THE CITY COUNCIL OF THE CITY OF
DES PLAINES, ILLINOIS, HELD IN THE
CITY COUNCIL CHAMBERS, DES PLAINES
CIVIC CENTER, Monday, October 5, 1981.
CALL TO ORDER: The regular meeting of the City Council of the City of'
Des Plaines, Illinois was called to order by Mayor John E.
Seitz at 8:03 P.M. in the City Council Chambers, Des Plaines
Civic Center.
ROLL CALL:
Roll Call indicated the following Aldermen present:
Muehlenbeck, Kolinski, Dwiel, Kehe, Ensign, Wetter, Prellberg,
Adams, Erbach, Tomaszewski, Dini, Chiropolos, Bonaguidi,
Ward, Egan. Absent was Alderman Kisslinger.
Also present were: City Treasurer Swanson, City Comptroller Blietz,
Commissioner of Public Works Matula, Fire Chief Gedroic, Police Chief
Alfano, Building Commissioner Trost, City Engineer (Acting) Crowley,
Director of Planning and Zoning Richardson, Environmental Officer Lindahl,
and City Attorney Smith.
PRAYER AND
PLEDGE:
The meeting opened with prayer by Reverend James Bouman
or Immanuel Lutheran Church, followed by the Pledge of
Allegiance to the Flag.
PRESENTATION: Alderman Robert Dwiel, Chairman of the Des Plaines Officials
Golf Outing, together with Mayor John E. Seitz, presented
to Mr. 0. D. Swanson, Police Chief Alfano, and Sgt. Zumbrock
a check in the amount of $1200 to the Des Plaines Police
Boys Club, the proceeds of City Officials' Golf Outing in
August.

Minutes of the regular meeting of the City Council held
September 21, 1981, as published. Motion declared carried.

81-30-R, property located at the Southeast Corner of Wolf
and Central Roads, but to Deny rezoning of said property.

Moved by Erbach, seconded by Tomaszewski, to adopt the
recommendation of the Municipal Development Committee, to
concur with Zoning Board of Appeals to grant variation for
property located at 1415 Ellinwood Street, subject to
the following: 1) A variation of 20 spaces be granted,
reducing the requirement to 21 spaces; 2) the payment of
$2500. per space for the 21 spaces, if selected by business
owner, be extended over a perioe' not to exceed 15 years;
3) the initial payment, not less than 1/15 of the total, to
be made prior to issuance of occupancy permit. Succeeding
payments to be made annually prior to issuance of annual
business license ($3500. per year); 4) License Officer revise
parking pattern on south side of Ellinwood Street to provide
some short term spaces for existing businesses.

Moved by Erbach, seconded by Tomaszewski, to adopt the
recommendation of the Municipal Development Committee,
not to concur with the Zoning Board of Appeals and grant
a variation for property located at 1463 Ellinwood Street,
subject to the following: 1) a variation of 7 spaces be
granted, reducing the requirement to 7 spaces; 2) the
payment of $2500. per space for the 7 spaces, if selected by
the business owner, be extended over a period not to exceed
15 years; 3) the initial payment, not less than 1/15 of the
total, to be made prior to issuance of the occupancy permit.
Succeeding payments to be made annually prior to issuance
of the annual business license. Motion declared carried.
Ensign, Egan voted no.
Moved by Adams, seconded by Prellberg, to adopt the
recommendation of the Sanitation Committee, that the Mayor
and City Clerk be authorized to execute Letter of Understand-
ing between the City of Des Plaines and Standard Disposal
Service of Illinois, Inc. for the collection and removal
of garbage for the Des Plaines Park District to
February 28, 1984, cost not to exceed $438. per month.

Moved by Tomaszewski, seconded by Ensign, to adopt the
recommendation of the Water and Sewer Committee, to accept
proposal for Cathodic protection service from Wallace &
Tiernan Division, Penwalt Corporation, 25 Main Street,
Belleville, New Jersey, to service City of Des Plaines'
four water towers with cathodic protection, amount not
to exceed $3,450.; bid procedures to be waived. Upon
roll call, the vote was:

LEGAL SUIT Moved by Tomaszewski, seconded by Ward, to adopt the
Park Ridge recommendation of the Water and Sewer Committee, to authorize
Sewer the City Attorney to take the necessary action to resolve
matters pertaining to legal suit with City of Park Ridge
sewer connection. Motion declared carried. Egan voted no.
LEASE Moved by Dwiel, seconded by Erbach, to adopt the recommenda-

Municipal agreements with Cook County for 804 sq. ft. of space on
Building second floor of Civic Center, Municipal Building, commencing
January 1, 1982 and terminating December 31, 1984, at rent
of $9.50 per square feet, and to lease additional space of
1,190 sq. ft. of space on second floor of Civic Center,
effective upon availability, terminating December 31, 1984,
at rent of $9.50 per square feet; the Mayor and City Clerk
be authorized to execute lease agreements with Cook County.

HEATING AND Moved by Dwiel, seconded by Ensign, to adopt the recommenda-

MAINTENANCE allow present contract for Maintenance of Heating and Air
Conditioning to expire, withholding appropriate :monies to
cover any work not completed by the end of this contract.
Future work will be let as needed to local contractors
for periodic preventative maintenance and necessary repairs
for trial period of six months. Motion declared carried.

Application for Class B Liquor License for Columbus Food

to the License and Inspection Committee.

recommendation of the Streets and Traffic Committee,
to grant request to Ringling Brothers Circus to walk
various animals along railroad right-of-way near inter-
section of Howard and Wolf Streets, east on Touhy Avenue to
Lee Street to Rosemont Horizon on Wednesday, October 14, 1981
at 1:00 P.M. and also to be escorted back to Circus train
November 1, 1981 at approximately 8:30 P.M.; Ringling Brother
