OF DES PLAINES, ILLINOIS, HELD
IN THE CITY COUNCIL CHAMBERS,
DES PLAINES CIVIC CENTER,
MONDAY, July 20, 1981
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor John E. Seitz
at 8:03 P.M. in the City Council Chambers, Des Plaines
Civic Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Muehlenbeck, Kolinski, Dwiel, Kehe, Ensign, Wetter, Prellberg,
Kisslinger, Adams, Erbach, Tomaszewski, Dini, Chiropolos,
Ward, Egan. Absent was Alderman Bonaguidi who arrived
later:iin the meeting.
Also present were: Acting Health Director Mark McIntosh, Fire Chief
Gedroic, Police Capt. Clark, Plumbing Inspector McKoveck, Director of
Zoning and Planning Richardson, Engineer Kaszuba, , City Treasurer
Swanson, City Comptroller Blietz, Commissioner of Public Works Matula,
Environmental Officer Lindahl, and City Attorney Smith.

The meeting opened with prayer by Pastor Wobbe from Christ
Church, followed by the Pledge of Allegiance to the flag.
Moved by Tomaszewski, seconded by Kehe, to suspend the rules
and consider Resolution R-16-81. Motion declared carried.
Alderman Egan voted No.
Moved by Kehe, seconded by Dwiel, to pass Resolution R-16-81
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DES PLAINES
EXPRESSING APPRECIATION TO RETIRING ALBERT GUNDELACH FROM
THE DES PLAINES ZONING BOARD OF APPEALS, having served since
1949 and since 1975 as Chairman, and EXTENDING TO HIM AND
MrS. GUNDELACH THE CITY'S BEST WISHES FOR A HAPPY AND LONG
RETIREMENT. Motion declared carried.
Mayor Seitz presented Mr. Albert Gundelach with the copy
of Resolution R-16-81 along with a framed certificate of
appreciation. Mr. Gundelach thanked the City of Des Plaines
for an opportunity to be of service and expressed his
appreciation to the administration and City Council for
their support.
Moved by Tomaszewski, seconded by Prellberg, to approve the
Minutes of the regular meeting held July 6, 1981, as
published. Correction, page two,last paragraph, second from
last line, change Class B to read "Class E". Following
correction, motion declared carried.
Moved by Ward, seconded by Ensign, to adopt the following
resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY
AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $287,857.27.
Upon roll call, the vote was:

Cash Register for the Finance Department from the NCR
Corporation, in the amount of $6,375.00, waiving the usual
bid procedure. Upon roll call, the vote was:

CLAIMS of $70,000 from the General Fund as a loan to the Employee
Medical Benefit Claims to be repaid from reimbursement payments.

Ordinance ranges by 5%, effective May 1st, for all non -contract
M-41-81 employees, recited in Ordinance M-41-81, with the provision
that additional increases would be granted at the conclusion
of contract agreements. Upon roll call, the vote was:

FLOOD Moved by Ensign, seconded by Prellberg, to adopt the majority
CLAIMS report of Finance and Insurance Committe to authorize
the payment of $2,956.00 to three property owners for
claims having to do with flood damage. Moved by Ward,
seconded by Kolinski, to substitute the minority report
for the majority report as follows: "To follow the
direction of R. L. Kautz & Co. in their July 8, 1981 letter,
and refer the matter to the City Code and Judiciary
Committee to determine past and future liability for the
City before consideration of payment of claims. Motion
to adopt the minority report declared carried, followed
by roll call, as follows:

MAINTENANCE recommendation of joint committees, Fire, Police, and
Finance and Insurance to award the bid for Radio Maintenance
to Metrocom Services in the amount of $1,840.00 per
month, based upon recommendations of the three departments
utilizing services and reports of unsatisfactory reports
of current service. Upon roll call, the vote was:

Municipal Development Committee recommendation to concur
in Zoning Case 81 -23 -SU, property located at 1530 Rand Road,
and authorize City Attorney to draft necessary ordinance.

Moved by Tomaszewski, seconded by Kisslinger, to adopt the
recommendation of Water and Sewer Committee to award the
bid for the Ventilation System at the Maple Street Pumping
Station to the low bidder, Murphy & Miller, Inc. in the
amount of $7,208.00 and return checks or bid bonds of
unsucessful bidders. Upon roll call, the vote was:

Alderman Bonaguidi arrived during discussion on the above
motion.
Moved by Bonaguidi, seconded by Chiropolos, to adopt the
recommendation of City Code and Judiciary Committee not
to amend the ordinance having to do with liquor license
restrictions at this time (issue of 100 feet from any
church, school, etc.). Moved by Egan, seconded by Dini
to defer action.
Moved by Bonaguidi, seconded by Erbach, to adopt the
recommendation of City Code and Judiciary Committee
to delete from the City Code having to do with the Office
of Mayor the following: "however, this office shall be
his principal occupation". Upon roll call, the vote was:

mendation of Streets and Traffic Committee that the City
replace the fourteen 400 watt mercury luminaires east of
Lee Street on Prairie Avenue with 250 watt high pressure
sodium, granting the contract to A.A. Electric in the
amount of $260.00 per lamp for a total price of $3,640.00,
waiving the usual bid procedure, to be paid from excess
MFT funds. Upon roll call, the vote was:
