04/20/1981MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CIVIC CENTER, MONDAY, April 20, 1981 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Volberding, Sr. at 8:00 P.M. in the Council Chambers, Civic Center on Monday, April 20, 1981 ROLL CALL: III 1 1 Roll Call indicated the following aldermen present: Koplos, Kolinski, Ensign, Whetstone, Prellberg, Birchfield, Erbach, Tomaszewski, Sarlo, Meyer, Seitz, Ward. Absent were Alderman Dwiel, Kehe, Kisslinger, and Egan who arrived later in the meeting. Also present were: City Treasurer Swanson, City Comptroller Blietz, Commissioner of Public Works Matula, Deputy Fire Chief Buckley, Police Chief Alfano, Police Captain Clark, Building Commissioner Trost, Director of Zoning and Planning Richardson, Traffic Engineer Crowley, Environmental Officer Lindahl, Police Lt. Edwin Boone from Immanuel Community Baptist Church, followed by the Pledge of Allegiance to the flag. Moved by Sarlo, seconded by Tomaszewski, to approve the Minutes of the regular meeting held April 6, 1981, as published. Moved by Erbach, seconded by Ensign, to amend the Minutes, Page 3, paragraph 3, to add the following clause to the motion: "authorize Mayor and City Clerk to sign release of easement for property adjacent to property to be purchased in 1200 block of Prairie Avenue." Moved by Seitz, seconded by Kisslinger to adopt the recommendation of City Code and Judiciary Committee to re -define Precious Metals Dealers, as set forth in Ordinance M-16-81. Motion declared carried. Moved by Seitz, seconded by Koplos, to adopt the recommenda- tion of City Code and Judiciary Committee to approve Ordinance M-4-81, having to do with setting the salaries for elected officials by December 1st of the year preceding the election, and recommend passage of Ordinance at this meeting. Motion declared carried. Moved by Seitz, seconded by Meyer, to adopt the recommenda- tion of City Code and Judiciary Committee to amend Section 1-4-1 of the City Code having to do with penalty and further to place Ordinance M-23-81 on First Reading at this meeting.
