberg, to suspend rules so that Ordinance M-64-82 could come before the Council. Motion declared carried. Alderman Dwiel voted no. Moved by Ward, seconded by Prellberg, to waive First Reading and place on passage Ordinance M-64-82. Motion declared carried. Aldermen Egan and Chiropolos voted no. Moved by Ward, seconded by Prellberg, to adopt Ordinance M-64-82, AN ORDINANCE AGREEING TO ISSUE INDUSTRIAL DEVELOPMENT REVENUE BONDS (BRADLEY PRINTING PROJECT). Upon roll call, the vote was: AYES: 13-Muehlenbeck, Kolinski, Kehe, Martin, Wetter, Prellberg, Kisslinger, Adams, Erbach, Tomaszewski, Dini, Chiropolos, Ward NAYS: 2-Dwiel, Egan ABSENT: 0 -None Motion declared carried. Moved by Erbach, seconded by Kisslinger, to adopt the recommendation of the Municipal Development Committee that salaries for members of Zoning Board of Appeals be changed from $50 per month to $25 per meeting attended and that at the end of term of last appointed member (David Van Vleck - term ends April 30, 1986)there be no further compensation 'paid Board members, and City Attorney draft necessary ordinance. Salary change to be effective January 1, 1983. Motion declared carried. Mayor Seitz called for a recess at 8:52 P.M. before Council considers this matter. Council reconvened at 9:02 P.M. Moved by Kisslinger, seconded by Dwiel, to adopt the recommendation of the License & Inspection Committee to grant a Class A Liquor License to the new owners of Beacon Tap & Cocktail Lounge, 1374 Lee Street. Motion declared carried. Moved by Kisslinger, seconded by Dwiel to adopt the recommendation of the License & Inspection Committee to grant an Amusement Game Supplier's License to Video Amusements Corporation, 2355 N. 25th Avenue, Franklin Park, IL 60131, to place one or more machines in Peoples Restaurant, 1249 S. Elmhurst Road, and authorize City Attorney to draft necessary ordinance. Motion declared carried. DECREASE Moved by Dwiel, seconded by Kehe, to authorize City NUMBER OF Attorney to draft necessary ordinance to decrease CLASS E Class E Liquor License by one. Motion declared carried. LIQUOR LICENSES : (Ground Round Restaurant) WIEBOLDT RETAIL ANNEX, 300 S. WIEBOLDT DRIVE: Moved by Martin, seconded by Tomaszewski, to adopt the recommendation of the Building Control & Inspection Committee to grant a one year extension regarding required parking and drainage for the proposed Wieboldt Retail Annex, 300 S. Wieboldt Drive, and deny th'e request to waive the requirement of the 2 -hour fire rated wall separating the proposed store from the distribution center. Motion declared carried. 323. 12/6/82 PAGE THREE FIREMEN'S Moved by Kolinski, seconded by Dini, to adopt the UNIFORM recommendation of the Fire & Civil Defense Committee ALLOWANCE: that uniform allowance for all contract uniformed Fire Department personnel be increased by $20 effective January 1, 1983, and that all non -contract uniformed Fire Department personnel be granted a $20 increase in uniform allowance effective January 1, 1983 City Attorney to draft necessary ordinance. CENTRAL/WOLF Moved by Adams, seconded by Erbach, to adopt the LITIGATION: recommendation of the City Code & Judiciary Committee that if the Central/Wolf zoning case cannot be settled based on the City's compromise proposal, dated November 4, 1982, that no further compromise offer be made and that our City Attorney be authorized to file an appeal.
