CIVIC CENTER, Monday, December 7, 1981.
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor John E. Seitz at
8:30 P.M. in the Eleanor Rohrbach Memorial Council Chambers,
Des Plaines Civic Center.
ROLL CALL:
Roll Call indicated the following Aldermen present:
Muehlenbeck, Kolinski, Dwiel, Kehe, Ensign, Wetter, Prellberg,
Kisslinger, Adams, Erbach, Tomaszewski, Dini, Chiropolos,

Also present were: City Comptroller Blietz, Commissioner of Public Works

The meeting opened with prayer by Rev. Charles Cooper of
Golf Road Baptist Church, following by the Pledge of
Allegiance to the Flag.
Mr. Herman Kerst, Chairman of the Environmental Control
Commission and Mr. Philip Lindahl, Environmental Control
Officer presented environmental patches to scout groups
in connection with the Des Plaines River clean up.
Moved by Kehe, seconded by Erbach, to adopt the Minutes
of the regular meeting of the City Council held November 16,
1981, as published. Motion declared carried.
Moved by Ward, seconded by Ensign,. to adopt the following
Resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED
TO MAKE PAYMENT FOR SAME. Total: $506,297.55. Upon roll

and Safety Engineering Services, in the amount of $23,400.

$27,500. waiving usual bid procedures.

PRINCETON STREET, recommendation of the Streets and Traffic Committee,
CORNELL;AVENUE: to install four-way stop signs at the intersection
of Princeton Street and Cornell Avenue, and authorize
the City Attorney to draft the necessary amendments
to ordinance. Motion declared carried.
NO PARKING SIGNS, Moved by Kehe, seconded by Chiropolos, to adopt the
461 N. THIRD AVE.: recommendation of the Streets and Traffic Committee,
to erect No Parking Signs in front of Kar Products, Inc.,
461 N. Third Avenue between the hours of 8:00 a.m. to
6:00 p.m., Monday through Friday, and authorize the
City Attorney to draft the necessary amendment to
ordinance. Motion declared carried.
NO RIGHT TURN ON Moved by Kehe, seconded by Muehlenbeck, to adopt the
RED, PRAIRIE AVE. recommendation of the Streets and Traffic Committee, that
AT LEE ST.: Illinois Department of Transportation install "No Right
Turn on Red" on the westbound movement of Prairie Avenue
at Lee/Mannheim Road, and authorize the City Attorney
to draft the necessary ordinance to be forwarded to
Illinois Department of Transportation. Motion declared

EQUIPMENT: recommendation of the Police Committee, to authorize
Video and Sound Service, Inc., 8609 W. Cermak Road,
North Riverside, Illinois, to install one RCA six hour
VHS Recorder with a wired 9 -function remote control
unit for Police Department scaning system in the amount
of $1,160. Motion declared carried.
FEDERAL SURPLUS Moved by Prellberg, seconded by Kehe, to adopt the
PROPERTY PROGRAM: recommendation of the Police Committee, to authorize
the Mayor to sign application of Federal Property Assist-
ance Program for purchase of surplus uniforms for the
Police Department and other equipment.

to instruct Public Works Commissioner to close_ Prairie
Avenue between Lyman Avenue and Potter Road immediately

Municipal Development Committee.
Letter from Des Plaines Zoning Board of Appeals re Zoning
Case 81-46-V, property located at 721 Dulles Road, was
referred to the Municipal Development Committee.
Letter from Mr. Ronald Miller, Ron's "66" Service Station,
requesting changes of inspection procedures for underground
storage tanks, was referred to the Fire and Civil Defense
Committee.
Moved by Erbach, seconded by Bonaguidi, to concur with
Mayor Seitz's appointment of Mrs. Mary M. Taylor as
Administrative Assistant. Motion declared carried.
