MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE CITY COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, July 20, 1981 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor John E. Seitz at 8:03 P.M. in the City Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following aldermen present: Muehlenbeck, Kolinski, Dwiel, Kehe, Ensign, Wetter, Prellberg, Kisslinger, Adams, Erbach, Tomaszewski, Dini, Chiropolos, Ward, Egan. Absent was Alderman Bonaguidi who arrived later:iin the meeting. Also present were: Acting Health Director Mark McIntosh, Fire Chief Gedroic, Police Capt. Clark, Plumbing Inspector McKoveck, Director of Zoning and Planning Richardson, Engineer Kaszuba, , City Treasurer Swanson, City Comptroller Blietz, Commissioner of Public Works Matula, Environmental Officer Lindahl, and City Attorney Smith. PRAYER AND PLEDGE SUSPEND RULES PRESENTATION: MINUTES: BILLS PAYABLE FINANCE DEPT EQUIPMENT Cash Register The meeting opened with prayer by Pastor Wobbe from Christ Church, followed by the Pledge of Allegiance to the flag. Moved by Tomaszewski, seconded by Kehe, to suspend the rules and consider Resolution R-16-81. Motion declared carried. Alderman Egan voted No. Moved by Kehe, seconded by Dwiel, to pass Resolution R-16-81 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DES PLAINES EXPRESSING APPRECIATION TO RETIRING ALBERT GUNDELACH FROM THE DES PLAINES ZONING BOARD OF APPEALS, having served since 1949 and since 1975 as Chairman, and EXTENDING TO HIM AND MrS. GUNDELACH THE CITY'S BEST WISHES FOR A HAPPY AND LONG RETIREMENT. Motion declared carried. Mayor Seitz presented Mr. Albert Gundelach with the copy of Resolution R-16-81 along with a framed certificate of appreciation. Mr. Gundelach thanked the City of Des Plaines for an opportunity to be of service and expressed his appreciation to the administration and City Council for their support. Moved by Tomaszewski, seconded by Prellberg, to approve the Minutes of the regular meeting held July 6, 1981, as published. Correction, page two,last paragraph, second from last line, change Class B to read "Class E". Following correction, motion declared carried. Moved by Ward, seconded by Ensign, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $287,857.27. Moved by Ward, seconded by Kolinski, to substitute the minority report for the majority report as follows: "To follow the direction of R. L. Kautz & Co. in their July 8, 1981 letter, and refer the matter to the City Code and Judiciary Committee to determine past and future liability for the City before consideration of payment of claims. Moved by Bonaguidi, seconded by Erbach, to adopt the recommendation of City Code and Judiciary Committee to delete from the City Code having to do with the Office of Mayor the following: "however, this office shall be his principal occupation".
