CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE ELEANOR ROHRBACH
MEMORIAL COUNCIL CHAMBERS, DES PLAINES
CIVIC CENTER, Monday, January 4, 1982.
The regular meeting of the City Council of the City of Des Plaines,
was called to order by Mayor John E. Seitz, at 8:06 P.M., in the
Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic
Center.
Roll Call indicated the following Aldermen present: Muehlenbeck,
Kolinski, Dwiel, Kehe, Ensign, Wetter, Prellberg, Kisslinger,
Adams, Erbach, Tomaszewski, Dini, Chiropolos, Bonaguidi, Ward,
and Egan.
Also present were: City Treasurer Swanson, City Comptroller
Blietz, Commissioner of Public Works Matula, Acting Health
Director McIntosh, Fire Chief Gedroic, Police Chief Alfano,
Building Commissioner Trost, Planning and Zoning Director
Richardson, Acting City Engineer Crowley, Environmental Officer
Lindahl, City Attorney Smith, and Administrative Assistant Taylor.
PRAYER AND The meeting opened with prayer by Reverend Michael Bostian of
PLEDGE: Trinity Lutheran Church, followed by the Pledge of Allegiance to
the Flag.
INTRODUCTION OF Mayor Seitz introduced Mrs. Mary Taylor as his newly appointed
ADMINISTRATIVE Administrative Assistant and further mentioned ,that:Ishe':would be; .
ASSISTANT: attending future City Council meetings.
NORTH SUBURBAN Ms. Nancy Nordgren, Donor Supervisor for the North Suburban Blood
BLOOD CENTER Center, presented Mayor Seitz with a commemorative plaque, honoring
PRESENTATION: the City's participation in the North Suburban Blood Program for
1981. Ms. Nordgren commended Mrs. Carol Serani, the City's Blood
Donor Coordinator,, on her outstanding efforts in bringing .in an
additional 242 donors (making an overall total of 666 donors) for
1981.
APPROVAL OF Moved by Tomaszewski, seconded by Kehe, to adopt the Minutes of the
MINUTES: regular meeting of the City Council held December 21, 1981, as
published. Correction: Page three, paragraph 3, line 4, delete
"Tas Tee Dawg Restaurant, 945 South Elmhurst Road"; delete "Tas.Tee
Dawg".from caption. Following correction, Motion declared carried.
BILLS PAYABLE: Moved by Ward, seconded by Ensign, to adopt the following Resolution:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT

Civil Service Commission: That the.position of Health Department
Community Outreach Coordinator be evaluated at 268 points, that
the Administrative Assistant to the Mayor position be evaluated
at 534 points, and that one (1) Senior Maintenance Worker position
in the Street Department, presently classified and evaluated as
204 points, be reclassified as Welder/Mechanic and evaluated at
245 points.

IMRF 1,000 HOUR Moved by Ward, seconded by Ensign, to adopt the recommendation of
PARTICIPATION the Finance & Insurance Committee, that the City Council exercise
REQUIREMENT: its option, as per recent legislative amendment of Article 7 of
the Illinois Pension Code, to adopt by Resolution the 1,000 hour
standard for participation in IMRF; and that the City Attorney be
authorized to prepare the necessary Resolution for Finance E
Insurance Committee and Council approval. (1,000 -hour standard
to affect all employees hired after January 1, 1982, does not apply
to Police and Fire Department personnel).

Alderman Ward reported that the Finance E Insurance Committee
scheduled the following dates for reviewing the 1982 Budget:
1-13-82 (7:30 p.m.) INITIAL REVIEW: Executive, City Clerk,
Legal, Finance, Police, Fire, Civil Defense, Engineering,
Planning E1 Building Control, Environmental Control, Consumer
Protection.
1-19-82 (7:30 p.m.) REVIEW OF SECOND HALF OF BUDGET: Public
Works, Health, Historical Museum, Motor Fuel Tax.
1-26-82 (7:30 p.m.) FINAL BUDGET REVIEW
(Finance & Insurance Committee's presentation planned for February
1, 1982's Council meeting.)
ZONING VARIATION: Moved by Erbach, seconded by Ward, to adopt recommendations of the
721 Dulles Road Municipal Development Committee as follows: That the City Council
81-46-V deny petitioner's request for variation to construct a 16'x24.76'
concrete driveway in the front yard of 721 Dulles Road due to
an existing City watermain within the private property line and
front yard at this address; that the City remove the "Snow Route"
signs on the South side of Dulles (between Beau Ct. and Elmhurst
Road) and post "No Parking At Any Time" signs on the North side
of Dulles (between Beau Ct. and Elmhurst Road) thus providing
adequate off-street parking for petitioner; and that necessary
amendments to City ordinances be made accordingly and referred to
Streets F, Traffic Commitee for review.

Intent stating that the Des Plaines Police Department will join
the PIMS, July 1, 1982. Cost of the system to be approximately
$15,000 per year, and has been budgeted for 1982.

Mayor Seitz's appointment of Mrs. Donna McAllister to the position
of City Clerk,. to succeed the late Eleanor Rohrbach.

some definite determination is made by the City Council as to
whether or not the position of City Clerk shall be an appointed or
elected position, a full-time or part-time position, or, a political
arm of the administration.

The lawsuit, Norwood Builders, Inc., and Raymond Adreani v. City of
Des Plaines, in the matter of the Wolf E Central Zoning, was referred
to the City Code $ Judiciary Committee for study and report.
The Class G liquor license application for Chateau Rand, 900 East
Rand Road, was referred to the License & Inspection Committee for
study and inspection. The license application for Red Cloud was
also referred to the License $ Inspection Committee for review.

ACT: Act, was issued to all Council members. Act requires each
committee to record and keep its own:minutes of .every openJclosed
meeting held. City Attorney Smith mentioned that he would.
hold a seminar to further explain'the requirements of the Act,
at some future date prior to the Budget Review meetings.
