CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor John E. Seitz
at 8:10 P.M., in the Eleanor Rohrbach Memorial Council
Chambers, Des Plaines Civic Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Muehlenbeck, Kolinski, Dwiel, Kehe, Martin, Wetter,
Prellberg, Kisslinger, Adams, Erbach, Tomaszewski,
Dini, Chiropolos, Ward. Alderman Egan was absent.
Also present were: City Treasurer Swanson, City Comptroller Blietz,
Commissioner of Public Works Matula, Fire Chief Gedroic, Police Chief
Alfano, Acting City Engineer Crowley, Acting Health Director McIntosh,
Acting Director Richardson of Municipal Development Department,
Environmental Officer Lindahl, Administrative Assistant Taylor and City
Attorney Smith.
PRAYER AND
PLEDGE:
MINUTES:
The meeting opened with prayer by Reverend Samuel Lee,
Northwest Korean Church of the Nazarene who also
commemorated United Nations Day (October 24th),
followed by Pledge of Allegiance to the Flag.
Moved by Tomaszewski, seconded by Kehe, to approve
Minutes of the regular meeting of the City Council held
October 4, 1982, as published. Motion declared carried.
BILLS PAYABLE: Moved by Ward, seconded by Prellberg, to adopt the
DUNKIN DONUTS
RESUBDIVISION,
1080 AND 1090
OAKTON STREET:
following resolution: BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND
ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total
$301,553.01. Upon roll call, the vote was:
AYES: 14-Muehlenbeck, Kolinski, Dwiel, Kehe, Martin,
Wetter, Prellberg, Kisslinger, Adams, Erbach,
Tomaszewski, Dini, Chiropolos, Ward

Motion declared carried.
Moved by Erbach, seconded by Tomaszewski, to adopt the
recommendation of the Municipal Development Committee
to concur with the Des Plaines Plan Commission to
approve Dunkin Donuts Resubdivision, 1080 and 1090
Oakton Street, and authorize Mayor and City Clerk to
execute plat of subdivision. Motion declared carried.
Alderman Dini abstained (conflict of interest).
ZONING CASE Moved by Erbach, seconded by Kisslinger, to adopt the
82-42-R recommendation of the Municipal Development Committee
300 S. WIEBOLDT to concur with Des Plaines Zoning Board of Appeals
DRIVE: that property at 300 S. Wieboldt Drive be rezoned from
M-2 General Manufacturing District to M-1 Restricted
Manufacturing District, and City Attorney to draft
necessary ordinance. Motion declared carried.

PROPERTY:
(Z-25-81)
Moved by Erbach, seconded by Kisslinger to adopt the
recommendation of the Municipal Development Committee
to approve extension of Special Use authorization for
waste reclamation and treatment facility (Ordinance
Z-25-81), owned by Sexton Sand & Gravel Corporation, on
Touhy Avenue, for a period of one year to October 5, 1983.
Motion declared carried. Aldermen Adams and Prellberg
voted no.

JANITORIAL Moved by Dwiel, seconded by Wetter, to adopt the
SERVICE IN recommendation of the Building & Grounds Committee to
POLICE award the bid for janitorial service in the Police
BUILDING: Building to the lowest bidder, East Grin Janitorial
Service, Inc., 2644 Dempster Street, Suite 205, Des
Plaines, in the amount of $37.50 for initial clean-up,
$187.00 per week following, for a yearly total of
$9,761.50. Upon roll call, the vote was:
AYES: 14-Muehlenbeck, Kolinski, Dwiel, Kehe, Martin,
Wetter, Prellberg, Kisslinger, Adams, Erbach,
Tomaszewski, Dini, Chiropolos, Ward

WARD Moved by Adams, seconded by Erbach, to adopt the
REDISTRICTING recommendation of the City Code & Judiciary Committee
MAP: to approve the Ward Redistricting Map as drawn by the
City Clerk and the City Attorney be authorized to
draft the necessary ordinance.
Moved by Prellberg, seconded by Dwiel, to defer.
Mayor Seitz, with the concurrence of the City Council
and the deferring members, called for a Special Meeting
of the City Council on Monday, October 25, 1982, at
8:00 P.M. in the Council Chambers to resolve this
matter.
BEAU DRIVE Moved by Chiropolos, seconded by Muehlenbeck, to adopt
BERM: the recommendation of the Beautification & Forestry
Committee to award the bid for topsoil and sodding of
Beau Drive Berm to Joe M. Pesz Landscaping, Route 2,
Box 260, McHenry, IL 60050, in the amount of $7,080.00.
Upon roll call, the vote was:

Wetter, Prellberg, Kisslinger, Adams, Erbach,

STOP SIGN Moved by Kehe, seconded by Muehlenbeck, to adopt the
AT WALNUT AND recommendation of the Streets & Traffic Committee that
MARGRET STS.: a stop sign be erected on Margret Street to "stop"
for Walnut Street and sign lettering to indicate
two-way stop, and yield signs for Margret Street to
"yield" for Walnut Street be removed, and that City
Attorney be authorized to draft necessary ordinance.
Motion declared carried.
PARKING Moved by Kehe, seconded by Kisslinger, to adopt the
RESTRICTION, recommendation of the Streets & Traffic Committee that
SEEGERS ROAD: "No Parking At Any Time" signs be installed on the
south side of Seegers Road from Broadway East to
Fourth Avenue and that City Attorney be authorized to
draft necessary ordinance. Motion declared carried.
BANNER BY Moved by Martin, seconded by Erbach, to adopt the
TRAIN recommendation of the Building Control & Inspection
STATION: Committee to allow Christ Church to hang a banner by
the Chicago & Northwestern Railroad Station advertising
the Shroud of Turin photo exhibit; banner to be erected
on Wednesday, October 20, 1982 and removed on Monday,
November 15, 1982, and any and all permit fees be
waived. Motion declared carried.
