CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H.
Volberding, Sr. at 8:00 P.M. in the Council Chambers,
Civic Center on Monday, April 20, 1981

Roll Call indicated the following aldermen present:
Koplos, Kolinski, Ensign, Whetstone, Prellberg, Birchfield,
Erbach, Tomaszewski, Sarlo, Meyer, Seitz, Ward.
Absent were Alderman Dwiel, Kehe, Kisslinger, and Egan
who arrived later in the meeting.
Also present were: City Treasurer Swanson, City Comptroller Blietz,
Commissioner of Public Works Matula, Deputy Fire Chief Buckley, Police
Chief Alfano, Police Captain Clark, Building Commissioner Trost, Director
of Zoning and Planning Richardson, Traffic Engineer Crowley, Environmental
Officer Lindahl, Police Lt. Scheskie, and City Attorney Smith.

The meeting opened with prayer by Pastor C. Edwin Boone
from Immanuel Community Baptist Church, followed by the
Pledge of Allegiance to the flag.
Moved by Sarlo, seconded by Tomaszewski, to approve the
Minutes of the regular meeting held April 6, 1981, as
published. Moved by Erbach, seconded by Ensign, to
amend the Minutes, Page 3, paragraph 3, to add the following
clause to the motion: "authorize Mayor and City Clerk
to sign release of easement for property adjacent to
property to be purchased in 1200 block of Prairie Avenue."
Upon roll call on motion to amend the Vote was:

Refrigeration Service Engineers Society Project
Industrial Development Revenue Bonds. Motion declared

Moved by Ward, seconded by Koplos, to adopt the recommenda-
tion of Finance and Insurance Committee to adopt a
resolution agreeing to accept the obligation due IMRF for
employer contributions in connection with Omitted Service
for Willie F. Brown. Motion declared carried.

Moved by Meyer, seconded by Koplos, to adopt the recommenda-
tion of. Municipal Development Committee to concur with
Zoning Board of Appeals in Case 81-11-R, 1231 Harding
Avenue to rezone property to R-5 District, City Attorney
to prepare necessary ordinance. Motion declared carried.
Moved by Seitz, seconded by Kisslinger to adopt the
recommendation of City Code and Judiciary Committee to
re -define Precious Metals Dealers, as set forth in
Ordinance M-16-81. Motion declared carried.
Moved by Seitz, seconded by Koplos, to adopt the recommenda-
tion of City Code and Judiciary Committee to approve
Ordinance M-4-81, having to do with setting the salaries
for elected officials by December 1st of the year preceding
the election, and recommend passage of Ordinance at this
meeting. Motion declared carried.
Moved by Seitz, seconded by Meyer, to adopt the recommenda-
tion of City Code and Judiciary Committee to amend
Section 1-4-1 of the City Code having to do with penalty
and further to place Ordinance M-23-81 on First Reading
at this meeting. Motion declared carried.
Alderman Egan voted No.
Moved by Seitz, seconded by Meyer, to adopt the recommenda-
tion of City Code and Judiciary Committee to amend the
City Code by deleting sub -section 4-5-25 (D) in its
entirety and place Ordinance M-21-81 on First Reading at
this meeting. Motion declared carried.
Moved by Kehe, seconded by Prellberg, to adopt the recommenda-
tion of Police Committee to award the bid for the
Police Dept. Chevrolet Impala Station Wagon to the low
bidder, Sondag Chevrolet in the amount of $8,340.81.

News and Des Plaines Park District. Motion declared

Bike-A-Thon Moved by Sarlo, seconded by Egan, to adopt the recommendation
of Streets and Traffic Committee to adopt a resolution
requesting approval from IDOT for the closing of certain
State Routes for the Des Plaines Chapter American Cancer
Society Bike-A-Thon to be held May 17th. Motion declared
carried.
RESOLUTION Moved by Sarlo, seconded by Meyer, to adopt the recommendation
Mt.Prospect of Streets and Traffic Committee to adopt a resolution
Central Rd. correcting wording in Resolution R-16-78, relative to the
Improvement improvement of Mt. Prospect - Central- Rand Road, to
effect the jurisdictional transfer of that part of Mt.
Prospect Road within the proposed limits "final inspected
rather than upon final acceptance". Motion declared
carried.
PUBLIC WORKS Moved by Sarlo, seconded by Kehe, to adopt the recommendation
TRUCKS of Streets and Traffic Committee to award the bid for
trucks for the Public Works Department to the low bidder,
Sondag Chevrolet, in the amount of $37,262.40 for one
3/4 ton four-wheel drive pick-up and two four wheel drive
low -mount dump trucks with mounted plows. Upon roll call,

July 4th Letter from Des Plaines Chamber of Commerce and Industry
Parade requesting the closing of certain streets for July 4th parade
was referred to Streets and Traffic Committee.

Conference of check payable to Illinois Municipal League for advance
registration fees for the Newly Elected Officials Conference
for officials planning to attend. Upon roll call, the vote
