CALL TO ORDER: The regular meeting of the City Council of the City of Des.
Plaines was called to order by Mayor John E.Seitz, at
8 P.M. in the City Council Chamber, Des Plaines Civic Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Muehlenbeck, Kolinski, Dwiel, Kehe, Ensign, Wetter, Prellberg,

The meeting opened with prayer by Rev. Keith Davis, pastor
of the Church of the Master followed by the Pledge of
Allegiance to the flag.
Mr. Robert Fabian, member of Des Plaines Area Jaycees addressed
the City Council and requested Mayor Seitz to declare
the week of July 12 thru July 18 Eric Elias week; requested
City Council members to talk with their constituents
relative to a fund raiser for Eric Elias, ill with
muscular dystrophy. The request for a proclamation declaring
the third week of June each year Des Plaines Handicapped
Childrens Week was referred to Health and Welfare Committee.
Moved by Tomaszewski, seconded by Erbach, to approve the
Minutes of the regular meeting held June 1, 1981, as published.
Corrections: :Page one, paragraph three, strike "License
Officer Lindahl" and insert License Officer Hinde.
Page two, last paragraph, strike "K. K. Reed Company" and
insert " K. L. Reed Company". Motion declared carried.
Moved by Ward, seconded by Ensign, to adopt the following
resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY
AUTHORIZED TO MAKE PAYMENT FOR SAME: $653,801.22.
Upon roll call, the vote was:

tion of License and Inspection Committee to grant Class A
Liquor license to owners of People's Restaurant, 1249 Elmhurst
Road, and further to authorize City Attorney to draft
necessary amendment to ordinance increasing Class A liquor
licenses by one. Motion declared carried.
Moved by Erbach, seconded by Tomaszewski, to adopt the
recommendation of Municipal Development Committee to
deny petition for text amendment, Zoning Case 81-13-A,
property located at the northeast corner of Higgins and
Orchard Place Roads. Motion declared carried.
Moved by Erbach, seconded by Kisslinger, to adopt the recom-
mendation of Municipal Development Committee to concur with
Zoning Board of Appeals in Case 81-8-A, Text Amendments,
and authorize City Attorney to prepare necessary ordinance -
for further consideration by City Council. Motion declared
carried.

Moved by Erbach, seconded by Tomaszewski, to adopt the
recommendation of Municipal Development Committee to amend
the Flood Plain Ordinance in order to maintain the City's
eligibility in the Federal Flood Insurance Program and
place Ordinance M-34-81 on First Reading at this meeting.
Motion declared carried.
Moved by Erbach, seconded by Kisslinger, to adopt the
recommendation of Municipal Development Committee to concur
with Zoning Board and Plan Commission in Zoning Case 81 -16 -SU,
725 Golf Road, and authorize City Attorney to draft ordinance
for further consideration by City Council. Motion declared
carried.
Moved by Erbach, seconded by Tomaszewski, to adopt the
recommendation of Municipal Development Committee to concur
with Zoning Board of Appeals in Case 81 -15 -SU -V-A, 2355
Ballard Road, and authorize City Attorney to prepare
necessary ordinances for text amendment and Special Use of
property according to requirements recommended by Zoning
Board of Appeals and also to include language as follows:
"Plough shall remove the two towers authorized hereunder
not later than one year after any final adjudication of the
denial of its permanent license to operate said towers and/or
its right to broadcast therefrom under the terms of its
interim license, current or amended." Motion declared
carried.
Protest Petition filed by Helen E. Stachnik.and
P.V. Dunung and V.P.Dunung was referred to City Attorney
and Director of Zoning and Planning to determine that
said parties are owners of more than 20% frontage immediately
adjoining the property.
Moved by Erbach, seconded by Tomaszewski, to adopt the
recommendation of Municipal Development Committee to
authorize City Attorney to draft necessary ordinance
rezoning property located at 1331 Golf Road to M-1 Manufactur-
ing District, as resolved by Court Order (Case No. 76 -CH -6055).

Moved by Erbach, seconded by Ensign, to adopt the recommenda-
tion of Municipal Development Committee, to extend the
period for payment of bonds and fees in connection with
Koziol and Wedgewood Resubdivision, and to extend zoning
variations in connection with Case 80-51-V, property located
at 850 E. Oakton Street, to July 1, 1982. Motion declared
carried.
Moved by Kehe, seconded by Kisslinger, to adopt the recom-
mendation of Streets and Traffic Committee to place interim
resurfacing on Northwest Highway, from Pearson Street, east
to River Road, at a cost of $10,175.00, an agreed price from
Milburn Brothers, the state's prime contractor, to be paid
from the City's Motor Fuel Tax Funds. Upon roll call, the
vote was:

tion of Streets and Traffic Committee to award the bid for
leaf loader to the lowest responsible bidder, R. H. Lyons
Equipment Company in the amount of $14,286.00. Upon roll call,

tion of Building Control and Inspection Committee to
grant request of retail division of Des Plaines Chamber of
Commerce to hang two (2) banners on the Herbert H. Behrel
Parking Plaza to promot "Betsy Ross Sale-A-Bration" from
June 22nd to July 6th, upon issuance of the necessary temporary
sign permit, fee to be waived, signs to conform to sign
ordinance for size. Motion declared carried.

recommendation of Building Control and Inspection Committee
to grant request for fence variation for 7' 6" high fence
around the patio on three sides at the rear of the residence
at 401 Simone Drive. Motion declared carried.
Moved by Ensign, seconded by Erbach, to adopt the recommenda-
tion of Building Control and Inspection Committee to
authorize the purchase of one 1980 4 -door Malibu from
Avis Rent-A-Car at a cost of $5,200, waiving the usual bid
procedures. Upon roll call, the vote was:
