12/15/1981 Special Meeting1 181 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, Monday, December 15, 1981. CALL TO ORDER: The Special Meeting of the City Council of the City of Des Plaines was called to order by Mayor John E. Seitz at 8:27 P.M. ROLL CALL: Roll Call indicated the following Aldermen present: Muehlenbeck, Dwiel, Kehe, Wetter, Kisslinger, Adams, Erbach, Tomaszewski, Dini, Chiropolos, Bonaguidi, Ward, Egan. Absent were Aldermen Kolinski, Ensign, Prellberg. Mayor Seitz stated the purpose of this meeting was to discuss the action taken by City Council on December 7, 1981 meeting, regarding the closing of Prairie Avenue between Lyman Avenue and Potter Road. Acting City Engineer Jim Crowley addressed the Council stating that this area is in deplorable condition and felt it needed immediate attention. The embankment on Prairie Avenue is erroding. He also stated there have been water - main problems and constant maintenance in this area. Slides were presented showing conditions that now exist on Prairie Avenue. Mr. Jerry Kissner, Registered Professional Engineer, employed by Soil and Material Consultants, Inc., Arlington Heights, Illinois, addressed the Council as to the soil conditions. Mr. Thomas Koplos, resident and former member of City Council stated that this area was annexed to the City in October, 1959. PRAIRIE AVENUE Moved by Tomaszewski, seconded by Ward, to reconsider action CLOSING: taken at City Council meeting December 7, 1981, "that Mayor be authorized to instruct Public Works Commissioner to close Prairie Avenue between Lyman Avenue and Potter Road immediately until Council takes action." Upon roll call to reconsider, the vote was: AYES: - 12 - Muehlenbeck, Dwiel, Kehe, Wetter, Kisslinger, Adams, Erbach, Tomaszewski, Chiropolos, Bonaguidi, Ward, Egan NAYS: - 1 - Dini ABSENT: 3 - Kolinski, Ensign, Prellberg Motion declared carried. Upon the motion to close Prairie Avenue, it was moved by Ward, seconded by Tomaszewski, to amend the motion to authorize the City Engineer take whatever emergency measures he deems necessary to reduce our liability along the bank. Moved by Ward, seconded by Tomaszewski, to withdraw this motion. Upon the original motion to close Prairie Avenue between Lyman Avenue and Potter Road, the vote was: AYES: - 1 - Dini NAYS: - 12 - Muehlenbeck, Dwiel, Kehe, Wetter, Kisslinger, Adams, Erbach, Tomaszewski, Chiropolos, Bonaguidi, Ward, Egan ABSENT: 3 - Kolinski, Ensign, Prellberg Motion declared lost. ADJOURNMENT: Moved by Erbach, seconded by Chiropolos, that the Special Meeting of the City Council adjourn. Motion declared carried. Meeting adjourned at 9:48 P.M.
