MINUTES OF THF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CIVTC CENTER, MONDAY, February 2, 1981 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Volberding, Sr. at 8:05 P.M. in the Council Chambers, Civic Center, on Monday, February 2, 198 . ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Dwiel, Kehe, Ensign, Whetstone, Prellberg, Kisslinger, Birchfield, Erbach, Tomaszewski, Sarlo; Meyer, Seitz, Ward, Egan. Absent was Alderman Kolinski. Also present were: City Treasurer Swanson, City Comptroller. Blietz, Commissioner of Public Works Matula, Health Director Branding, Fire Chief Gedroic, Police Chief Alfano, Building Commissioner Trost, Director of Zoning and Planning Richardson, City Engineer Bowen, Traffic Engineer Crowley, Environmental Officer Lindahl, and City Attorney Smith. PRAYER AND PLEDGE MINUTES: The meeting opened with prayer by Rev. James Jackson from Christ Church, followed by the Pledge of Allegiance to the flag. Moved by Kehe, seconded by Seitz, to approve the Minutes of the regular meeting held January 19, 1981, as published. Motion declared carried. BILLS Moved by Ward, seconded by Seitz, to adopt the following PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total $363,442.75. Moved by Koplos, seconded by Ward, to deduct $1,250 from Warrant No. 13682, (representing Change Order #2) until the Committee has the opportunity to review the expenditure. WORKMEN'S Moved by Ward, seconded by Seitz, to adopt the recommenda- COMPENSATION tion of Finance and Insurance Committee to issue two checks in the amount of $483.18 each to Louise Jobe for Workmen Compensation Claims. SANITARY SEWER Moved by Koplos, seconded by Sarlo, to adopt the recommenda- CONNECTION tion of Water and Sewer Committee that the City Attorney 170 Fairhope be authorized to prepare the necessary agreement granting permission to the Gerhardt F. Meyne Company to extend a certain eight inch sanitary sewer to property located at 170 Fairhope in Elk Grove Township, Illinois, subject to the following conditions: 1 SEWER (Continued) WATER SUPPLY AND TREATMENT FACILITIES WATER STORAGE FACILITIES RADIO MAINTENANCE Police Dept. Said improvement will remain in the ownership of the property owner until such time as the subject parcel is annexed to the corporate limits of the City of Des Plaines. 4. Property owner agrees, by binding written agreement, to annex the subject parcel of real estate to the City of Des Plaines immediately upon becoming contigious to the corporate limits of same. 5. City of Des Plaines will not enter into any recapture agreement for said improvement. Motion declared carried. Moved by Koplos, seconded by Ward, to adopt the recommenda- tion of Water and Sewer Committee that the City Council accept the concept of the Engineering Report on Water. Supply and Treatment Facilities and Water Storage Facilities prepared by PRC Consoer Townsend, Inc., Consulting Engineers, dated December, 1980, and to implement the necessary recommendations found on page seven of said report on a priority basis and within budgetary limits prior to the 1984 expiration date of the water purchase agreement with the City of Chicago. Motion declared carried. 7<d'e Moved by Seitz, seconded by Prellberg, to adopt the recom- mendation of Police Committee to award the contract for Radio Maintenance for the Police Department to Motorola Communications in the amount of $1,073.95 per month, contract to expire August 5, 1981. Moved by Sarlo, seconded by Tomaszewski, to adopt the recommendation of Streets and Traffic Committee to adopt the Yearly Resolution for Construction on State Highways as required by the Illinois Department of Transportation. Motion declared carried. Moved by Sarlo, seconded by Whetstone, to adopt the recom- mendation of Streets and Traffic Committee to install stop signs at the intersection of Third Avenue and Oakwood Avenue - three-way stop signs, City Attorney to draft necessary ordinance. Motion declared carried. Moved by Sarlo, seconded by Meyer, to adopt the recommenda- tion of Streets and Traffic Committee to authorize City Attorney to prepare necessary ordinance creating resident parking only on Jefferson Street from Northwest Highway to Graceland Avenue. Motion declared carried. Moved by Erbach, seconded by Ensign, to adopt the recommenda- tion of Building and Grounds Committee to award the bid for Parking Ticket Booklets to the low bidder, ABC Business Forms, Inc. in the amount of $3,475.00. upon roll call, the vote was: AYES: - 15 - Koplos; K n =*, Dwiel, Kehe, Ensign, Whetstone, Prellberg, Kisslinger, Birchfield, Erhach, Tomaszewski, Sarlo, Meyer, Seitz, Ward, Egan. Behrel Parking Deck, waiving all permit fees. Motion declared carried. ELECTRONIC Moved by Kisslinger, seconded by Dwiel, to adopt the GAME MACHINES recommendation of License and Inspection Committee to authorize City Attorney to draft necessary ordinance for further consideration by the Committee regulating Electronic Game Machines in the City of Des Plaines, per guidelines set by said Committee. Motion declared carried. Kisslinger announced that the Northwest Municipal Conference municipalities voted to select Cablenet as the CATV Company should all municipalities join on a regional basis and the City will now determine whether the City should grant a franchise to CAhlenet Co. Moved by Koplos, seconded by Seitz, to adopt a resolution determining to hold the next regular meeting of the City Council on a holiday, February 16, 1981. Motion declared carried. The letter from Ald. Birchfield relative to sewer problems on Webster Lane was referred to Water and Sewer Committee. Suit filed by Des Plaines Police Command Officers Association against the City of Des Plaines was referred to City Code and Judiciary Committee, Moved by Seitz, seconded by Meyer, to concur with Mayor's appointment of Mr. Robert E. Jacks to serve on the Library Board due to passing away of Mr. Elmer Graebner, term to expire June 30, 1983. Motion declared carried. Moved by Erbach, seconded by Kisslinaer; to concur with Mayor's reappointment of Mrs. Barbara Schmidt to serve one year term and Mrs. Anne Evans to serve a three year term on the Human Relations Commission.
