MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, Monday, December 21, 1981. CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor John E. Seitz at 8:08 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center. 1 ROLL CALL: 1 1 Roll Call indicated the following Aldermen present: Muehlenbeck, Kolinski, Dwiel, Kehe, Ensign, Wetter, Prellberg, Kisslinger, Adams, Erbach, Tomaszewski, Dini, Chiropolos, Bonaguidi, Ward, Egan. WATER MAIN HIGGINS AND MANNHEIM ROADS: Alderman Tomaszewski, Chairman of Water and Sewer Committee requested Building Commissioner issue temporary occupancy permit for a sixty day period, at which time McDonald's Restaurant, Higgins and Mannheim Roads notify Engineering Department that water main has been constructed per plan. PRAIRIE AVENUE Deferred action at December 7, 1981 meeting, to adopt GUARD RAIL: the recommendation of the Streets and Traffic Committee, to authorize DiPaolo Construction Company, 7400 Waukegan Road, Niles, Illinois, to install guard rails along Prairie Avenue from Lyman Avenue east to Potter Road, in the amount of $27,500. waiving usual bid procedures, was brought to floor. Moved by Kehe, seconded by Kisslinger, to amend the motion that the various property owners in this area help defray the expenses in the amount of $13,500.
