'MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, OCTOBER 4, 1982 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor John E. Seitz at 8:10 P.M., in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following aldermen present: Muehlenbeck, Kolinski, Dwiel, Kehe, Martin, Wetter, Prellberg, Adams, Erbach, Tomaszewski, Dini, Chiropolos, Ward, Egan. Alderman Kisslinger was absent. Also present were: City Comptroller Blietz, Commissioner of Public Works Matula, Fire Chief Gedroic, Police Chief Alfano, Acting City Engineer Crowley, Acting Director Richardson of Municipal Development Department, Environmental Officer Lindahl, Administrative Assistant Taylor and City Attorney Smith. PRAYER AND PLEDGE: MINUTES: The meeting opened with prayer by Pastor Mark Bergman, Trinity Lutheran Church, followed by Pledge of Allegiance to the Flag. Moved by Tomaszewski, seconded by Dini, to approve Minutes of the regular meeting of the City Council held September 20, 1982, as published. Corrections: Page One, Roll Call should indicate Alderman Kehe as present; Page One, Paragraph Four, Line Two, should read after word Church "on behalf of Alderman Steve Bonaguidi who died in a plane accident on September 18, 1982." Following corrections, motion declared carried. BILLS PAYABLE: Moved by Ward, seconded by Prellberg, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total $805,265.32. Upon roll call, the vote was: AYES: 14-Muehlenbeck, Kolinski, Dwiel, Kehe, Martin, Wetter, Prellberg, Adams, Erbach, Tomaszewski, Dini, Chiropolos, Ward, Egan NAYS: 0 -None ABSENT: 1-Kisslinger Motion declared carried. STREET NAME Moved by Erbach, seconded by Tomaszewski, to adopt the CHANGES: recommendation of the Municipal Development Committee to change Cordial Lane to Cordial Drive and Dover Lane to Dover Drive, that appropriate plat be filed with Cook County and City Attorney draft necessary ordinance. Motion declared carried. RADIO Moved by Prellberg, seconded by Kehe, to adopt the MAINTENANCE recommendation of the Police Committee to award bid CONTRACT: for City-wide radio maintenance contract to Metrocom Service, 1321 E. Tower Road, Schaumburg, IL 60195, for a period of five (5) years at a cost of $1_,880 per month for first 24 months of agreement and then may be subject to an increase not to exceed 11% of previous 12 -month period at 25 months, 37 months and 49 months. Upon roll call, the vote was: AYES: 14-Muehlenbeck, Kolinski, Dwiel, Kehe, Martin, Wetter, Prellberg, Adams, Erbach, Tomaszewski, Dini, Chiropolos, Ward, Egan NAYS: 0 -None ABSENT: 1-Kisslinger Motion declared carried. 10/4/82 PAGE TWO PARKING Moved by Prellberg, seconded by Kehe, to adopt the ENFORCEMENT recommendation of the Police Committee that the Mayor AGREEMENT: and City Clerk be authorized to sign Parking Enforcement Agreement for Oak Leaf Commons, 1500 Lee Street. Motion declared carried. REFUSE Moved by Adams, seconded by Chiropolos, to adopt the COLLECTION, recommendation of the Sanitation Committee that the WAYCINDEN Mayor and City Clerk be authorized to sign agreement PARK: between ARC Disposal Company, 5859 N. River Road, Rosemont, IL 60018, the City of Des Plaines and the Waycinden Park Homeowners, limiting and clarifying an existing agreement between ARC Disposal Company and Waycinden Park Homeowners. ORDINANCE Moved by Dini, seconded by Egan, to adopt Ordinance M-58-82 M-58-82, AN ORDINANCE AMENDING CHAPTER 22, TITLE II, CLEAN OF THE DES PLAINES CITY CODE, PERTAINING TO THE COMMUNITY CREATION AND MEMBERSHIP OF THE CLEAN COMMUNITY COMMISSION.
