CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor John E. Seitz
at 8:00 P.M., in the Eleanor Rohrbach Memorial Council
Chambers, Des Plaines Civic Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Muehlenbeck, Kolinski, Dwiel, Kehe, Martin, Wetter,
Prellberg, Kisslinger, Adams, Erbach, Tomaszewski,
Dini, Chiropolos, Egan. Alderman Ward was absent.
Also present were: City Treasurer Swanson, City Comptroller Blietz,
Commissioner of Public Works Matula, Police Chief Alfano, Fire Chief
Gedroic, Acting Health Director McIntosh, Acting City Engineer Crowley,
Acting Director Richardson of Municipal Development Department,
Environmental Officer Lindahl, Administrative Assistant Taylor and
Corporate Attorney Pat Lucansky.

The meeting opened with prayer by Rev. Charles Cooper,
First Baptist Church, followed by Pledge of Allegiance
to the Flag.
Mayor Seitz welcomed the Junior City Officials present
at the meeting, and their parents.
Mayor Seitz presented Mrs. Steven Bonaguidi a framed
copy of the resolution passed by City Council expressing
sympathy upon the passing of Alderman Steven Bonaguidi,
former Seventh Ward alderman.
Moved by Kehe, seconded by Kolinski, to approve Minutes
of the regular meeting of the City Council held on
November 1, 1982, as published. Motion declared carried.
Moved by Prellberg, seconded by Martin, to adopt the
following resolution: BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND
ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total
$256,564.08. Upon roll call, the vote was:

Wetter, Prellberg, Kisslinger, Adams, Erbach,
Tomaszewski, Dini, Chiropolos, Egan

Moved by Erbach, seconded by Kisslinger, to adopt the
recommendation of the Municipal Development Committee
to concur with Des Plaines Zoning Board of Appeals that
property at 1570-80 Short Terrace be rezoned from R-2
Single Family Residence to C-2 Commercial with the
restriction that the exit from the property onto Short
Terrace be denied and that any future construction on
the property be restricted to a maximum height of 30'
or two stories, whichever is greater, and City Attorney
to draft necessary ordinance. Upon roll call, the vote
was:

Moved by Erbach, seconded by Kisslinger, toiadopt the
recommendation of the Municipal Development Committee
to concur with the Des Plaines Plan Commission and
Zoning Board of Appeals to permit Special Use to con-
struct and install two canopies over existing pump
islands used to dispense gasoline from existing gas
station in C-2 Commercial District at property located
at 10 W. Golf Road, Marathon Petroleum Company, and
City Attorney to draft necessary ordinance. Motion
declared carried.
Moved by Erbach, seconded by Kisslinger, to adopt the
recommendation of the Municipal Development Committee
to concur with the Des Plaines Zoning Board of Appeals
to grant variation to use City street for backup space
and elimination of required 8' landscape strip adjacent
to right-of-way line located in M-2 General Manufacturing
District on west side of Western Avenue between Washington
and Brown Streets (Nadim Bilal and C&NW Railroad), and
City Attorney to draft necessary ordinance. Motion
declared carried.
Moved by Erbach, seconded by Kisslinger to adopt the
recommendation of the Municipal Development Committee
to concur with the Des Plaines Plan Commission to
approve Sudati Resubdivision, 1428 Lincoln Avenue, and
authorize Mayor and City Clerk to execute plat of
subdivision. Motion declared carried.
Moved by Dini, seconded by Chiropolos, to adopt the
recommendation of the Environmental Controls Committee
that "No Dumping" signs be installed on City parkway in
2000 block of Chestnut Street, signs to be lettered on
both sides and indicate a fine of $200.00, and City
Attorney to draft necessary ordinance. Motion declared
carried.
Moved by Dini, seconded by Chiropolos, to adopt the
recommendation of the Environmental Controls Committee
that "No Dumping" signs be installed on parkway on south
side of Seegers Road between Soo Line and Rand Road,
signs to be lettered on both sides and indicate a fine
of $200.00, and City Attorney to draft necessary
ordinance. Motion declared carried.
Moved by Kehe, seconded by Kisslinger, to adopt the
recommendation of the Streets & Traffic Committee that
"Yield" signs be installed for Radcliffe Avenue to
yield to Harvard Street, and City Attorney to draft
necessary ordinance. Motion declared carried.
Moved by Kehe, seconded by Kisslinger, to adopt the
recommendation of the Streets & Traffic Committee that
"No Parking, Stopping, Or Standing At Any Time" signs
be installed - Lee Street west to Ida Street on the
north si•e of Jefferson Street, and from the alley on
the west side of Lee Street north to Jefferson Street
and around the corner to Ida Street, and City Attorney
to draft necessary ordinance. Motion declared carried.
Moved by Kisslinger, seconded by Dwiel, to adopt the
recommendation of the License & Inspection Committee that
present schedule of fees for vehicle stickers be
unchanged for active members of the military. Motion
declared carried. Alderman Erbach voted no.

recommendation of the Building Control & Inspection
Committee that the City release the surety bond
in the amount of $4,200.00 for the Lee/Forest Subdivision

Moved by Kolinski, seconded by Dini, to adopt the
recommendation of the Fire & Civil Defense Committee
that the City participate for reimbursement funding
under the Illinois Fire Protection Training Act and
that City Attorney draft necessary ordinance. Motion
declared carried.
Moved by Kisslinger, seconded by Wetter, to adopt
Ordinance T-13-82, AN ORDINANCE AMENDING SECTION 10-7-4
OF THE DES PLAINES CITY CODE, DELETING THEREFROM MARGRET
STREET (TO YIELD FOR WALNUT STREET) AND FURTHER AMENDING
SECTION 10-7-3 OF THE DES PLAINES CITY CODE, HAVING TO
DO WITH TWO-WAY STOP STREETS, ADDING THERETO MARGRET
STREET (TO STOP FOR WALNUT STREET). Upon roll call,
the vote was:

10-5-4 OF THE DES PLAINES CITY CODE, ADDING THERETO
"ALONG THE SOUTH SIDE OF SEEGERS ROAD FROM BROADWAY EAST
TO FOURTH AVENUE" AS NO PARKING AT ANY TIME. Upon roll
call, the vote was:

Alderman Kolinski's request that time limit be added
to turn signs at Prairie Avenue and Lee Street was
referred by Mayor Seitz to the Streets & Traffic Committee
City Clerk's office will be advertising for bids for
Coagulant Aid, returnable by 3 P.M. on Friday,
December 17, 1982
Application for Class A liquor license from Beacon Tap
and Cocktail Lounge, Inc., 1374 Lee Street, was referred
to License & Inspection Committee.
Moved by Erbach, seconded by Egan, to concur with
Mayor's appointment of Mr. Lavern Chase as Chairman
of the Zoning Board of Appeals to continue until his
term of office expires on April 30, 1983.
Moved by Kisslinger, seconded by Egan, to concur with
Mayor's appointment of David Bond to the Clean Community
Commission for a one year term expiring May 17, 1983.
Moved by Erbach, seconded by Kolinski, to concur with
Mayor's appointment of Rodolpho Maglio to the Plan
Commission, term to expire April 30, 1985.
The matter of Carmen Sarlo's appointment to the Zoning
Board of Appeals will be taken up at the next Council
meeting on Monday, December 6, 1982.

APPOINTMENTS: Letter from Mayor Seitz regarding the appointment of
(Cont'd.) Wayne Norris, Robert Bade, Martha Atherton, Robert
Grasseschi and Robert Montgomery to the Economic
Development Commission will come before the City Council
at the next Council meeting on Monday, December 6, 1982,
in addition to the name of John Thebold. Names
submitted at the November 1, 1982 Council meeting will
also come before the Council on December 6, 1982.
NWMC LEGISLA- Moved by Kolinski, seconded by Kehe, that the City pay
TIVE BREAKFAST: the cost of $10.00 per person for any alderman wishing
to attend the Northwest Municipal Conference's legisla-
tive breakfast on Saturday, December 4, 1982, at
Chateau Ritz, Niles, IL at 8:30 A.M. Upon roll call,
the vote was:
