MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE ELEANOR ROHRBACH
MEMORIAL COUNCIL CHAMBERS, DES PLAINES
CIVIC CENTER, Monday, November 16, 1981.
CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was
called to order by Mayor John E. Seitz, at 8:05 P.M., in the Eleanor
Rohrbach Memorial Council Chambers, Des Plaines Civic Center.
JUNIOR CITY Mayor Seitz welcomed the Junior City Officials present at the meeting,
OFFICIALS: and congratulated them on their accomplishments.
ROLL CALL:
Roll Call indicated the following Aldermen present:
Muehlenbeck, Kolinski, Dwiel, Kehe, Ensign, Wetter, Prellberg,
Kisslinger, Adams, Erbach, Tomaszewski, Dini, Bonaguidi, Ward and
Egan. Absent was Alderman Chiropolos.
Also present were: City Treasurer Swanson, City Comptroller Blietz,
Commissioner of Public Works Matula, Acting Health Director McIntosh,
Fire Chief Gedroic, Police Chief Alfano, Acting Building Commissioner
McKoveck, Zoning and Planning Director Richardson, Acting City Engineer
Crowley, Environmental Officer Lindahl, and Corporation Counsel
Lucansky.
PRAYER AND The meeting opened with a pr.ayer lied, by Mayor Seitz, followed by the
PLEDGE: PledgeofAllegiance to the Flag.

regular meeting of the City Council held November 2, 1981, as published.

quarterly depending upon the increase/decrease of prime rate). Payback
of loan to be added on to existing mortgage which will be paid up at
the end of 1982.

the Municipal Development Committee to concur with Zoning Board of
Appeals recommendation, that City grant a variation from the 25 ft.
building setback requirement to 13.74 ft. and grant additional
variation of the maximum 24'x30' garage requirement for 1522 Center
Street, and that the City Attorney be authorized to draft the
necessary amendments to the Zoning Ordinance.

Alderman Kisslinger did not report out on this matter...report to
be made at the next Council meeting.
Moved by Kisslinger, seconded by Kehe, to adopt recommendation of the
License $ Inspection Committee, to grant a Class A Liquor License to
J.J. Jiggs, Inc., said license to become effective later in the week,
in order to comply with the 30 day waiting period presently in effect.
Motion declared carried.
Alderman Kisslinger reported that the Liberty Torch went out of
business and suggested having the City Attorney draft an ordinano.e
reducing the Class A licenses by one in the City Code book.
Moved by Kisslinger, seconded by Kehe, to adopt recommendation of the
License & Inspection Committee that the City license those commercial
and industrial businesses in the Horizon Stadium area that are using
their regular parking lots as commercial parking businesses, charging
a flat $15.00 license fee per year, per parking space, and that these
businesses be further investigated by the Municipal Development
Committee to determine if this special use requires Zoning Board
approval...setting up criteria and ordinance accordingly. Alderman
Dini requested that the Municipal Development Committee also consider
including the private facilities in the uptown area as well.

Alderman Kisslinger reported the License E Inspection Committee
received 23 requests from citizens to serve on the Cable Television
Commission. The credentials of all applicants, along with a list of
12 recommended names, shall be submitted to the Mayor for his con-
sideration and final appointment.
Moved by Kisslinger, seconded by Kehe, to adopt the recommendation of
theLicense E Inspection Committee that the liquor license advance
posting requirement be reduced to 14 days for premises where there is
a change of ownership only, and in instances where there is a new
applicant or where applicant is seeking a license upgrade, the advance
posting be 28 days. City Attorney to incorporate this wordage in his
drafted ordinance.

the Environmental Control Committee to. authorize the City Attorney to
draft the necessary ordinance to establish a commission to oversee the
Clean Community System Program; ordinance to be referred to the
Environmental Control Committee for study.

the Building, Grounds E1 Parking Lots Committee and Police Committee
that regular bid procedures be waived and that the City extend its
current contract with Action Building Maintenance Corporation,
2020 E. McDonald Road, Mt. Prospect, IL, for another year at
$1,084,00 per month, for maintenance of the Po.like.buildirig'.s first:floor.

Seminar to be held on November 24, 1981, at 9:.00 A.M. If any of
the Aldermen wish to attend this seminar, contact Mr. Lindahl for
further information.
