MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE CITY COUNCIL
CHAMBERS, DES PLAINES CIVIC CENTER,
Monday, October 19, 1981.
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor
John E. Seitz at 8:10 P.M. in the City Council Chambers,
Des Plaines Civic Center.
ROLL CALL:
Roll Call indicated the following Aldermen present:
Muehlenbeck, Kolinski, Dwiel, Kehe, Ensign, Wetter,
Prellberg, Kisslinger, Adams, Erbach, Tomaszewski, Dini,
Chiropolos, Bonaguidi, Ward, Egan.
Also present were: Assistant Comptroller Placko, Commissioner of Public
Works Matula, Fire Chief Gedroic, Police Chief Alfano, Building Commissioner
Trost, Acting City Engineer Crowley, Director of Planning and Zoning

PRAYER AND The meeting opened with silent prayer, followed by the
PLEDGE: Pledge of Allegiance to the Flag.
MINUTES:
Moved by Tomaszewski, seconded by Kehe, to adopt the
Minutes of the regular meeting of .the City Council held
October 5, 1981, as published. Corrections: Page four,
paragraph 3, line 4, delete "Clan" and insert "Clean";
Page one, paragraph 7, line 5, delete "$326,221.30" and
insert "$326,221.20". Following corrections, motion
to approve declared carried.
BILLS PAYABLE: Moved by Ward, seconded by Ensign, to adopt the following
Resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND
PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY
AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $305,027.04.

tion of the Finance and Insurance Committee, to authorize
payment in an additional amount of $30,000. to Employee
Benefit Claims insurance. Upon roll call, the vote was:

BAKE -LINE recommended approval of Industrial Revenue Development
PRODUCTS Bonds for Bake -Line Products, Inc. on Second Reading
this meeting.
LIGHT POLES Moved by Kehe, seconded by Kisslinger, to adopt the
Lee/Mannheim recommendation of the Streets and Traffic Committee, to
authorize extension of contract with A & A Electric Company,
3125 South 60th Court, Cicero, Illinois, to remove poles and
replace with three high mast, 35 foot mounting height
aluminum poles to be installed on Lee/Mannheim Road,
between Priaire Avenue and Ellinwood Street, with new
foundations, wiring conduit; poles to be 400 watt sodium
vapor luminaries for total cost of $11,380., monies to be
used from excess funds of Prairie Avenue project. Upon
roll call, the vote was:

Moved by Kehe, seconded by Prellberg, to adopt the
recommendation of the Streets and Traffic Committee, to
enter into a four-way agreement for the construction and
repair of the Chicago and North Western Railroad grade
crossing at Thacker Street, west of Wolf Road. The City
of Des Plaines share of cost to be $10,000., to be used
from Revenue Sharing funds, Cook County Highway Department
$42,000., Meyer Material Company $5,000., Chicago and North
Western Railroad Company to pay remainder of cost which
includes labor, materials and equipment, and authorize
the Mayor and City Clerk to execute letter of agreement.

Moved by Kehe, seconded by Muehlenbeck, to adopt the
recommendation of the Streets and Traffic Committee, that
City Attorney be authorized to draft the necessary amend-
ments to ordinances deleting the parking restrictions
surrounding the West School property that were effective
on school days, amending sections 10-5-5 and 10-5-17 of
the City Code. Motion declared carried.
Moved by Wetter, seconded by Kisslinger, to adopt the
recommendation of the Special Memorial Committee,
whereby the City Council Chambers be titled the Eleanor
Rohrbach Memorial Council Chambers in honor of former
City Clerk with a suitable plaque and portrait to be
displayed appropriately in the Council Chambers. Portrait
artist is to be selected in future by the Special Memorial
Committee in cooperation with the Rohrbach family. Also
recommendation of this committee does not preclude
consideration of naming a building, such as the Transpor-
tation Center in Eleanor's honor at some future date.

Moved by Dwiel, seconded by Prellberg, to adopt the
recommendation of the Building and Grounds Committee,
to award the contract for Roofing Repairs of Fire Station
No. 2, Oakton Street at Ash Street, to low bidder Meier
Roofing Company, Inc., Elk Grove, Illinois, in the amount
of $7,800., City Clerk authorized to return bid bonds/checks
to unsuccessful bidders. Upon roll call, the vote was:

Mr. Duane Blietz, as Administrator and members, Messrs.
James G. Smith, Charles Gedroic, Robert M. Clark, and
Jerome Matula. Motion declared carried. Egan voted no.
Moved by Ensign, seconded by Chiropolos, to concur with
Mayor's reappointment of Fire Chief Charles Gedroic, term
to expire with Mayor's term of office. Motion declared
carried.
Moved by Tomaszewski, seconded by Ensign, to authorize
the City Clerk to open the one bid received on October 16,
1981 for Coagulant Aid for Des Plaines Water Treatment Plant.
Motion declared carried. Bid received was from Nalco
Chemical Company, 2901 Butterfield Road, Oak Brook, Illinois
in the amount of $9,016. and referred to the Water and
Sewer Committee for study and report.
